ADOPTION OF AGENDA (CS) Moved by Alderman Acker that the agenda be adopted as presented. 2. ADOPTION OF MINUTES a. November 8, 2009, November 9, 2009 and November 16 and 17, 2009 Meeting Minutes (CS) Moved by Alderman Steinburg that the November 8, 2009 Special Council Meeting Minutes, the November 9, 2009 Regular Council Meeting Minutes and the November 16 and 17, 2009 Committee of the Whole Meeting Minutes be approved as presented. 2 3. PUBLIC HEARINGS There were no public hearings scheduled on the agenda. 4. PRESENTATIONS a. Certificate of Recognition Spruce Grove Public Library Board Mayor Houston and Aldermen Jensen and Steinburg, on behalf of Council, presented Mr. Ron Smith with a certificate of recognition for his contributions to the library and the community through his work on the Spruce Grove Public Library Board. b. Outstanding Achievement Spruce Grove Barracuda Swim Club Mayor Houston and Aldermen Palivoda and Rothe, on behalf of Council, presented members of the Spruce Grove Barracuda Swim Club with certificates of outstanding achievement for their first place award for a small club at the Alberta Summer Swim Association Provincials held in Edmonton, on August 16, Mayor Houston and Alderman Acker, on behalf of Council, presented Morgan Jamieson with a certificate of outstanding achievement for her provincial record set for the 400 metre freestyle at the Humma Swim Meet. Mayor Houston and Alderman Acker, on behalf of Council, presented Connor Jamieson with a certificate of outstanding achievement for his provincial records set for the 400 metre freestyle, 200 metre I.M. and 1500 metre freestyle at the Humma Swim Meet and Stony Plain Sharks Swim Meet. c. Government Finance Officers Association Distinguished Budget Presentation Award City Manager Lagore presented Council with the 2009 Distinguished Budget Award from the Government Finance Officers Association for meeting the highest principles of governmental budgeting. 3 5. DELEGATIONS a. Tri-Municipal Drug Strategy Team Ms. Lorna Wolodko with the Tri-Municipal Drug Strategy Team came before Council to provide an update on the team s activities over the past year and thanked Council for their annual ongoing financial support. Mayor Houston thanked Ms. Wolodko for her presentation Moved by Alderman Palivoda that the Tri-Municipal Drug Strategy Team Report be accepted as information. 6. PUBLIC QUESTION AND ANSWER PERIOD There were no questions asked of Council. 7. COUNCIL UPDATES No council updates were provided. 8. ADMINISTRATIVE UPDATES a. City Manager Updates 9. BYLAWS There were no updates provided. a. C Municipal Utility Services Bylaw Amendment 2010 Rates (CS) Moved by Alderman Jensen that first reading be given to Bylaw C Municipal Utility Services Bylaw Amendment 2010 Rates. b. C Schedule of Fees Bylaw Amendment (P&I/CS) Moved by Alderman Palivoda that third reading be given to Bylaw C Schedule of Fees Bylaw Amendment. e. C Council Procedure Bylaw (CS) Moved by Alderman Palivoda that second reading be given to Bylaw C Council Procedure Bylaw. Moved by Alderman Steinburg that third reading be given to Bylaw C Council Procedure Bylaw (CS) Moved by Alderman Palivoda that third reading of Bylaw C Council Procedure Bylaw be deferred to a subsequent meeting. Mayor Houston called for a recess at 7:37 p.m. Mayor Houston reconvened the meeting at 7:45 p.m. 10. BUSINESS ITEMS a. Corporate Plan (CS) Moved by Alderman Acker that the 2010 Corporate Plan be approved as amended and that, Regular Council Meeting Minutes November 23, 2009 Page 4 of 6

5 (cont d) the 2010 budget be approved, as amended, with a tax rate increase of 3.9 per cent, revenues of $56,068,000, expenditures of $55,297,000 and debt principal payments of $943,000. b. Policy 6,032 Community Service Partnership Program (CAPS/CS) Moved by Alderman Jensen that Policy 6,032 Community Service Partnership Program be approved as presented. c. East Campsite Industrial Stage 1A Development Agreement (P&I) Moved by Alderman Rothe that the East Campsite Industrial Stage 1A Development Agreement with Melcor Developments Ltd. be approved as presented. 11. ACCEPTANCE OF INFORMATION ITEMS a. October 2009 Development and Building Permit Summary Moved by Alderman Palivoda that the October 2009 Development and Building Permit Summary be accepted as information. 12. CLOSED MEETING SESSION Council did not go into Closed Session. 13. BUSINESS ARISING FROM CLOSED SESSION There was no business arising from Closed Session.
