1 TOWN OF ALTONA Committee of the Whole Minutes of the Committee of the Whole meeting of the Town of Altona held on Tuesday, June 10 th, 2014 at 4:00 p.m. in the Council Chambers. Present were: Mayor Melvin Klassen, Deputy Mayor Glen Robinson. Councillors: Tim Fast, Ann Kroeker, Ted Klassen, Lyle Dunsmore, and Terry Wiebe. Administration: CAO Dale Lyle, Assistant CAO Delores Loewen, Finance Officer Dan Gagné, Chief of Police Perry Batchelor, Public Works Supervisor Steven Wiebe and Recreation Services Manager Ron Epp. Regrets: Fire Chief Irv Braun. In the Gallery Don Radford & Anna Reimer. 1. Call to order Mayor Melvin Klassen called the meeting to order at 4:00 p.m. 2. Review of the Agenda Additions to the agenda: 4.2 Milner Request Terry Wiebe Tim Fast moved that the agenda be approved with the above noted addition. 3. Review of Previous Minutes May 27 th, 2014 Terry Wiebe Glen Robinson - moved the approval of the May 27 th, 2014 minutes as circulated. 4. Business Arising from the minutes 4.1 By-law 1730/2014 Amendment to the Fees and Charges Bylaw (tabled from last COTW meeting) 1

2 CAO Dale Lyle noted that fee rates for kennels and dangerous animals are missing from Bylaw 1720/2014 Fees and Charges bylaw. Ann Kroeker/Ted Klassen moved to approve the opening of the tabled amendments to Bylaw 1730/2014 Committee members held a lengthy discussion on the dangerous animal licensing fee. Committee members voiced concerns on how to determine whether an animal is to be deemed as a dangerous animal. With the adoption of the animal bylaw 1728/2014 the amendments to the fees and charges bylaw is required. Ann Kroeker Terry Wiebe moved to recommend the approval of the amendments to fees and charges Bylaw 1730/2014 as presented. 4.2 Milner Request Committee members continued discussion on the request by the Milner family to allow their son to ride an ATV within the Town of Altona. Councillor Ann Kroeker will research whether there are some other mobility transportation devices that are legal to operate under the Highway Traffic Act and suitable for Sam Milner. 5. Delegations none 6. C.A.O. Report CAO Dale Lyle reported that Bunge and the Town of Altona s solicitors are working on developing a Rail Safety Agreement. A draft copy will be distributed to Council for their review. At tonight s Council meeting Council will review the proposed Building Inspector Position. A meeting date with Solicitor Bob Tyler regarding the Industrial Waste Water Agreement with Bunge has been set for Monday, June 16 th around noon. Dale to confirm date and time. 7. Works & Operations Chaired by Terry Wiebe 7.1 Police Chief s Report Monthly Report Chief of Police Perry Batchelor reviewed the Altona Police Service monthly report. Brendan Funk has been accepted into the Saskatchewan Police College and will begin training in August. The Altona Police Service held their annual bike rodeos in Altona and Plum Coulee. The Altona Police Service along with a number of local volunteer fire fighters participated in the march with IBET and 2

3 the Red River RCMP detachments in honour of three RCMP officers killed in Moncton. 7.2 Fire Chief Report Monthly report Committee members reviewed. 7.3 Public Works no report 8. Community & Social Development Chaired by Glen Robinson 8.1 Recreation Services Purchase of commercial oven for the Rhineland Pioneer Centre Recreation Services Manager reviewed the request to begin the process of purchasing a commercial oven for the Rhineland Pioneer Centre and the purchase of concrete tables and chairs for the Aquatic Centre as established in the 2014 Budget. MOTION: Ann Kroeker Tim Fast moved to recommend the approval to begin the process of purchasing of a commercial oven for the Rhineland Pioneer Centre as per the 2014 Budget Purchase of concrete table and chairs for the Aquatic Centre MOTION: Ann Kroeker Ted Klassen moved to recommend the approval to begin the process of purchasing of concrete tables and chairs for the Aquatic Centre as per the 2014 budget Safe Grad Request Recreation Services Manager Ron Epp reviewed the correspondence received from MLCC, advocating for safe grad. The letter encouraged Committee members to reconsider their prior recommendation that the Safe Grad permit closure be at 1:00 a.m. and that the permit be extended to 3:00 p.m. Committee members held discussion on this matter and agreed to extend the closure time to 2:00 a.m. 3

4 Terry Wiebe Ted Klassen moved to recommend the following: WHEREAS the Town of Altona Council sets policy for the Rhineland Pioneer Centre and Millennium Exhibition Centre; AND WHEREAS the Manitoba Liquor Control Commission advocates that Safe-Grad events be allowed to serve liquor until 3:00 2:00 a.m. so as to encourage students to stay at the facility in a controlled environment; NOW THEREFORE BE IT RESOLVED that the W.C. Miller Safe-Grad event be allowed to serve liquor on the night of June 26, 2014 until 3:00 2:00 a.m. on June 27, 2014 as recommended by the Committee of the Whole Blues in the Park Recreation Services Manager Ron Epp reported that the Blues in the Park is once again being planned. MLCC does not require trained security personnel on the premises. The Administration Staff recommends that the Town request that the Blues in the Park hire one trained personnel from D.A. Security. MOTION: Terry Wiebe Tim Fast moved to recommend that the Blues in the Park Committee hire one trained security personnel during the Blues in the Park event on July 19 th, Recreation Services Manager Ron Epp noted that the Safe Grad Committee also requested to allow for alcohol be permitted outside the Rhineland Pioneer Centre around the campfire. Administration recommended that this not be allowed as it goes against the Pioneer Centre rental policy. Committee members denied this request. Recreation Services Manager Ron Epp reported that the Altona & Area Recreation has been approved for the following grants: Altona Foundation $3, Healthily Living Forum $1, Trans Canada Trails $5, The Gallery in the Park is opened and the Altona Aquatic Park will be opening this upcoming weekend. 4

5 9. Finance & Administration Chaired by Tim Fast 9.1 Planning Items no report Henry and Cornie Peters Properties no update at this time. Administration is trying to set up a meeting with Mr. Peters. 9.2 Finance & Administration Accounts Cheques - # # $121, Committee members reviewed cheques. MOTION: Glen Robinson Ann Kroeker moved to recommend the approval of Cheques # #46614 in the amount of $121, Payroll May 11 th - May 24 th, 2014 Committee members reviewed the payroll from May 11 th May 24 th, 2014 in the amount of $71, MOTION: Terry Wiebe Ann Kroeker moved to recommend the approval of payroll from May 11 th May 24 th, 2014 in the amount of $71, PUB Order No. 57/14 Town of Altona Water & Sewer Rates Dan Gagné reported that the Town of Altona had applied to the Public Utilities Board (PUB) for approval of revised water and sewer rates for The PUB denied the revision in water and sewer rates and the Town of Altona now needs to proceed with fulfilling the directives included in the order and address any outstanding issues. Administration recommends that the Committee of the Whole consider increasing the water rate from $11.40 per 1,000 gallons to $12.13 per 1,000 gallons by approving the following draft resolution prior to the second reading of the Water & Sewer Rate Bylaw no, 1714/2013; MOTION: Terry Wiebe Glen Robinson moved to recommend the following resolution: 5

6 WHEREAS the Pembina Valley Water Cooperative Inc. increased its water rates by 10% effective March 1, 2014 as per the Public Utilities Board Order No. 3/14; AND WHEREAS the impact to the Town of Altona s water rates was calculated as an increase of $0.73 per 1,000 gallons from $11.40 per 1,000 gallons to $12.13 per gallons; NOW THEREFORE BE IT RESOLVED THAT Schedule A to Bylaw No. 1714/2013 be revised to reflect the increase in water rates, effective July 1, 2014; AND FURTHER BE IT RESOLVED THAT the Town of Altona Administration file the amended rate by-law with the Public Utilities Board and provide notice of the change to the Utility s customers as required in the Public Utilities Board Order No. 3/ April 2014 Financial Report Dan Gagné reviewed the April 2014 Financial report, little early in the year for projections, a number of capital projects are underway. MOTION: Terry Wiebe Glen Robinson moved to recommend the approval of the April 2014 Financial report. 10. New Business Chaired by Melvin Klassen 10.1 Altona & District Chamber of Commerce Committee members reviewed the request from the Altona & District Chamber of Commerce to close down Main Street from 2 nd Avenue NE to 4 th Avenue NE from 3:00 p.m. 10 p.m. MOTION: Terry Wiebe Glen Robinson moved to recommend the closure of Main Street from 2 nd Avenue NE to 4 th Avenue NE from 3:00 p.m. 10 p.m Rhineland Food Bank Grant Request Committee members held discussion on the request from the Altona & Rhineland Food Bank. They are requesting a grant to assist in 6

7 covering costs of the installation of a lift to assist handicapped youth and to make the basement accessible by the lift where the Altona & Rhineland Food Bank is located. Committee members asked Administration for more clarification Set dates for COTW & Council for July & August MOTION: Glen Robinson Ann Kroeker that the dates for COTW and Council be rescheduled to be held on July 15 th & August 19 th, 2014 with COTW starting at 3:00 p.m. 11.
