M. Theresa Hardiker, Economic Development Alliance Amendments to the Agenda MOVED that the May 27, 2015 County Council Agenda be approved and adopted with the following amendments: Update on the 40 Mile Park Foundation Fire Trucks North Forty Land Fill Pakowki Lake Fire Ban By-Law 2/2015 Prevention and Control of Fires Species at Risk ACCOUNTS APPROVED AND PASSED FOR PAYMENT MOVED approval of the Accounts and Special Accounts. APPROVAL OF BANK RECONCILIATION MOVED approval of the Bank Reconciliation for the period ending April 30, Mile Park Management Committee Report Council received an inquiry regarding the approval process for fireworks on July 1st. There is concern with multiple associations applying for Fireworks Permits on July 1 st and the impact it will have on each of the community s celebration. Keith Bodin and Nathan Cote present in the meeting.
2 MOVED ratification of the actions and expenditures taken by the 40 Mile Park Management Committee, May 14, Capital Expenditures Keith Bodin, Municipal Supervisor requested approval to upsize the cab and box on one of the tendered trucks. MOVED approval for the purchase of a 2016 Dodge Quad Cab with 6 foot 4 inch box. Keith Bodin, Municipal Supervisor also mentioned a Roller/Vibrator from Finning that the Public Works Department is interested in purchasing. The roller has approximately 4000 hours and is a 2003 They range in price from $41,000 to $48,000 This machine is available from Finning Public Works Department normally rents a unit for oiling/sealing and it can also be used on dirt projects. MOVED approval for an expenditure of up to $45, for the 2003 Caterpillar Model CS573E Vibratory Roller Packer. Fire Trucks. Nathan Cote and Dale Brown met with a representative of Asphodel Fire Trucks on May 26, 2015 in Calgary to confirm tender specifications on the two 2016 Fire Truck Tenders.. Dynamic Industries out of Medicine Hat will provide the warranty work on the Asphodel Fire Trucks. MOVED approval for the purchase of two fire trucks from Asphodel Fire Trucks Ltd., including the following options: Winch, Arrow Bar, Tool Boxes with Roll Up Doors, Ladder, and Scene Lights at a cost of plus G.S.T. per truck. Councillor Harty inquired about Aden and Ponderay Trucks being operational. Nathan mentioned they will be going out this afternoon or tomorrow morning. The GPS systems were not working and the radios were causing some issues. FIRE BAN Council discussed whether a Fire Ban was needed in the County of Forty Mile; a Fire Advisory has been issued in the Forest Protection areas. Nathan Cote noted conditions in the County of Forty Mile No. 8 are very dry. Alberta Fire Ban Website has Three Levels; FIRE BAN: This level is put in place when a municipality has taken steps to restrict or prohibit certain types of fire use within that area. It is important to read the details of the fire ban as they can vary from each municipality depending on each situation. FIRE RESTRICTION: This level acts as a higher level or warning before a fire ban. Certain types of burning will be restricted while certain types will be allowed. It is important to read the details of a fire restriction because they vary with each municipality depending on the situation.
3 FIRE ADVISORY: This level is meant to inform citizens that there is a high fire danger and that there may be certain types of restrictions on burning. It may be used as a warning that a more restrictive fire ban may be coming if the situation does not improve. Fire advisories may be implemented for short-term concerns like major wind events. MOVED that the County place a Fire Advisory on the Alberta Fire Ban Website. Foremost Senior Citizen Society Council discussed a letter received from the Foremost Senior Citizen Society requesting financial assistance to purchase a new bus that will be used to help seniors maintain their independence while continuing to live in their homes. The service provides transportation to medical appointments, hospital / nursing home visits as well as shopping and recreation. MOVED approval for the provision of a $4, Financial Contribution to the Foremost Senior Citizen Society to assist with their 2015 Operating Costs. 40 Mile Park Foundation Mike Janzer, Len Varjassy, Larry Rondeau, Rob Ficiur from Town of Bow Island, Steve Wikkerink and Gerald Reimer attended the meeting. Numerous items were discussed but there has been no annual general meeting to appoint the Foundation Committee. The consensus of Council was that the notification time to attend the meeting was insufficient. Councillor Reimer reported that the Annual General Meeting is being scheduled for September 2015 and the Financial Report will be presented at that time. 40 Mile Park Marketing Theresa Hardiker Economic Development Association and Nathan Ogden County Development Officer present in the meeting. Theresa Hardiker attended the meeting to review a proposed Marketing Implementation Plan for the 40 Mile Park. Implementation Plan: Signage is in place. Facebook Page and have an administrator and find who is following; circulate events at the Park; contests. 40 Mile Park Website. Ms. Hardiker has approached the Canadian Badlands and Walter at Palliser Economic Planning website for further exposure. Outline opportunities that are available such as the private park perception; community and enhanced activities for all users. Identify what features make the 40 Mile Park unique. Communication plan is needed to develop consistency. Increase collaborations with supporting businesses and partners. Survey on user s feedback with both positive and negative comments. Still utilize present 40 Mile Park Brochure as an insert in the new brochure. Have posters created with data pertaining to: driving times, grocery, petrol, etc. in Foremost. Work with Destination Marketing Organization through Medicine Hat and area to circulate pamphlets.
4 Implementing a How Was Your Stay Blog? Contact local photographers for various local pictures to advertise the area. Quotations have been acquired on 100 pound gloss paper for 2000 pamphlets at a cost of $1, Pamphlets should attract attention and catch your eye. Theresa Hardiker to pursue this marketing plan and to circulate the information/ update the web page. Council expressed some concern with what is put on social media, however, were generally in favour. Nathan Ogden, County Development Officer mentioned a computer program called Hootsuite that updates information on the web all at one time. This program allows control and enables designated individuals to input information or review information prior to release on the web page (to lock down the page) and take negative comments and turn them around into positive reviews. Theresa Hardiker from Economic Development Association to develop a budget for marketing 40 Mile Park for the next Council meeting and then expand it further. Business Attraction Magazine to be approved. Ms. Hardiker to contact Darrell VanArragon regarding any questions on 40 Mile Park. North Forty Land Fill Council discussed a call from a ratepayer on the huge abundance of wood at the North Forty Land Fill and the issues it is creating. Foremost Rodeo Parade Foremost and District Agricultural Society invited the County of Forty Mile No. 8 Reeve to attend the Foremost Rodeo Parade. Reeve Bryne Lengyel will attend on behalf of the County of Forty Mile No. 8. Pakowki Lake Council reviewed several calls received from ratepayers on the east side of Pakowki Lake informing them that quite a bit of their farm land is under water. Can anything be done to alleviate this? There is no release way; dead end once it reaches this point. The water into this lake is a natural flow and spring fed. People s livelihoods are being affected. If factual information can be obtained regarding the increase in the water level, Council are prepared to schedule a meeting with Alberta Environment and Sustainable Resource Development Representatives. County to mark the level now and monitor its level for the rest of the year and follow up with markings on stakes. County of Warner Dale Brown / County Administrator, Bryne Lengyel / Councillor, and Gerald Reimer / Councillor attended a meeting at the County of Warner on May 19, 2015 to discuss: Helicopter Air Lift Operation (H.A.L.O.) Species at Risk MOVED declare Senior s Week proclaimed to be June 1-7, MOVED for Council to go in Camera.
