Approval of Agenda MOVED by Councillor Pat Yuill that Council approve the agenda of the regular meeting of Thursday, December 5 th, 2013 with the following additions: 4. Approval of Minutes MOVED by Deputy Mayor Dale Krasnow that the minutes of the regular Council meeting held November 14 th, 2013 be approved as presented. 5. Finance a) Cheque Listings October 2013 b) Bank Reconciliations and Bank Statements October 2013 c) Year to Date Trial Balance Report (income/expenses) October 2013 MOVED by Councillor Judy Tracy that Council accept the financial reports for information. 6. Policies and Bylaws N/A 7. Action Items a) Regional Collaboration Grant Application Exploration of Regional Emergency Services and the possible establishment of a Regional Commission. CELEBRATION OF HISTORICAL GUILD emergency response services and the possible establishment of a regional commission project, submitted by the Town of Onoway under the Regional Collaboration component of the Regional Collaboration Program, and further that the Town of Onoway, the applicant, agrees to enter into a Conditional Grant Agreement, governing the purpose and use of the grant funds. b) Travel Alberta Conditional Approval for $4, for tourism brochures for Lac Ste. Anne County and its partners Alberta Beach, Mayerthorpe and Onoway. Council was presented with an from Cindy Suter of Lac Ste. Anne County regarding the Travel Alberta conditional approval for funding of tourism brochures. MOVED by Councillor Pat Yuill that the conditional funding approval of $4, between Travel Alberta and Lac Ste. Anne County for tourism brochures be accepted for information and that the Town of Onoway agrees with the proposed funding breakdown of 40% County ($1,702.00) and 20% to each Alberta Beach, Mayerthorpe and Onoway ($851.00) one fold shared, 2 folds County and 1 fold each Alberta Beach, Mayerthorpe and Onoway. c) Joint Economic Development Committee a meeting has been called for Monday December 9 th, 2013 at 1:00 p.m. at the Yellowhead East building in Sangudo. MOVED by Deputy Mayor Dale Krasnow that Council authorize the attendance of Councillor Corinne Feth at the Joint Economic Development Committee meeting schedule for Monday, December 9 th, 2013 at 1:00 p.m.in Sangudo. d) Brownlee LLP 2014 Emerging Trends in Municipal Law Seminar this annual seminar is scheduled for Thursday, February 20 th, 2014 at the Northlands EXPO Centre from 8:00 a.m. to 3:30 p.m. with a cost of $125/person MOVED by Deputy Mayor Dale Krasnow that Council authorize the attendance of all Council and Administration wishing to attend the Brownlee LLP 2014 law seminar. e) Tax Roll 346, Lot 14, Blk W, Plan this property was in the public auction but did not sell. The Town is in the process of taking title to this property. We have had two inquiries from the public interested in purchasing this property. MOVED by Deputy Mayor Dale Krasnow that the Town of Onoway advertise for sale, by tender, Lot 14, Blk W, Plan with the condition that a modular home must be 2009 or newer, and with the same terms of previous sale tenders. f) Onoway and District Historical Guild November 20 th, invite to attend their 10 Year Celebration on Sunday December 15 th, 2013 from 2:00 till 4:00 at the Museum and Heritage Centre. MOVED by Councillor Pat Yuill that Council authorize attendance for all Council members to the 10 year celebration of the Onoway and District Historical Guild on December 15 th, Page 2 of 8

UNION OF POSTAL WORKERS #364/13 LOBBY TRANSPORT CANADA RE: SAFETY/RAIL LINES. #365/13 g) WaterWise Alberta Information Sessions November 28 th, 2013 is a Now You re Elected: Water and Wastewater for Elected Officials teleconference at 1:00 p.m., and then December 5 th is a round table discussion in Red Deer from noon till 1:30 p.m. MOVED by Councillor Corinne Feth to accept the above for information. h) Bill 28 November 27 th, from John McGowan CEO of AUMA. Bill 28 was discussed at the last regular meeting of Council and had decided to defer further discussion until the changes were published, however given this Council may want to consider sending a letter to the Minister encouraging the establishment of the consultation task force. Also attached is a November 28 th, from MLA George VanderBurg on Alberta Improves Bill 28 for Municipalities. MOVED by Councillor Judy Tracy that the Town forward a letter to the Minister of Municipal Affairs encouraging a consultation task force be established/continue for the review of Bill 28 and all other significant legislative changes affecting Alberta municipalities. i) Highway 43 Come Play with Me a meeting was held on Wednesday, November 27 th, 2013 in Alberta Beach MOVED by Councillor Corinne Feth that Council ratify the attendance of Deputy Mayor Dale Krasnow at the November 27 th, 2013 Highway 43 Come Play with Me meeting in Alberta Beach. j) Joint Meeting with Alberta Beach and Mayerthorpe to discuss items of mutual interest. Mayor Harrison had suggested a meeting be scheduled early in the New Year. MOVED by Councilor Judy Tracy that a joint meeting between Alberta Beach, Mayerthorpe and Onoway be scheduled for either January 13 th or 14 th, 2014, with January 14 th, 2014 being the preferable date. k) Canadian Union of Postal Workers November 12 th, 2013 letter on the future of Canada Post and two resolutions they are requesting Council consider passing. MOVED by Deputy Mayor Dale Krasnow that Council approve the resolutions on pages 56 and 57 of the agenda, as requested. l) Teamsters Canada letter received November 20 th, 2013 with respect to requesting Transport Canada tighten up the safety rules for rail lines. Also attached is an from FCM on new measures to improve safety. MOVED by Deputy Mayor Dale Krasnow that the Town of Onoway lobby Transport Canada to enhance the safety around rail lines within the Country. m) Upcoming Council Meeting Dates. JAN. 2/14 #366/13 WRITE OFF ACCTS. # & # #367/13 FCSS BOARD APPOINTMENT MEMBERS AT LARGE #368/13 APPLY FOR FUNDING CN ECOCONEXIONS #369/13 APPOINTMENT / PUBLIC HEARINGS: January 2 nd, 2014 be cancelled. o) Utility Accounts we have two utility accounts that are deemed uncollectable and we are requesting Council s consideration to cancel the outstanding balances: - account has a balance of $ (property sold and o/s balance was not applied to tax account under previous owner - December 2010) - account has a balance of $ (deceased, estate will be forwarding $73.70 as per Estate Settlement) MOVED by Councillor Pat Yuill that Council approve writing off the uncollectable amounts on Utility Accounts and in the amounts of $ and $ respectively.. p) F.C.S.S. Board Appointments. Council was presented with the Division one Local Family and Community Support Services Board Member Applications received as well the F.C.S.S Regional Board Member List. MOVED by Deputy Mayor Dale Krasnow that Council approve the appointment of the five Members at Large to the F.C.S.S. Board, those being Cecilia Aberhart, Lori Bell, Meredith Hazen, Rhea Jorgensen, and Nellie Thompson. q) CN EcoConexions Council was presented with the guidelines and criteria information for making application for the CN EcoConexions Funding program. MOVED by Deputy Mayor Dale Krasnow that administration make application for funding under the CN EcoConexions program for a dog park in the new industrial subdivision. Council recessed at 10:15 a.m. Council reconvened at 10:25 a.m. 4. Appointments and Public Hearings Onoway Curling Club Board Members Kevin Branting, President and Jerry Schulte, Treasurer arrived at 10:25 a.m. Mr. Branting and Mr. Schulte explained the current financial situation, decreased numbers in membership, and the ever increasing costs of utilities and insurance for the Curling Club. C.A.O. Wendy Wildman offered to assist the Curling Club in making a funding application to F.C.S.S. for a Fun Curling program. Discussions ensued regarding the possibility of the Town renting space at the Curling Rink during the summer months to set up a Tourism/Information Booth (in lower area of the Curling Rink). Jason Madge advised that there is grant funding available for the purpose of energy efficiency projects and that Associated Engineering is available for assistance in the application process. 5 Mr. Branting and Mr. Schulte left a 10:54 a.m. Tony Sonnleitner, Development Officer arrived at 10:54 a.m. Mr. Sonnleitner was present to discuss the following: - The consolidation and real estate listing of the 49 vacant lot subdivision at 53 Avenue and 50 A Street. - The Land Use Bylaw (LUB). - The Intermunicipal Development Plan (IDP). - The Subdivision and Development Appeal Board (SDAB). Mr. Sonnleitner advised Council that the 49 vacant lots at 53 rd Avenue and 50 A Street are being consolidated into 1 parcel and this property is being listed for sale. AMEND LUB FOR CONSIDERATION AT 2 ND READING #370/13 LUB PUBLIC HEARING #371/13 1 ST READING OF IDP AS GIVEN BY LSAC NEXT MTG. #372/13 Mr. Sonnleitner briefly discussed the proposed changes to the LUB with respect to exotic dancers, the process to make the changes, and dates moving forward regarding 2 nd reading and a public hearing. MOVED by Councillor Pat Yuill that an amendment with respect to adult entertainment be included for consideration at the second reading of the LUB. MOVED by Councillor Pat Yuill that a public hearing for the LUB be held Tuesday, February 4 th, 2014 at 7:00 p.m. in the Civic Centre. Mr. Sonnleitner discussed with Council some key areas of importance in the IDP. MOVED by Deputy Mayor Dale Krasnow that the IDP, as given 1 st reading by Lac Ste. Anne County, be presented at the December 19, 2013 regular, meeting of Council for 1 st reading, and that prior to second reading, discussion take place with respect to a 90 day withdrawal clause. Mr. Sonnleitner discussed with Council the present SDAB schedule of fees and noted that he will prepare a revised schedule to be presented at the December 19 th, 2013 regular meeting of Council. The SDAB schedule will be brought back to the December 19 th, 2013 regular meeting of Council. Tony Sonnleitner left at 11:40 a.m. Council recessed at 11:40 a.m. Council reconvened at 11:45 a.m. DONATION AND ADMIN. ASSIST. ONOWAY CURLING CLUB #373/13 MOVED by Councillor Judy Tracy that a onetime donation of $ in the 2013 budget year be made to the Onoway Curling Club, that administration negotiate the future rental of space for the establishment of a tourism facility at the Onoway Curling Rink in 2014 at $ per month, and that administration assist with the power and gas review, insurance needs, and an F.C.S.S. application for their public curling/learn to curl activity. Brian and Judy Roberts arrived at 12:00 p.m. Page 5 of 8

6 Mayor Don Harrison presented Brian Roberts with a plaque in appreciation of his years on Council. Anne County notice to terminate the existing fire services agreement, and that invoices for use of the Towns treated water for fire suppression outside of the municipality plus costs related to the fire hydrant repair be issued to Lac Ste.
