Hunter City Manager - Paul Schulz City Clerk - Sharon Pollyck Assistant City Clerk - Kari Kitiuk Recording Secretary Monica Soukoreff CALL TO ORDER Mayor Brown called the meeting to order at 6:01 COMMITTEE OF THE WHOLE 2013-C-099 Enter Committee of the Whole Alderman Alexander moved that Council enters Committee of the Whole at 6: C-100 LeaveCommittee of the Whole Alderman Buchanan moved that Council leaves Committee of the Whole at 6:53 Recess/Reconvene Mayor Brown declared a recess at 6:54 The meeting reconvened at 7:04 MINUTES 2013-C-101 Adopt Minutes Regular Meeting of March 18, 2013 Alderman Alexander moved that Council adopts the minutes of the regular meeting of Council of March 18, 2013, as presented.

2 2013-C-102 Acknowledge Minutes Alderman Burley moved that Council acknowledges the minutes of the Municipal Planning Commission of March 7, PUBLIC QUESTION PERIOD R. Douglas Herdman, 1840 Meadowbrook Drive, Airdrie, advised that the Calgary and Area Beekeeper Association hosts a presentation during Agricultural Days at Stampede Park in Calgary which he hopes to see presented at Genesis Place. Darrell Belyk, 68 Mayfair Close, Airdrie, discussed components of an antibullying bylaw and encouraged Council to consider passing a bylaw and the positive impacts it can have in Airdrie. He advised that his discussions with other municipalities have revealed that requests for this type of bylaw come more often from the RCMP rather than from residents. Mr. Belyk also wanted to thank the City Manager and commend the City of Airdrie for the leadership shown in having a workplace policy in place. APPOINTMENTS/PRESENTATIONS Tara Murphy, the mother of a teen who was the victim of bullying, asked Council to consider passing an anti-bullying bylaw and spoke about the importance of such a bylaw. (Ms. Murphy s presentation has been filed with the agenda.) PUBLIC HEARING/BYLAWS Mayor Brown explained the procedure that would be followed. Mark Spence, Community Planner, reviewed, being a bylaw to amend Land Use Bylaw No. B-09/2005 to redesignate lands (925 Veterans Boulevard) from Industrial Business Park Two (IB-2) District to Direct Control District Thirty Seven (DC-37) with Industrial Park Three District (IB-3) rules and specific guidelines per Schedule A attached to the bylaw. Mr. Spence reviewed the report, including the site context, purpose, and location. He provided information on the applicant, owner, and planning context. He discussed the site history and master site plan. The landscaping plan was also outlined. Mayor Brown asked if there was anyone present who wished to speak in favour of. Ken Venner, Planner for Brown and Associates, Suite 600, th Avenue SW, Calgary, and Barry Taylor of Propak, 440 East Lake Road NE, Airdrie, wanted to thank the City Planners for the assistance they have provided throughout the application process. Propak has 1000 employees in Airdrie, and this amendment is required to expand their business. They feel the amendment is an appropriate compromise, and noted that the Municipal Planning Commission approved it unanimously.

3 2013-C-103 Amend to Amend Land Use Bylaw No. B-09/2005 Modify DC-37 Mayor Brown asked three times if there was anyone else present who wished to speak in favour of. There was no response. Mayor Brown asked if there was anyone present who wished to speak against. Ken Maines, owner of Racetrack RV, 159 East Lake Boulevard NE, Airdrie, owns property adjacent to the one in question and would like clarification about the difference between the proposed Propak storage on the property and the storage of recreational vehicles. He has tried numerous times to purchase land along the Highway 2 corridor for storage of recreational vehicles but has been told that is not the appropriate use for the area. He would like to know why this property is so important to Propak versus another location east of the City such as he has been encouraged to purchase. Mr. Maines questioned why RV storage along Highway 2 is considered an eyesore, but Propak s storage proposal is not. Mayor Brown asked three times if there was anyone else present who wished to speak against. There was no response. Mayor Brown declared the Public Hearing on closed. Alderman Burley moved that Council amends, being a bylaw to amend Land Use Bylaw No. B-09/2005 to redesignate lands (925 Veterans Boulevard) from Industrial Business Park Two (IB-2) District to Direct Control District Thirty Seven (DC-37) with Industrial Park Three District (IB-3) rules and specific guidelines per Schedule A attached, to reflect modifications to DC-37 including: 1. actual parcel size change from acres to acres; 2. replacement of the diagram; and 3. text amendment on the diagram to refer to the outside storage area C C-105 Alderman Hunter moved that Council gives to Bylaw No. B- 06/2013. Deputy-Mayor Chapman moved that Council gives to Bylaw No. B-06/2013. William Czaban, Community Planner, reviewed, being a bylaw to amend Land Use Bylaw No. B-09/2005 to add Financial Institution, Secondary as a Discretionary Use to the Direct Control Thirty-Two (DC-32) District. Mr. Czaban reviewed the report, including the site context, purpose, and location. He provided information on the applicant, owner, and planning context. He discussed the site history and master site plan.

Mayor Brown declared the Public Hearing on closed C-106 Amend Land Use Bylaw No. B-09/2005 Direct Control 32 District 2013-C-107 Alderman Burley moved that Council gives to Bylaw No. B- 08/2013, being a bylaw to amend Land Use Bylaw No. B-09/2005 to add Financial Institution, Secondary as a Discretionary Use to the Direct Control Thirty-Two (DC-32) District. Alderman Hegg moved that Council gives to Bylaw No. B- 08/2013. BYLAWS 2013-C-108 Supplementary Assessment Bylaw First Reading 2013-C C-110 Permission for 2013-C-111 Alderman Buchanan moved that Council gives First Reading to Bylaw No. B- 12/2013, being a bylaw to authorize the preparation of supplementary assessments for all improvements in the City of Airdrie during Alderman Alexander moved that Council gives to Bylaw No. B-12/2013. Deputy-Mayor Chapman moved that Council grants permission to give Third Reading to. Unanimously Alderman Hegg moved that Council gives to Bylaw No. B- 12/2013. BUSINESS ARISING 2013-C-112 Anti-Bullying Bylaw Direct Staff to Report Back Alderman Hegg moved that Council directs staff to: 1. research the feasibility, required resources, and costs of incorporating an education/counselling component into anti-bullying bylaw provisions; 2. identify the costs required to implement a community-wide communications plan on anti-bullying; and 3. report back at a future meeting of Council.

5 AGENDA REPORTS 2013-C Budget Publication Accept Deputy-Mayor Chapman moved that Council accepts the 2013 Budget publication as presented. CORRESPONDENCE 2013-C-114 Volunteer Airdrie Alderman Alexander moved that Council proclaims April 21 to 27, 2013, as Volunteer Week C-115 File Correspondence Alderman Hunter moved that Council directs staff to file the Correspondence.
