ADOPTION OF MINUTES 1. Committee of the Whole meeting minutes of January 18, 2016 for adoption. 2. Regular Open minutes of January 18, 2016 for adoption. 3. Special Open Meeting of January 18, 2016 for adoption. MOTION 10/16 That the Committee of the Whole minutes of January 18, 2016, Regular Open minutes of January 18, 2016 and Special Open Meeting of January 18, 2016 are adopted. BUSINESS ARISING FROM PRIOR MINUTES 1. In-Camera Motions February 1, 2016 Meeting Mayor McKortoff read the following resolution from the closed meeting: MOTION IC 20/16 That Council direct administration to write a letter to School District #53 outlining their concerns with the short notice of the impending school closure; AND that Council lobby the Provincial Government to find a solution other than closing one of the two schools; AND that Council arrange a face-to-face meeting with the Minister of Education that would include members of Council and members of the Public; Page 1
2 AND that Council lobby communities that are within the School District #53 jurisdiction to seek out interest in providing supportive municipal funding; AND that Council work with local organized parent groups to seek alternative solutions other than closing one of the two schools. Items Requiring Council Direction Financial Plan - OTH-047 MOTION 23/16 Seconded by Mayor McKortoff That Council budget for consultation of 68 th Avenue Road Reconstruction in 2016 and the construction for MOTION 24/16 Moved by Councillor Rhodes That Council fund $3,126 for the Osoyoos Lake Appreciation Day through Resort Municipality Initiative funding for Activity Enhancement and that Council request that the Osoyoos Lake Water Quality Society make a grant in aid request for a spare motor. MOTION 25/16 Seconded by Councillor Rhodes That Council fund $5,000 for the Motorcycle Extreme Jumping and Stunt Riding Show for the Cactus Jalopies and fund the event through Resort Municipality Initiative funding for Activity Enhancement. MOTION 26/16 Seconded by Councillor Rhodes That Council adjust the 2016 capital budget for Computer Equipment to $31,550 to complete the Time off Manager Program to allow all employees to utilize the system and have town addresses. MOTION 27/16 Seconded by Councillor Rhodes That Council adjust the 2016 capital budget for Electronics Record Management to $20,000 to include the additional remaining Planning and Development files to be digitalized. Council Remuneration & Expense Paid Report - OTH-050 MOTION 28/16 That the Council Remuneration & Expense Paid Report for the period of December 2014 to November 2015 be received for information. 3. High School Presentation at Committee of the Whole Meeting - Report from Deputy Corporate Officer - COR-542 MOTION 29/16 Moved by Councillor Rhodes That Council allow the students at Osoyoos Secondary School to video-tape their presentation to Council at the February 15 th, 2016 Committee of the Whole meeting for their Samsung Solve for Tomorrow Contest. 4. Pre Budget Approvals - Report from Chief Administrative Officer - OTH-047 Councillor Rhodes recused himself stating a conflict of interest at 2:46 PM. MOTION 30/16 That Council gives pre budget approval in the amount of $341,000 for 74 th Avenue reconstruction (85 th and Main Street) to allow for completion of project prior to May 31, Councillor Rhodes rejoined the meeting via telephone at 2:47 PM. MOTION 31/16 Moved by Councillor Rhodes That Council gives pre budget approval in the amount of $305,000 for Gyro Park to Starlite water supply main. Page 6
7 MOTION 32/16 That Council gives pre budget approval in the amount of $71,000 for the retaining wall at Lions Beach and pedestrian Access to Spartan Gyro Park to enable the projects to be tendered together. 5. Councillors Reports Councillor Rhodes Congratulated JF Launier of JF Customs won 2 awards at a Conference. Won two awards at the Prestigious Car show GNRS Best of Class and Best Street Machine. Councillor Campol: Vandalism at the Gyro Beach Washrooms. Being dealt through Crime Stoppers please report to the authorities. Congratulated three local businesses that received awards through the South Okanagan Chamber Buy Low Foods Osoyoos won the Large Business of the Year award, Osoyoos Home Hardware won the Customer Service Excellence Award and Joanne Muirhead of JoJo s Café won Entrepreneur of the Year. Encourage the public to attend the meeting at Osoyoos Secondary School on February 9 th at 7:00pm. Councillor King: Congratulated the three businesses who received the awards at the South Okanagan Chamber Awards. 9 5. Mayor McKortoff s Report Attended the Chamber of Commerce Business Excellence Awards as there were many Osoyoos businesses nominated. Congratulations to all the businesses that were nominated and to the winners. Attended the Kindness Lunch at the Osoyoos Elementary School on Friday, January 29 th, Congratulations to the Staff and Students at Osoyoos Elementary school for a month of Kindness. Attended the South Okanagan Amateur Players (SOAP) Noises Off. The production was very well done. Attended a meeting at the South Okanagan Corrections Centre. The Facility should be open in September/October of Requested to have a Public Town Hall meeting in each of the surrounding communities of the Correctional Centre. Encourage the public to attend the meeting at Osoyoos Secondary School on February 9 th at 7:00pm and make sure that they are informed. 11 REPORT Chief Administrative Officer MEETING DATE: Feb. 01, 2016 TO: Mayor and Council CC: FROM: SUBJECT: Barry Romanko, Chief Administrative Officer CAO Report CAO Computer training for many staff Best wishes to Janice Stein who retired after 17 years with the town, she will be doing casual relief work. Communicated with LGMA, re: Our Town article on Osoyoos Continued work on Destination Osoyoos agreement COMMUNITY SERVICES Children s Programs - Registration for this session is slightly lower than previous sessions. Our usual popular programs do not have as high of registration however; some of our new program are completely full with a waitlist. Jr. Mad scientist & Floor Hockey are two examples. Adult Programs - The New evening adult fitness programs are going great. Bootcamps on Mondays and Wednesday have approx. 15 people at each class and Thursday Zumba have around 10 people per class. Adult Volleyball League has a large increase for the usual 8-9 team to 12 registered teams. Events - BC Family Day Skate Monday February 8 th, free family skate at Sun Bowl arena from 12 noon 2 pm. We have applied for a grant through the BCRPA to offset the costs. Mike Douglas will be returning to work the first week of February. The Community Services Grant Program has been advertised through the local paper and Enews. Deadline is February 26 th at noon. All information is on the town s website and applications can be completed online.
