1 TOWN OF CORONATION January 15, 2018 The regular meeting of the Council of the Town of Coronation was held in Council Chambers on Monday, January 15, 2018, starting at 7:00 p.m. ATTENDANCE: Deputy Mayor Shelley Cook Councillor Jackie Brigley Councillor Ron Checkel Councillor Vickey Horkoff Councillor Keith Griffiths (via skype) Administrator Sandra Kulyk Absent: Mayor Mark Stannard, Councillor Brett Alderdice CALL TO ORDER: Deputy Mayor Cook called the meeting to order at 7:00 p.m. ADOPTION OF AGENDA: Moved by Councillor Griffiths that the agenda be approved as presented. ADOPTION OF MINUTES: December 11, 2017 Regular Meeting The minutes of the December 11, 2017 regular Council meeting were presented for Council s consideration and approval Moved by Councillor Checkel that the minutes of the December 11, 2017 regular Council meeting be approved as presented. DELEGATIONS Rick Strankman, MLA Rick Strankman, MLA was scheduled to appear as a delegation but did not attend the meeting. Darcy Zimmerman Cervus Equipment Darcy Zimmerman and Brad Kimber attended a portion of the meeting to make a presentation to Council regarding the products and services offered by Cervus Equipment.

2 Cervus deals primarily with the John Deere brand, and for municipalities the John Deere line includes mowers, tractors, hand held equipment, 3- in-1 machines, and skid steers They also deal in other brands including Bobcat, Peterbilt and others Cervus provides both equipment sales and leasing, as well as a fully qualified service department. They can draw experience from other branches. 48 hour repair guarantee is provided. If they are unable to meet the timeline, loaner equipment is provided. Equipment Demos can be arranged John Deere Financial provides for purchase or lease of equipment with extended warranty that covers the entire term of the lease. Propose to host an evening to showcase products and services to municipalities and other public sector organizations in February in Stettler. They want to educate the public sector in what they have to offer besides agricultural equipment. BYLAWS Land Use Bylaw Amendment Land Use Bylaw Amendment was drafted in consideration of amendments to sections of the Municipal Government Act pertaining to land development. Palliser Regional Municipal Services provided details of the specific amendments required to bring the Town s Land Use Bylaw into conformity with the Municipal Government Act Moved by Councillor Brigley that Land Use Bylaw Amendment be given first reading, Moved by Councillor Checkel that a Public Hearing be scheduled to be held at 6:30 p.m. on February 12, 2018, and that the Public Hearing be advertised in two editions of the ECA Review. NEW BUSINESS Strategic Plan Council held a Strategic Planning Session on December 18, A revised Strategic Plan was drafted for the period 2018 to 2024, and a copy of the revised document was presented for Council s consideration and approval. 2

3 Moved by Councillor Brigley that the Town of Coronation Strategic Plan be approved as presented. ATCO Conversion to LED Streetlights ATCO Electric attended the December 11, 2017 regular meeting and presented information on the various options to convert our street lights to LED. A detailed spreadsheet analysis of the various options was prepared for Council s consideration. Upon reviewing the options presented, Council requested that additional information be obtained from ATCO, including: 1. Estimated costs to convert the central commercial area including: Royal Street from Railway Ave to Alexander Ave; and Victoria Avenue from Queen Street to Edward Street to LED street lights. 2. Estimated cost to install a new street light between existing street lights in poorly lit areas. 3. A map of Coronation showing all the street lights and identifying which are investment rate and which are non-investment rate Moved by Councillor Checkel that this matter be tabled pending receipt of additional information requested from ATCO Electric. Municipal Property Consultants Assessment Services Contract Municipal Property Consultants has presented a proposal for renewal of their Assessment Services Contract for a further five-year term. The contract renewal proposes an initial rate of $23,400 for 2019, with an annual 1.5% rate increase for provision of services from 2020 through Moved by Councillor Brigley that the Town of Coronation renew the Assessment Services contract with Municipal Property Consultants Ltd. for a further five-year term, effective 2019 through 2023, as per the proposal submitted. CDSS Report November 1 to December 31, 2017 The CDSS Liaison s report for the period November 1 through December 31, 2017 was presented for Council s information Moved by Deputy Mayor Cook that the CDSS report for the period November 1 through December 31,2017 be accepted as information. 3

4 Palliser Regional Municipal Services Assessment Review Boards Palliser Regional Municipal Services provided information regarding regional options which could be considered for the provision of Assessment Appeal Boards for the smaller member municipalities. The two options included obtaining Assessment Appeal Board services from Central Alberta Assessment Review Service, and the County of Paintearth Regional Assessment Review Board. The Town is already a member of the County of Paintearth board, and there were no appreciable advantages to pursuing services through Central Alberta Assessment Review Services Moved by Councillor Horkoff that the Town of Coronation maintain its membership as part of the County of Paintearth Regional Assessment Review Board, and that the appointed Council representative (Councillor Jackie Brigley) be registered to attend the Board Member training session Council Meeting Dates Moved by Councillor Brigley that the 2018 Council Meeting Dates be confirmed as follows: January 15, 2018 January 29, 2018 February 12, 2018 February 26, 2018 March 12, 2018 March 26, 2018 April 9, 2018 April 23, 2018 Bylaw Enforcement Report December, 2017 The Bylaw Enforcement Report for the month of December, 2017 was presented for Council s information. Bylaw enforcement statistics for the month were as follows: Dog Calls 5 Cat Calls 1 Unsightly Notices 1 Overweight Vehicle 1 Noise Complaint 1 Reports 3 4

5 Moved by Councillor Checkel that the December, 2017 Bylaw Enforcement Report be accepted as information. Battle River Economic Opportunities Committee Terms of Reference Terms of Reference for the newly formed Battle River Economic Opportunities Committee have been drafted and must be approved by all the member municipalities. A copy of the draft Terms of Reference was presented for Council s consideration Moved by Councillor Brigley that the Terms of Reference for the newly formed Battle River Economic Opportunities Committee be approved as presented. REPORTS: Council Discussion Items and Reports Councillor Checkel attended the ATCO Power Climate Leadership Community Update meeting on January 10 th. Information was presented on the Province s Climate Leadership Plan, Power Purchase Agreements, Coal to Gas Conversion, Market Updates, the Renewables Energy Program, and Coal Community Transition Funds. - Battle River 5 will be converted to natural gas, and Battle River 4 is already partially converted - Currently there is excess power capacity in Alberta - The cost of power will go up dramatically as a result of the new Carbon Tax Councillor Brigley inquired about availability of reports from the AUMA Convention on their web site. She also reported that the Hospital Foundation has purchased a number of new items for the Hospital and Extended Care wing, including new blinds for the link and some new ceiling lifts. Councillor Horkoff reported that the Fire Department is very excited about the new County truck that is being ordered, and they have accepted one new member. Deputy Mayor Cook reported that she is registered to attend the Canadian Badlands Conference in Medicine Hat in March Moved by Councillor Checkel that the Council reports be accepted as information. 5

6 CAO Report to Council Sandra Kulyk provided a report on activities and meetings attended during the reporting period since the last regular Council meeting. A copy of the CAO s report to Council is attached to the minutes Moved by Councillor Horkoff that the CAO s Report to Council be accepted as information. FINANCIAL REPORTS: Issued Cheque List Moved by Councillor Brigley that the Issued Cheque list dated January 15, 2018, in the amount of $142, be accepted as information.
