ADOPTION OF AGENDA The following amendments were made to the agenda: City Manager - Remove Item 3.a. Public Hearing and Item 9.a. Second Reading on Bylaw C Land Use Bylaw Amendment- Redistricting Harvest Ridge Stage 17 - Move Item 10.a. ahead in the agenda (CS) Moved by Alderman Rothe that the agenda be adopted as amended. 2 2. ADOPTION OF MINUTES a. March 9, 2015 Regular Council Meeting Minutes and March 16, 2015 Committee of the Whole Meeting Minutes (CS) Moved by Alderman Steinburg that the March 9, 2015 Regular Council Meeting Minutes and the March 16, 2015 Committee of the Whole Meeting Minutes be approved as presented. 3. PUBLIC HEARINGS Item 3.a. was removed from the agenda. 4. PRESENTATIONS There were no Presentations scheduled on the agenda. 5. DELEGATIONS No Delegations came before Council. 6. PUBLIC QUESTION AND ANSWER PERIOD There were no questions asked of Council. 7. COUNCIL UPDATES No Council Updates were provided. 8. ADMINISTRATIVE UPDATES a. City Manager Updates City Manager Cotterill advised that staff will be moving into the newly constructed Public Works facility the week of March 30 th and that once the building exterior is completed a grand opening of the building will be scheduled. TransAlta Tri-Leisure Centre Memorandum of Agreement (CAPS) Moved by Alderman Baxter that the amended Memorandum of Agreement between the Town of Stony Plain, Parkland County, the Tri-Municipal Leisure Facility Corporation and the City of Spruce Grove be approved as presented. 9. BYLAWS Item 9.a. was removed from the agenda. b. C Fire Services Bylaw (CAPS/CS) Moved by Alderman Baxter that third reading be given to Bylaw C Fire Services Bylaw. c. C Construction Site Cleanliness Bylaw (CAPS/CS) Moved by Alderman Kesanko that first reading be given to Bylaw C Construction Site Cleanliness Bylaw (CAPS/CS) Moved by Alderman Turton that second reading be given to Bylaw C Construction Site Cleanliness Bylaw. d. 5 10. BUSINESS ITEMS Item 10.a. was moved ahead in the agenda. b. Licence of Occupation Agreement with Big Sky Media (EBD) Moved by Alderman Rothe that a licence of occupation agreement between the City of Spruce Grove and Big Sky Media Inc. for the lease of City road right-of-way at the south-east corner of the intersection on Highway 16A and Campsite Road for the purpose of allowing Big Sky Media to install and operate a digital billboard for the 10-year term of the lease be approved. c. Small Communities Fund (P&I) Moved by Alderman Kesanko that the City of Spruce Grove proceed with Option 1 as stipulated in the report provided and apply for the Small Communities Fund Building Canada Fund grant for a project to replace cast iron water mains, repair sanitary sewers adjacent to those water mains, and complete all necessary surface improvements. 11. ACCEPTANCE OF INFORMATION ITEMS a. Various Board and Committee Meeting Minutes Moved by Alderman Baxter that the various board and committee meeting minutes presented be accepted as information. 12. CLOSED SESSION Council did not go into Closed Session. 13. BUSINESS ARISING FROM CLOSED SESSION There was no business arising from Closed Session.
