ADOPTION OF AGENDA The following additions and amendments were made to the agenda: City Manager Cotterill - Add Closed Session Item 12.a. IAFF Negotiations Update - Add Closed Session Item 12.b. 2 (CS) Moved by Alderman Rothe that the agenda be adopted as amended. 2. ADOPTION OF MINUTES a. November 23, 2015 Regular Council Meeting Minutes and November 30, 2015 Special Council Meeting Minutes (CS) Moved by Alderman Steinburg that the November 23, 2015 Regular Council Meeting Minutes and the November 30, 2015 Special Council Meeting Minutes be approved as presented. Delegations Item 5.a. was moved to this area of the agenda. 5.a. Parkland School Division Board of Trustees - Proposed Changes to Electoral Boundaries Parkland School Division Board of Trustees came before Council to provide information on proposed changes to electoral boundaries Moved by Alderman Kesanko that the Parkland School Division Board of Trustees presentation be received as information. 3. PUBLIC HEARINGS a. C Land Use Bylaw Text Amendment South Ave Mayor Houston called the Public Hearing to order at 6:25 p.m. on Bylaw C Land Use Bylaw Text Amendment South Ave. Tara Kozdrowski, owner of 470 South Avenue came before Council to indicate her support for the proposed amendment stating that there is a shortage of commercial space available in the city and doesn t feel air quality in the area is an issue. Angelma Detecio, Pastor of the Jesus is Lord Global Ministry Alberta, spoke in favor of the proposed amendment indicating the need for affordable lease space for her church s congregation. 3 Brett Esslinger, Pastor of Engage City Church came before Council to indicate his support of an incubator program for religious assemblies in the city s industrial areas. Dave McKenzie, Pastor from Devon came before Council to comment on the need for flexibility within commercial and industrial areas of a community in relation to the location of religious assemblies (P&I) Moved by Alderman Rothe that the Public Hearing on Bylaw C be recessed to allow Council to consider options with respect to a religious assembly use at 470 South Avenue. Mayor Houston recessed the Public Hearing at 7:03 p.m. SPECIAL GUEST ATTENDANCE Len Rhodes and John Moquin of the Edmonton Eskimos Football Club paid a visit to Council Chambers as winners of the 2015 Grey Cup championship to display the Grey Cup and thank the City of Spruce Grove for their hospitality during the team s 2015 Spring Training Camp held at Fuhr Sports Park. b. Development Permit Application in a Direct Control District - Parcel B Plan 2626KS Calahoo Road Mayor Houston called the Public Hearing to order at 7:04 p.m. on Development Permit Application in a Direct Control District - Parcel B Plan 2626KS Calahoo Road. One written submission was received. Ryan Bastian, realtor for the subject property came before Council to advise that substantial upgrades are planned for the exterior of the building. 4. PRESENTATIONS Mayor Houston declared the Public Hearing closed at 7:20 p.m. a. Outstanding Achievement - Swimming Nationals Mayor Houston and Aldermen Kesanko and Steinburg presented Marco Bagnasco with a Certificate of Outstanding Achievement for medal wins at the Canadian Age Group Championships held on August 2015 in Quebec City, Quebec. Outstanding Achievement - Spruce Grove Bantam AAA Baseball Mayor Houston and Aldermen McLean and Rothe presented members of the Spruce Grove Bantam Triple AAA White Sox baseball team with Certificates of Outstanding Achievement for their gold medal win at the Western Canada Baseball Association championships held in Steinbach, Manitoba, August 14-16, DELEGATIONS Item 5.a. was moved ahead on the agenda to follow Item 2.a. b. North Saskatchewan Watershed Alliance Presentation Mr. David Trew, Executive Director of the North Saskatchewan Watershed Alliance came before Council to provide a report on Watershed Management and Planning in the North Saskatchewan River Basin Moved by Alderman McLean that the North Saskatchewan Watershed Alliance presentation be received as information. Mayor Houston called for a recess at 8:06 p.m. Mayor Houston reconvened the meeting at 8:13 p.m. c. TransAlta Tri Leisure Centre Budget Presentation Graig Walsh, General Manager of the Trans-Alta Tri Leisure Centre came before Council to provide an update on the 2016 Operational and Capital Budget, including fees and charges, for the TransAlta Tri Leisure Centre Moved by Alderman Rothe that the TransAlta Tri Leisure Centre Budget presentation be received as information. 5 6. PUBLIC QUESTION AND ANSWER PERIOD Aimee Hennig of Deer Park Point came before Council to ask for the city s support in reviving the Block Parent program within the community. Administration indicated that they will be in contact with Ms. Hennig for further discussions. 7. COUNCIL UPDATES No Council Updates were provided. 8. ADMINISTRATIVE UPDATES a. City Manager Updates 9. BYLAWS There were no City Manager Updates provided. a. C Land Use Bylaw Text Amendment South Avenue Bylaw C did not go forward for second reading as the Public Hearing on the bylaw was recessed. b. C Tree Protection Bylaw (P&I/CS) Moved by Alderman Baxter that first reading be given to Bylaw C Tree Protection Bylaw. c. C Municipal Development Plan Amendment West School Site (P&I/CS) Moved by Alderman Kesanko that first reading be given to Bylaw C Municipal Development Plan Amendment - West School Site. 6 10. BUSINESS ITEMS a. Development Permit Application in a Direct Control District - Parcel B Plan 2626KS Calahoo Road (P&I) Moved by Alderman Steinburg that Development Permit Application PL , to locate a reception area, office and chapel for a funeral service provider, be approved as shown on the report provided and subject to the conditions listed in Attachment 1 and; that Council delegate authority to permit the Development Officers of the City of Spruce Grove to administer the Land Use Bylaw with respect to enforcement of this proposed development and to review subsequent development permit applications for signage and/or accessory buildings. b. Updated Transit Agreement - Service to Acheson (P&I) Moved by Alderman Turton that the City of Spruce Grove enter into two agreements for the provision of transit service with the inclusion of service to Acheson and that the two agreements include: 1. City of Spruce Grove, Parkland County and City of Edmonton Transit System for transit service delivery and; 2. The City of Spruce Grove and Parkland County for revenue and cost sharing. c. Subdivision and Development Appeal Board Appointments (P&I) Moved by Alderman McLean that Miranda Davis, Nancy Domijan, and John Haunholter be reappointed to the Subdivision and Development Appeal Board for their second term ending December 31, Regular Council Meeting Minutes December 14, 2015 Page 6 of 9

Mid-block Crosswalk Treatments and Speed Monitors Moved by Alderman Turton that Administration be directed to proceed with upgrading two mid-block crosswalk treatments at Westgrove Drive crossing at the Heritage Grove Trail intersection and the crossing on Grove Drive east of Spruce Village Way at a cost of $20,000. In addition, Administration be directed to purchase 3 speed monitors at a cost of $10,500; and that the total funds be allocated from Council Contingency Moved by Alderman McLean that the motion be amended to read: That Administration be directed to proceed with upgrading two midblock crosswalk treatments at Nelson Drive crossing at the Heritage Grove Trail intersection and the crossing on Grove Drive east of Spruce Village Way at a cost of $20,000. In addition, Administration be directed to purchase 3 speed monitors at a cost of $10,500; and that the total funds be allocated from Council Contingency. Motion as amended, put: (P&I) Moved by Alderman Turton that Administration be directed to proceed with upgrading two mid-block crosswalk treatments at Nelson Drive crossing at the Heritage Grove Trail intersection and the crossing on Grove Drive east of Spruce Village Way at a cost of $20,000. In addition, Administration be directed to purchase 3 speed monitors at a cost of $10,500; and that the total funds be allocated from Council Contingency. e. Spruce Grove Public Library Board Appointment and Reappointments (CAPS) Moved by Alderman Rothe that Meagan Olive be appointed as a member of the Spruce Grove Library Board to complete the term expiring December 31, 2018 and that Nicole Merrifield and Tom Slater be reappointed to the Spruce Grove Library Board for a threeyear term expiring December 31, Regular Council Meeting Minutes December 14, 2015 Page 7 of 9

Policy 3,038 - City Assessor Policy (CS) Moved by Alderman Baxter that Policy 3,038 - City Assessor Policy be approved as presented. g Council and Committee of the Whole Meeting Dates, Revised (CS) Moved by Alderman Kesanko that the revised 2015/2016 Council and Committee of the Whole meeting dates be approved as presented. 11. ACCEPTANCE OF INFORMATION ITEMS a. Various Board and Committee Meeting Minutes Moved by Alderman Rothe that the various board and committee meeting minutes presented be accepted as information Moved by Alderman McLean that Council go into Closed Session at 9:48 p.m. Mayor Houston called for a recess at 9:49 p.m. Mayor Houston reconvened the meeting at 9:51 p.m. 12. CLOSED SESSION Council went into Closed Session as permitted under the Freedom of Information and Protection of Privacy Act, RSA 2000, c.f-25 to discuss the following: a. IAFF Negotiations Update b. 9 13. BUSINESS ARISING FROM CLOSED SESSION Moved by Alderman Kesanko that Administration be directed to implement the Human Resource initiative as discussed.
