2 ITEM 2 MINUTES 2.1 Council Meeting Minutes October 4, 2011 Moved by Councillor Saler to adopt the Council Meeting Minutes of October 4, 2011 with the following amendment: Item 5.1 inserting Sale r after Moved by Councillor. Carried. Moved by Councillor Andersen to adopt the Policies, Procedures and Priorities Committee Meeting of October 11, 2011 as presented. Carried. ITEM 3 DELEGATIONS ITEM 4 BUSINESS ARISING ITEM 5 REPORTS 5.1 Chief Administrative Officer a) Report Todd Becker b) Action Control list dated October 4, 2011 Moved by Councillor Mizera to appoint Mayor Nash to the Hospital Task Force Committee. Carried. Moved by Councillor Mizera to appoint Councillor Andersen to the Hospital Task Force Committee. Carried. Moved by Councillor Verhesen to appoint Councillor Murias as an alternate to the Hospital Task Force Committee. Carried. The Chief Administrative Officer, Todd Becker, reviewed his report outlining the Council Year in Review. Moved by Councillor Andersen to accept the October 18, 2011 CAO report as information. Carried. 5.4 Quarterly Financials a) Assets and Liabilities Report September 30, 2011 b) Financial Income and Expenses Report September 30, 2011 c) Financial Capital Report September 30, 2011 Moved by Councillor Saler to accept the Assets and Liabilities, Financial Income and Expenses, and Financial Capital Quarterly Financial Statements up to September 30, 2011 as presented. Carried. Bylaw 11/06V Animal Control Bylaw a) Report Jason Springham, Senior CPO b) Public Response Letters c) Bylaw 11/06V proposed bylaw d) Bylaw 06/20V current bylaw Mr. Springham, Senior CPO, informed Council that he had met with ROAR as requested and received input regarding Bylaw 11/06V. Moved by Councillor Andersen that Bylaw 11/06V, being a bylaw to provide for the licensing regulation and confinemen t of dogs and cats, be given second reading. Carried. Moved by Councillor Saler that Bylaw 11/06V be given third and final reading. Carried. 5.6 Re-zoning Application Good Samaritan Society a) Report Brad Dollevoet b) Schedule A c) Bylaw No. 11/10 LU Town of Rocky Mountain House Page 3 of 6

4 Moved by Councillor Murias to give first reading of Bylaw No. 11/10 LU to allow for Rezoning of Lot 37, Block 7, Plan from R 4 Mobile Home, to R3 Multiple Family Residential and t hat a public hearing be scheduled for November 15, 2011 at 1:00 p.m. in Council Chambers and further to advertise the hearing in the Mountaineer for a two week period. Carried. ITEM 6 CORRESPONDENCE 6.1 Family Violence Prevention Month Moved by Councillor Verhesen to proclaim the month of November as Family Violence Prevention Month. Carried. ITEM 7 COUNCIL REPORTS 7.1 Mayor s Report Moved by Councillor Andersen t o accept Mayor Nash s r eport dated October 14, 2011 as information. Carried. 7.2 Councillor Report a) Councillor Murias written report and showed short video b) Councillor Andersen written report c) Councillor Mizera written report d) Councillor Symko verbal report e) Councillor Verhesen nothing to report f) Councillor Saler written report Moved by Councillor Saler t o accept all Councillor Reports as information. Carried. 5 8.3 The Armet Report October 7, 2011 Councillor Symko requested admi nistration obtain unemployment statistics specific to the Town of Rocky Mountain House. 8.4 Alberta News Release dated October 13, 2011 Albertans Invited to Learn about the Progress of Their Heritage Fund 8.5 North Saskatchewan Watershed Alliance dated October 2011, Volume 1, Issue 7 InStream (Wastewater Impact Study Underway on the North Saskatchewan River) 8.6 CCPAC Minutes September 14, 2011 Moved by Councillor Mizera t o accept items 8.1 to 8. 6 as information. Carried. ITEM 9 OTHER 9.1 Council Calendar a) October 2011 b) November 2011 c) December 2011 Mr. Becker discussed the upcoming workshops, meetings, and sessions for October, November and December with Council Council instructed administration to reschedule the Special Council meeting from Monday, November 21, 2011 to Monday, December 5, 2011 at 9:00 a.m. to review the 2012 Budget.
