1 1 VILLAGE OF CONSORT REGULAR MEETING April 7, 2014 Call to Order Mayor Stillings called the meeting to order at 6:58PM. Attendance Mayor Roxanne Stillings, Deputy Mayor Tony Owens, Councillors Dale Kroeger, Domenic DiFrancesco, Calvin Ward, and CAO Monique Jeffrey were present for the meeting. Absent: Adoption of the Agenda Moved by Councillor Kroeger that the Agenda of the Regular Meeting of April 7, 2014 be adopted with the following additions: 6.9 FCC Shareholder Representatives 6.10 Commercial Land Sales discussion 6.11 Subdivision Application 11.1 CAO verbal report 11.5 Animal Control Officer written report 13.1 In-Camera Legal Issue FCC. Delegation: Justin Tanner of Gitzel Krejci Dand Peterson presented the 2013 audited financial statements to the Council Moved by Councillor Ward that the 2013 Audited Financial Statement be approved as presented Moved by Councillor Ward that the Village extends the auditing contract with Gitzel Krejci Dand Peterson for another two years 2014 and April 7, 2014 Page 1

2 2 Minutes Moved by Deputy Mayor Owens that the Minutes of the Regular Meeting of Council held on March 24, 2014 are adopted as presented Pool Staff Moved by Councillor DiFrancesco that the following hiring information for the 2014 swimming pool season be accepted as presented by the Recreation Department: Amy Gramlich Manager Bailee Galloway Assistant Manager Charday Motley Full time lifeguard Samantha Dempsey full time lifeguard Darby Noble part time lifeguard Caylynne Hays part time lifeguard Sarah Holmberg part time lifeguard Stephanie Gillespie casual part time lifeguard 2014 Public Works Summer Staff Moved by Councillor Kroeger that the following hiring information for the 2014 public works summer staff be accepted as presented by the Public Works Department: Brooklyn Laviolette Frank Kim Joseph Walsh Moved by Councillor Ward that the following hiring information for the 2014 Tourism Infocenter season be accepted as presented by the Administration Department: Danielle Kurek Revised Letter of Support for Seniors Recreation Facility Moved by Councillor Kroeger that the revised letter of support provided to East Central Housing towards their application for grant funding be approved as presented. Airport Issues April 7, 2014 Page 2

3 Moved by Deputy Mayor Owens that Administration is instructed to get prices on the cost of resurfacing the Consort airport and to prepare a business case so that the project would be shovel ready in the case of grant funding becoming available. Municipal Emergency Plan Moved by Councillor DiFrancesco that Administration is instructed to make arrangements to review the Municipal Emergency Plan and that arrangements be made to revisit the Regional Disaster Services Advisory Committee and to hold a table top exercise during the coming year. Asphalt Recycler Moved by Deputy Mayor Owens that the Village purchases a KM-T2 Asphalt Recycler Diesel Fired Burner from Industrial Machine Inc. for the total price of $85, plus GST. Budget Meeting Moved by Councillor DiFrancesco that a budget meeting be held on for Wednesday April 30, 2014 to start at 7PM at the Village office. FCC Shareholder Representative Moved by Councillor Kroeger that the Village appoints Mayor Roxanne Stillings and Councillor Calvin Ward as Council shareholder representatives and Janice Hebert as at large shareholder representative to the Family Care Clinic of Consort and District Ltd.. Commercial Land Sales Moved by Councillor DiFrancesco that the Village will supply the tank and pump required to access the low pressure sewer system on the south side of 50 th Avenue in the commercial subdivision and that the new owners be responsible to wire the equipment. 4 4 Subdivision Application Moved by Councillor Ward that the Village receives notice of a proposed subdivision application for Lot 11, Block A, Plan as presented. Animal Control Bylaw #A Moved by Councillor Ward that Bylaw #A-808 Animal Control Bylaw now is read for the first time. Issued Cheque List Moved by Deputy Mayor Owens that cheque listing of cheques to totaling $63, is received for information. Correspondence Moved by Councillor Kroeger that the following correspondence is received for information. a) Highlights of March 2014 FCSSAA Board Meeting b) Alberta Recycling Management Authority information c) Alberta Transportation BMTG grant d) Alberta Transportation FTGF grant e) Municipal Affairs Awards of Excellence call for applications f) AUMA call for nominations for ACFA Director g) WCB notice for national day of mourning for injured workers Staff Reports Moved by Mayor Stillings that the following staff reports CAO verbal, Public Works written and Animal Control written be received as presented.
