Minutes Due to the Minutes of the Regular Meeting of October 10 th, 2012 having been distributed to Council prior to the Meeting, said Minutes were not read. (1) RESOLVED THAT Council hereby adopt the Minutes of the Regular Meeting of October 10 th, 2012 as circulated. ADOPTION OF AGENDA (2) RESOLVED THAT Council do hereby adopt the Agenda of the Regular Meeting of Council of November 14, 2012, as amended, as follows: Addendum: Communications (22) Spruce Wood Loggers Inc. Councillor Firman reported on the Interlake Vet Services Board, Evergreen Regional Library, the Arborg-Bifrost Fire Committee, the Bifrost Airport Commission, Icelandic River Comm. Foundation, and the Interlake Tourism Association. 5. Councillor Shott reported on the Bifrost Justice Committee, the Interlake Weed Control Board, the Arborg-Bifrost Parks and Recreation Commission and the BAR Waste Authority Co-op Inc. 6. Councillor Chomokovski reported on the Arborg Seniors Resource Council, Arborg-Bifrost Fire Committee, the Interlake Weed Control Board, BASIC, and the Arborg-Bifrost C.D.C 7. Councillor Vigfusson reported on the Riverton-Bifrost C.D.C., Eastern Interlake Conservation District, the Riverton-Bifrost Fire Committee, and Community Futures East Interlake. 1. R. Kim Dalton, C.A.O. appeared before Council at 9:00 a.m. He presented his monthly report. Mr. Dalton concluded his report at 9:55 a.m. PLANNING HEARINGS 10:00 a.m. 1. Eastern Interlake Planning District Variation - FORBISTER RMB-12-37VRichard Chomokovski (4) RESOLVED THAT Council do hereby adjourn the regular meeting of Council to enter into a Variation Board to hear the application for Variation, RMB-12-37V, Forbister. A Variation Board was held in the matter of Variation, RMB-12-37V Forbister. Reeve Foster provided a brief synopsis of the application to vary the RM of Bifrost Zoning By-law # to create a legal site under the Zoning By-law: 1. to allow for the placement of an accessory structure prior to the erection of the main building; 2. to permit the seasonal and temporary placement/use of a travel trailer on a site that does not contain a main building, from June 1 to September 30 inclusive. No persons registered for the application. No persons registered against the application. A letter of objection was received from Julie Enyingi & Merrilynne Bjornson. No persons registered for information. Council asked questions for clarification.

4 Page 4 of 10 Richard Chomokovski (5) RESOLVED THAT Council do hereby adjourn the Variation Board and resume the regular meeting of Council. (6) WHEREAS an application for Variation No. RMB-12-37V was received from Arthur and Susan Forbister, owner of property legally described as Lot 16, Block 1, Plan and located in Balaton Beach in the RM of Bifrost, to vary the RM of Bifrost Zoning By-law # to create a legal site under the Zoning By-law: 1. to allow for the placement of an accessory structure prior to the erection of the main building; 2. to permit the seasonal and temporary placement/use of a travel trailer on a site that does not contain a main building, from June 1 to September 30 Inclusive. AND WHEREAS under the provisions of The Planning Act, a Public Hearing has been held to hear representations both for and against the application; THEREFORE BE IT RESOLVED THAT after careful consideration, Council of the RM of Bifrost approves Section 1 of Variation Order No. RMB-12-37V to allow for the placement of an accessory structure prior to the erection of the main building; AND FURTHER THAT after careful consideration, Council of the RM of Bifrost denies Section 2 of Variation Order No. RMB-12-37V to permit the seasonal and temporary placement/use of a travel trailer on a site that does not contain a main building, from June 1 to September 30 inclusive. A variance order will expire and cease to have any effect if it is not acted upon within 12 months of the date of decision. A board, council or planning commission may extend the deadline under subsection (1) for an additional period not longer than 12 months if an application is received before the initial deadline. 2. Eastern Interlake Planning District Conditional Use BAIRD/WEARING (Woof n Hoof) RMB-12-21CU (7) RESOLVED THAT Council do hereby adjourn the regular meeting of Council to enter into a Public Hearing to hear the application for Conditional Use, RMB-12-21C, Baird & Wearing.

Reeve Foster provided a brief synopsis of the application for a Conditional Use Permit (RMB-12-21C) by Gary Baird and Carol Wearing, owners of property described as Lot 2, Plan 45101, and located in the RM of Bifrost to permit the use of a Kennel being Woof n Hoof in the AG Agricultural General Zone. The following persons registered for the application: Gary Baird and Carol Wearing No persons registered against the application. No persons registered for information. Council asked questions for clarification. (8) RESOLVED THAT Council do hereby adjourn the Public Hearing and resume the regular meeting of Council. (9) WHEREAS the applicants/land owners, Gary Baird and Carol Wearing, owners of property described as Lot 2, Plan 45101, and located in the RM of Bifrost, have applied for a Conditional Use Permit (RMB-12-21C) to permit the use of a Kennel being Woof n Hoof in the AG Agricultural General Zone; AND WHEREAS under the provisions of the Planning Act a Public Hearing has been held to hear representations for, and/or again the Conditional Use Application; NOW THEREFORE BE IT RESOLVED THAT the RM of Bifrost approves Conditional Use Permit RMB-12-21C, under the following conditions: 1. Owner obtain all required permits from Eastern Interlake Planning; 2. That the owner adhere to the conditions under Part II, Section 13 and Part III, Section 30, of the Rural Municipality of Bifrost Zoning By-law. OTHER 3. 7 Page 7 of 10 (12) WHEREAS the Community Events Sign located in the Village of Riverton was damaged during a storm in the fall of 2012; AND WHEREAS the cost to replace the sign is approximately $13, plus tax and installation; AND WHEREAS the Village of Riverton is seeking partners to help offset the cost of the purchase and installation of the sign; NOW THEREFORE BE IT RESOLVED THAT Council do hereby contribute to the costs of the purchase and installation of the Community Events Sign in the amount of $ Riverton Bifrost Holdings Inc.
