CALL TO ORDER Don Brandt called the meeting to order at 8:00 am. Committee Members and guests introduced themselves. II. REVIEW OF AGENDA Don Brandt led a review of the meeting agenda. HVAC Design Courses was added as a new item under New Business, and Additional Courses was added as a new item under Brainstorming. Mr. Brandt noted that Tim Wentz, PEC Chair and Dave Meredeth, Certification Committee Chair would say a few words to the group before the next agenda item. No other changes were made. Greetings and Information Tim Wentz thanked the committee for its work within ASHRAE and emphasized that the PDC is a very high profile committee. Mr. Wentz informed the committee that the Leadership Initiative was submitted to the Board of Directors, and stated that the PEC fully supported the PDC recommendations. Hugh McMillan questioned the status of the Professional Practices Subcommittee with respect to where the subcommittee would reside. Mr. Wentz responded that, according to ExCom, the
2 PDC Winter Meeting January 28, 2013 Page 2 subcommittee will remain with the PDC. Dick Hayter added that issues not directly related to education may still come up through the subcommittee and would be handled appropriately. Dave Meredith thanked the PDC for giving him an opportunity to speak. He explained that the primary reason for his visit was to solicit help from the PDC in providing educational training related to HVAC control systems. According to Mr. Meredith, results of a recent survey conducted by the Certification Committee pointed to a lack of available training on HVAC Controls. Jim Bochet added that the training may be applicable to design and construction. Cameron Labunski expressed concern about the expected audience in that a non-ashrae certification program already exists for design controllers. Mr. Labunski recommended that courses focus on design and application which would be more widely useful. Dan Pettway, PEC Vice Chair greeted the group and thanked everyone for being a part of ASHRAE. III. APPROVAL OF MINUTES FROM 9/5/12 CONFERENCE CALL Kelley Cramm moved that the Minutes from the September 5, 2012 conference call be approved without change. Cameron Labunski seconded. The motion passed unanimously. IV. BOARD ExO REPORT Eckhard Groll thanked the PDC members for their participation in ASHRAE. He revealed that several years ago he too was an active member of the PDC and feels a strong connection to the committee and its work. V. FINANCIAL REPORT Steve Comstock reported that the committee is doing well and has done so historically. Total revenues this period show a small loss, but are expected to be in much better shape after the conference. Mr. Comstock pointed out that revenues were higher last year as a direct result of the Puerto Rico programs. He emphasized that the main objective is to break even with budget. Tim Wentz added that ASHRAE is currently operating in the black. He described the 3-year budget cycle as a natural wave and reported that ASHRAE is having a good year. Mr. Wentz mentioned that this conference is the fifth largest of all time. He also noted that the PubEd Council brings in nearly one-third of ASHRAE s total revenue. VI. CHAIR S REPORT A. Status of MBOs Don Brandt provided a status update of the PDC s MBOs. Updates are included in Appendix A. ACTION: Staff to provide the committee with a copy of Membership Survey. (Included as separate attachment.) VII. STAFF REPORT/UPDATE Karen Murray provided the following ALI course registration updates.

SUBCOMMITTEE REPORTS Notes from the January 17, 2013 subcommittees conference call are provided as Appendix B. IX. OLD BUSINESS A. Manual of Procedures (MOP) Darin Nutter indicated that the Operations Subcommittee will continue to work on the MOP and report again at the Spring Conference Call. Kelly Cramm volunteered to assist as needed. In an effort to keep the MOP up-to-date, it was suggested that a review of the MOP be included as an item on the Operations Subcommittee agenda each year. B. Reference Manual Hugh McMillan reviewed suggested revisions to the manual and asked for committee volunteers to assist with updates. Nathan Hart volunteered to assist with course descriptions, and Bill Simpson volunteered to assist with course development guidelines. In an effort to keep the Reference Manual up-to-date, it was suggested that a review of the Reference Manual be included as an item on the Planning Subcommittee agenda each year. ACTIONS: Staff to send a copy of Reference Manual to the committee. (Included as separate attachment.) Staff to investigate making current PDC documents easily available to PDC members through an online site. C. Review of Open Action Items Don Brandt led a review of Action items outstanding as of September 5, Updates are included in Appendix C. X. NEW BUSINESS A. Leadership Training Initiative Don Brandt reported that nothing was needed from the committee. More information on the initiative is expected after the conference.

ASHRAE Career Enhancement Curriculum Hugh McMillan reviewed changes made to the program based on feedback received during the subcommittees conference call. MOTION: Cameron Labunski moved to approve development of the Career Enhancement Curriculum with proposed modifications. Darin Nutter seconded. Motion passed Chair voting. ACTION: Staff to send the revised Career Enhancement Curriculum document to the committee. (Included as separate attachment.) C. HVAC DESIGN COURSES Karen Murray mentioned that ASHRAE was considering the idea of offering additional HVAC Design training each year in locations other than Atlanta. Possible new locations for the Level I and Level II training include areas near large ASHRAE Chapters. Level I training will be considered in overseas locations with a strong demand for ASHRAE certification. XI. BRAINSTORMING A. Future Courses Jim Bochat led the discussion on the need for additional courses. He emphasized the growing need for global training, particularly in areas of fundamental knowledge. A key component of this type training would be a road map of recommended training. This could encompass the suggested courses on HVAC Controls as well as project management courses that may also play a part in the Leadership Initiative. A suggested roadmap of training is included as a separate attachment. Committee members were encouraged to explore courses offered by other societies to use as a benchmark. B. Develop HVAC&R courses for college credit The committee discussed the possibility of offering courses that could be applied toward a graduate degree. The consensus was that the market for these courses would be narrow, as many courses may already be offered at universities. C. Additional Courses Information on this topic is included above in Item XI.A. XII. NEXT MEETING The next committee meeting will take place by conference call this Spring. The next subcommittee meeting will take place by conference call prior to the June meeting. XIII. ADJOURN The meeting was adjourned at 12:25pm.

CALL TO ORDER Don Brandt called the meeting to order at 3:05 pm EST. II. III. REVIEW AGENDA The agenda was revised to move Item IV ahead of Item III to ensure the Planning Subcommittee chair was available to report. No other changes were made. PLANNING SUBCOMMITTEE A. UPDATE ON PROPOSED COURSES Commercial Building Energy Audit In response to an ALI RFP, Jim Kelsey of kw Engineering submitted a proposal to develop the Commercial Building Energy Audits seminar. The proposal was distributed to the committee prior to the meeting. Hugh McMillan summarized the proposal and highlighted Kelsey s current work with ASHRAE. He noted too that the proposed development costs were reasonable as compared to development costs for similar courses. Darin Nutter reviewed the content of the RFP and confirmed that the proposal well fit the required qualifications.
8 PDC Winter Meeting January 28, 2013 Page 8 MOTION: McMillan moved to approve the proposal submitted by kw Engineering for development of the Commercial Building Energy Audits seminar. Nutter seconded. The motion was unanimously approved. Chair voting. ACTION: Staff to send SOP or Guidelines referencing procurement of courses to the committee. Complete. Note: These items do not exist. The committee is responsible for reviewing proposed courses and has the authority to approve, disapprove or request modifications based on cost, scope of work, etc. B. REVIEW NEW PROPOSALS No new proposals were presented for review. C. PDC REFERENCE MANUAL An edited draft of the PDC Reference Manual Table of Contents was provided to the committee for review prior to the conference call. Hugh McMillan reviewed the edits, noting that several of the items are labeled as future; however, those items were developed much earlier and may now not be relevant. Current edits will reduce the number of items in the Table of Contents from 29 to 19. McMillan asked the committee to review the edits for discussion in Dallas. IV. UPDATE ON PROFESSINAL PRACTICS SUBCOMMITTEE Dick Hayter provided background on the Professional Practices Subcommittee, indicating that it was formed to deal with the non-technical issues that affect members in the industry. As an example of one of the most recent issues, he referred to the NCEES Model Law. As of 2020, the Model Law will require all applicants for PE licensure in the US to have a masters degree. According to Hayter, ASHRAE has taken an official position against the Model Law requirement. As another example, Hayter mentioned the possible new requirement that a lead commissioning agent on a project be a licensed PE. Hayter emphasized that the Professional Practices Subcommittee currently resides with the PDC; however, the subcommittee may be relocated to the Grassroots Government Activity Committee (GGAC). Don Brandt added that some believe the responsibilities of the subcommittee may fall more in line with those of GGAC. Hayter also reported that the National Institute of Building Sciences (NIBS) plans to develop a certification program and questioned if it may be similar to ASHRAE s program. ACTION: Staff was asked to send MOP revisions that include mention of the Professional Practices Subcommittee to the committee. Complete. ACTION: Staff was asked to send a copy of the MBOs to the committee. Complete. V. OPERATIONS SUBCOMMITTEE A. COURSE UPDATES Karen Murray provided the following course updates:
9 PDC Winter Meeting January 28, 2013 Page 9 1. SDLs in Progress a. Water System Design (M. Hegberg) Final course materials being submitted to Special Pubs. b. Heating System Design (M. Hegberg) First draft due in early February. c. Chilled Water Plants (S. Taylor) First draft expected February 15. Author may also be willing to prepare a 6-hour PDS in late d. Psychrometrics (I-P): Tom Kuehn and Jim Ramsey of the University of Minnesota currently are reviewing the course materials to determine if they want to revise the course. 2. SCs in Progress a. Optimization (R. Rademacher) Course will not be presented at the Winter Conference. It is still under peer review by Task Group 1 Optimization. b. Standard 55 (R. Bean) First draft due end of May. c. Standard 188P (W. McCoy) In peer review. d. Troubleshooting Humidity Control Issues First draft due before the Dallas Conference. 3. PDSs in Progress Operations & Maintenance (A. Lewis) In peer review. B. APROVED PROPOSALS (Review status of newly approved courses/projects that were voted on after the last Society meeting, and comment on the schedule for the projects.) No courses or projects were presented for approval. VI. NEW BUSINESS A. LEADERSHIP TRAINING INITIATIVE A PEC proposal for development of a Leadership Training program was provided to the committee for review prior to the conference call. Don Brandt briefly reviewed the proposal indicting that the idea of the training was initiated by the Board of Directors some time ago. The Leadership Training is proposed as an online means to provide information to the ASHRAE volunteers that will make their responsibilities easier. Training may include topics such as How to run a meeting, How to prepare meeting minutes, How to attract local members, etc. The proposed training will track participation. Brandt asked the committee to provide feedback on the proposal which he intends to provide to the PEC. Feedback from the committee was mixed: Advantages:
10 PDC Winter Meeting January 28, 2013 Page 10 It is a step in the right direction to ensure efficiency. It may save training efforts. It may save money at the society, not chapter level. Concerns: It is an enormous financial investment. Imposing more responsibilities and requirements on the volunteers may decrease the value of the program. Suggestions: Promote the program through YEA. Present at the society level. Develop as a pilot program before releasing society wide. VII. BRAINSTORMING A. CERTIFICATE PROGRAM Draft outlines of pilot Certificate Programs for Energy Savings Practices and IAQ Practices were provided to the committee prior to the conference call. Don Brandt summarized the intent of the program to 1) attract people to take more courses, and 2) increase revenue from more course sales. Committee member comments included: Advantages: Minimal cost to ASHRAE Possible discounted course costs Road map for education Benefit to international chapter participants Suggestions: Consider a refrigeration topic for future certificates. Remove elearning courses because of the extended time required to complete an elearning course. Concern was expressed about the possibility of reducing academic depth. Course requirements should be rigorous and be recognized as a significant increase in knowledge. Rigor is important. The program will be discussed in Dallas. ACTION: Staff asked to send the Education Strategic Plan to the committee. Complete. VIII.ADJOURN The call was adjourned at 4:30 pm EST.

(Active projects listed below.) PDS 6 Commercial Ground Source Heat Pumps. Dr. Nutter is the liaison. The TC wants to update the course, but first wants to update the publication that the course is based upon. Kirk Mescher, current member of ASHRAE s BOD and former member of the PDC, believes that an existing course might be appropriate for ASHRAE to adopt or adapt. Dr. Nutter will provide update by the Spring meeting. PDS 11 Design & Remediation to Achieve Acceptable IAQ. Mr. Hart is the Liaison. Mr. Hart spoke with the IAQ TC committee. Hoy Bohanon, who was identified by the TC, has agreed to review the course materials and provide feedback to the PDC. Staff sent the materials to Mr. Bohanon. Staff will follow up and provide an update by the 2013 Spring Meeting. PDS 13 Design & Specification of DDC Systems. Mr. Hart is the Liaison. The TC has agreed to review the course materials and provide feedback to the PDC. Staff sent course materials to the TC. Staff to follow up and provide an update by the 2013 Spring meeting. PDS 17 Designing Desiccant Systems for Preconditioning O.A. Air Systems. Mr. McMillan is the Liaison and will continue to follow up with TC 8.12 and TC 55. Staff sent course materials to the TC. According to the TC, the materials are out of date and a decision will be made to revise or remove the course. Mr. McMillan will provide an update at the 2013 Spring meeting. PDS 22 DDC Retrofits: From Project Planning Through Performance Verification. Mr. Hart is the Liaison. The TC has agreed to review the course materials and provide feedback to the PDC. Staff sent course materials to the TC. Staff to follow up and provide an update by the 2013 Spring meeting. PDS 36 Understanding & Specifying BACnet Systems. Mr. Hart is the Liaison. Dave Fischer will review and, if necessary, update the course materials. Staff to follow up and provide an update by the 2013 Spring meeting. SC 11 Design of Commercial Ground-Source Heat Pumps. 12 PDC Winter Meeting January 28, 2013 Page 12 Mr. Mescher to propose a new course on the documentation required to meet LEED requirements related to Standards 90.1, 62.1, 55 and possibly The purpose of the course is envisioned to cover essential ASHRAE Standards for LEED documentation. Mr. Mescher did not submit a proposal before his tenure on the PDC ended. Ms. Cogil will take the lead on this item and will bring a proposal/recommendation forward in time for discussion at the 2013 Winter Conference. A separate course is not recommended. Complete. Mr. McMillan to work with Ms. Abrams to develop a plan for creating ASHRAE certificate programs. Because of Ms. Abrams reassignment as Director of Member Services effective October 1, 2012, Mr. McMillan will work with Ms. Murray on the certificate programs. Target for presenting the plan to the PDC: in advance of the 2013 Winter Conference. Complete.
