2 Bylaw Tax Rate Bylaw: Sharon Larsen, Tax Assessment Clerk, joined the meeting at 10:15 a.m. and presented a power point presentation to explain and answer questions regarding the Tax Rate Bylaw Moved by Reeve Nixon Bylaw, be given first reading Moved by Councillor Nibourg Bylaw, be given second reading Moved by Councillor J. Gendre Bylaw, be presented for third reading. (Unanimously) Moved by Councillor Nibourg Bylaw, be given third reading. Sharon Larson left the meeting at 10:24 a.m. NEW BUSINESS continued... Award Cash Lease Land Tender: Moved by Councillor J. Gendre that the County of Stettler No. 6 award the Cash Lease Land Tender to Donalda Hutterian Brethren Church of Donalda, Donalda, Alberta, in the amount of Two Thousand Five Hundred Dollars ($2,500.00), annually, for land located at NE W4M and issue a two year Cash Lease Land Agreement." Seniors' Week June 1 to 7, 2015: Moved by Councillor Stulberg "that the County of Stettler No. 6 proclaim June 1 to 7, 2015 as Seniors Week." Community and Street Names Database for Hamlets and Multi-lot Subdivisions: Johan van der Bank explained the maps and streets, as distributed in the package. It was noted that changes in street names will not be updated on the registered plans Moved by Councillor Nibourg that the County of Stettler No. 6 approve the Community and Street Names database and maps, pursuant to County of Stettler No. 6 Policy and Procedure Manual's General Procedure Community and Road Naming Procedures, and further that administration be authorized to proceed with any required changes in the existing house numbering in order to follow an urban style numbering approach in all hamlets and multi-lot subdivisions pursuant to the Rural Addressing Bylaw, attached and forming part of these minutes." Moved by Councillor J. Gendre "that resolution be amended to allow the local Councillor an the opportunity to speak to administration regarding naming of streets prior to names being assigned." Alberta Conservation Association Letter of Support for Farm Credit Canada AgriSpirit Fund RE: Boehlke Pond Conservation Site: Moved by Councillor Stulberg that the County of Stettler No. 6 provide a letter of support to the Alberta Conservation Association to support their application for funding through Farm Credit Canada (FCC) AgriSpirit Fund to Upgrade public facilities at Boehlke Pond Conservation Site (SE W4M and NE W4M)." Award Tender for Twp. Rd (Warden Road) Grading, Granular Base Course, Asphalt Concrete Pavement and Other Work: It was noted that the Twp. Rd. should be 38-2 not Rick Green joined the meeting at 10:41 a.m. to explain and address all concerns regarding the rewarding of tenders Moved by Councillor Nibourg that the County of Stettler No. 6 award the work under tender for "Grading, Granular Base Course, Asphalt Concrete Pavement and Other Work Warden Road (Twp. Rd between Hwy 835 and Rge. Rd. 20-4) to Central City Asphalt Ltd., Blackfalds, Alberta, as per their tender submission with an award value of $2,096, " In Favour: Councillors E. Gendre, Jackson, Nibourg, Stulberg, J. Gendre and Reeve Nixon Opposed: Councillor Grover Award Tender for Septic Load and Hall: Moved by Councillor Grover that the County of Stettler No. 6 award the Septic Load and Haul Tender to Yesterday s Meals on Wheels, Stettler, Alberta at an annual rate of $18, " Award Tender for Resource Road Grading, Granular Base Course, Asphalt Concrete Pavement and Other Work: Moved by Reeve Nixon that the County of Stettler No. 6 award the work under tender for Grading, Granular Base Course, Asphalt Concrete Pavement and Other Work Resource Road (Twp. Rd between Hwy 56 and Rge. Rd. 19-4; Rge. Rd between Twp. Rd and Hwy 12; and Carlisle Estates Road between Rge. Rd and Kirtley Cres.) to Central City Asphalt Ltd., Blackfalds, Alberta, as per their tender submission with an award value of $3,024, with the condition that the reserves are replenished within the next three year period, being 2016, 2017 and 2018 at the rate of $589,950 per year." Rd. 21.2: Randy Grams joined the meeting at 11:05 a.m. along with Rick Green who both explained costs involved Moved by Councillor J. Gendre that the County of Stettler No. 6 approve the removal request for trees located along the acreage at SSE W4M (Junction of Twp. Rd and Rge. Rd. 21.2) under County of Stettler No. 6 Policy and Procedure Manual's Public Works Procedure Brushing Requests for County to Brush Road Allowances, at an estimated cost of $7, plus." Gendre that the County of Stettler No. 6 amended Bylaw 's #8.3 to read obstruction of a hydrant whether on the road or otherwise may be located within five (5) meters of the property line on the front side and one (1) meter of the property line on the back side of the obstruction, that Schedule A be effective June 1, 2015 and that the bulk rate be set as $3.00 per cubic metre Moved by Reeve Nixon Wastewater Bylaw, as amended, be given first reading Moved by Councillor Grover Wastewater Bylaw, as amended, be given second reading Moved by Councillor Stulberg Wastewater Bylaw, as amended, be presented for third reading. Bylaw to Amend Land Use Bylaw by Rezoning Lot 8MR, Block 14, Plan and Lot 3MR, Block 14, Plan from the Hamlet Residential (HR) District to the Public Services (PS) District: Moved by Councillor J. Gendre that Council gives first reading to Bylaw , being an amendment to Land Use Bylaw as amended, by rezoning Lot 8MR, Block 14, Plan and Lot 3MR, Block 14, Plan from the Hamlet Residential (HR) District to the Public Services (PS) District, and schedule a Public Hearing for June 10, Amend Land Use Bylaw for the Purpose of Providing for the Keeping of Chickens on a Small Scale within Specific Land Use Districts: Moved by Councillor Nibourg that Council gives first reading to Bylaw to amend Land Use Bylaw for the purpose of providing for the keeping of chickens on a small scale within specific land use districts and set a Public Hearing date for June 10, In Favour: Councillors E. CORRESPONDENCE Glenn Ruttan RE: Activities Allowed on ER: It was noted that the Shoreline Management Plan Consultation process is still in construction and proposed questionnaires are being developed, however, with the matter still being under discussion, a response will not be forwarded to Mr. Ruttan at this time Moved by Councillor Grover "that the County of Stettler No. 6 postpone further discussion on the Glenn Ruttan RE: Activities Allowed on the Buffalo Lake ER item until the May 27, 2015 Municipal Planning Commission Meeting." Ron Potter Letter RE: Tree Removal: Councillor Jackson read out loud a letter that had been received by Mr. Potter expressing concern when a quarter is cleared of all trees, etc. Suggests that regulations, etc., be made to control deforestation. The letter will be forwarded to Agricultural Services Board's Director Quinton Beaumont as he has been investigating such concerns Moved by Councillor Nibourg that the following County of Stettler No. 6 correspondence for the May 13, 2015 Council Meeting be received for information: 1. Build Design Consultant Approval: Moved by Reeve Nixon that the County of Stettler No. 6 approve Scott Builders Inc., Red Deer, Alberta, as the Build Design Consultant for the proposed new County Shop and Field Office for the County of Stettler No. 6." In Favour: Councillors Grover, Jackson, Stulberg and Reeve Nixon Opposed: Councillor E. Gendre, J. Gendre and Nibourg Moved by Reeve Nixon that the County of Stettler No. 6 enter into an in-camera session at 3:01 p.m. to discuss legal issues.
