COUNCIL CHAMBERS IN THE ALTONA CIVIC CENTRE Minutes of the regular meeting of the Town of Altona Council held on Tuesday, February 28 th, 2017 at 5:30 p.m. Present: Mayor Melvin Klassen, Deputy Mayor Glen Robinson, Councillors Ann Kroeker, Tim Fast, Terry Wiebe, Donna Rosling-Wolters and Al Friesen. Youth Representative Thomas Wolfe. Administration: Dan Gagné, Terry Fehr, Clint Derksen, Ron Epp, Greg Zimmerman and Delores Loewen. Gallery: Blue Sky Opportunities - Peter Cole, Louise Dyck, Ann Doerksen, Lloyd Loewen and Richard Neufeld. 1. Call to order Mayor Melvin Klassen called the meeting to order at the appointed time. 2. Review of agenda & previous minutes RESOLUTION NO: Seconded by: Terry Wiebe THEREFORE BE IT RESOLVED THAT the agenda be approved. 2.2 Previous Minutes February 14th, 2017 RESOLUTION NO: Moved by: Glen Robinson Seconded by: Terry Wiebe THEREFORE BE IT RESOLVED THAT the minutes of the regular meeting of February 14 th, 2017 be adopted as circulated. 1

2 2 2.3 Mayor/Council meeting resolution not required. 3. Delegations Blue Sky Opportunities represented by Peter Cole, Louise Dyck, Ann Doerksen, Lloyd Loewen and Richard Neufeld. Mayor Melvin Klassen welcomed the delegation to the meeting. Richard Neufeld, General Manager for Blue Sky Opportunities noted that the purpose of today s delegation is to emphasize the importance of the Town proceeding with the purchase of new recycling carts and to show the sustainability of this decision. Blue Sky is nearing the completion of the building that will be the new home for the recycling process and the chain assembly. It is anticipated they will move in by mid to the end of April. The Burro recycling truck will be ready for use within two weeks. Blue Sky will be ready to change the recycling collection service to weekly curbside pickup which will increase volumes and result in decreasing landfill waste volumes. Blue bags will no longer be welcome, as any bagged recyclables will increase labour and minimize efficiency. The new pick-up and sorting system is specifically designed for the use of lidded carts. Weekly household recycling volumes will be adequately managed with the use of a 120 litre cart. The new Burro truck is specifically designed for the use of carts. The new recycling facility will support the sale of all collected recyclables. In order to have recycling bins at every residential household, 1,300 carts are required to be purchased. Cost quote per cart is $34.60 per cart including freight to Altona. The total cost is $47,325. Mayor Melvin Klassen thanked the Blue Sky delegations for their presentation. 4. Hearings none. Committee Reports 5. Works & Operations 5.1 Resolutions Red River Basin Commission RESOLUTION NO: Moved by: Glen Robinson Seconded by: Al Friesen WHEREAS the Red River Basin Commission have proposed to work with the Government of Manitoba, the Government of Canada, Conservation 2

3 3 Districts, and Municipalities to collect LIDAR and Ortho data for the entire Red River Basin in Canada; AND WHEREAS the Red River Basin Commission has requested funding support for the LIDAR in the Red River Basin project from the Federal Government. WHEREAS LIDAR information is essential and key data for many municipal planning decisions including drainage, water movement, and infrastructure planning; AND WHEREAS collecting LIDAR information and Orthophoto will benefit all municipalities, the Province of Manitoba, and Conservation Districts, and residences in the Red River Basin; THEREFORE BE IT RESOLVED that the Town of Altona supports the Red River Basin Commission in their efforts to expand the coverage of LIDAR data in the Red River Basin. 5.2 Shared Services no report. 5.3 Lower Red River Valley Water Commission Councillor Tim Fast reported that he and Councillor Wiebe recently attended the Annual General meeting in Lowe Farm. LIDAR is crucial for flood planning. Gavin van der Linde has been appointed Secretary- Treasurer. 5.4 Pembina Valley Recycling Network no report. 5.5 Pembina Valley Water Coop Councillor Tim Fast reported that the Pembina Valley Water Co-op held their AGM in Winkler. The financial report was done well and very professionally presented. The Pembina Valley Water Coop is paying down their debts aggressively in order to move on to other projects. 5.6 Altona Police Board no report. 3

Community & Social Development 6.1 Resolutions Gretna Natural Playground Pool Pass RESOLUTION NO: Moved by: Al Friesen Seconded by: Donna Rosling-Wolters THEREFORE BE IT RESOLVED THAT the Town of Altona sponsor the Gretna Natural Playground project with a family season pool pass for the Altona Aquatic Centre. 6.2 Rhineland CARE Councillor Donna Rosling-Wolters reported that Rhineland CARE has applied for an additional provincial grant to purchase a new CARE passenger van to provide improved services to the community. 6.3 Manitoba Sunflower Festival Councillor Ann Kroeker reported that the recent Pancake Fundraiser raised approximately $800. The Committee welcomed new member Ephraim Gertner, who has taken over the financials. A request was made to separate the grants so that Committee members are aware of where the funding is coming from. 6.4 Council Youth Representative Youth Representative Thomas Wolfe reported on the following W.C. Miller activities: Eyes for Everett o Posters are up around town o The event will take place at the Gretna arena March 17 th March 18 th. This is a 24 hour, 4 on 4 hockey tournament. All proceeds go to Everett s glasses. Basketball JV girls AAA provincials will be held at Miller from March 9 th 11 th JV boys play tomorrow for the banner against Morden or Sanford JV girls lost in the banner game against Sanford V girls play February 28 th against Sanford if they win they go to the finals V boys play Morden February 28 th if they win they go to the finals 4

5 5 Hockey: Miller Aces beat NPC in 2 games (5-3 & 5-4) Aces lost to Carman (5-4 & 4-3) after blowing a 4-1 lead in the first game Applied for a wild card spot for the provincials Curling: o Girls had three wins and two losses o Boys had two losses and one win 6.5 South Central Regional Library Councillor Al Friesen reported that things are going well. The new census numbers greatly benefit the libraries. 6.6 Altona & District Health Care Centre Inc. Deputy Mayor Glen Robinson reported that there was a meeting with the local physicians, which went very well. 6.7 Morden & District Veterinarian Board no report. 6.8 Altona Curling Club Councillor Al Friesen reported that planning continues for the Under 21 Championship event. 6.9 Gallery in the Park Operating Committee no report Access Field Committee Recreation Services Manager Ron Epp was asked to review the Terms of Reference and invite a delegation from Access Field Committee to update Council on their progress Altona in Bloom Communities in Bloom Program 150 Celebrations Councillor Donna Rosling-Wolters reported that the colours for the flowers throughout the community will be red and white this year to coincide with the 150 Canada Celebrations Immigration Coordinating Committee Councillor Ann Kroeker reported that Keith Swinton, Employer Liaison from the Federal Government attended the Immigration Coordinating 5

6 6 Committee meeting. Keith presented new avenues for employer seeking assistance in recruiting new workers Altona Canada s 150 Celebrations Councillor Al Friesen reported the Altona Canada s 150 Celebration Committee met recently. The Town will be celebrating Canada s 150 on Wednesday, June 14 th, 2017 from 1:00 p.m. 7:00 p.m. 7. Finance & Administration 7.1 Resolutions Accounts Payable / Payroll RESOLUTION NO: Seconded by: Terry Wiebe THEREFORE BE IT RESOLVED THAT the Town of Altona approve accounts payable cheques # to # and Payroll and indemnities from January 15th, - January 28 th, 2017 as reviewed and recommended by Committee of the Whole Bylaw 1756/2017 Council Remuneration & Reimbursement of Expenses - Second reading RESOLUTION NO: Seconded by: Ann Kroeker THEREFORE BE IT RESOLVED THAT Bylaw 1756/2017 Council Remuneration and Reimbursement of Expenses be given second reading as reviewed and recommended by Committee of the Whole. 6

RESOLUTION NO: Seconded by: Al Friesen THEREFORE BE IT RESOLVED THAT the Town of Altona Information Technology Policy be approved and adopted as reviewed and recommended by the Committee of the Whole Financial Plan Set Public Hearing Date RESOLUTION NO: Seconded by: Ann Kroeker WHEREAS section 162 (2) of the Municipal Act states Before adopting the Financial Plan, Council must give public notice and hold a public hearing in respect of the plan ; AND WHEREAS public notice has been given in accordance with section 420 (1) (a) and (b) of The Municipal Act; 7

8 8 NOW THEREFORE BE IT RESOLVED that we agree to hold a public hearing to present the 2017 Financial Plan for the Town of Altona on Tuesday, March 28 th, 2017 at 6:00 p.m. in the Council Chambers of the Altona Civic Centre. 8. Planning none. 9. Other Committee Reports 9.1 Altona Community Development Corporation Councillor Terry Wiebe reported that at a recent meeting of the Altona Community Development Corporation, the Board welcomed new Board member Chad Friesen. Administration staff continues to work with a local entrepreneur as well as continue to work on the day care project. 9.2 Altona & District Chamber of Commerce Councillor Al Friesen noted that making plans for the Annual Awards Banquet continues. The Manager continues to meet with businesses and is getting positive feedback. 9.3 Central Manitoba Tourism Councillor Al Friesen reported that the Board has chosen a new logo and has hired a video-photographer to make 10 hours of tourism promotions video throughout the Central region. 9.4 Community Futures Triple R no report. 9.5 RPGA Planning District no report. 10. General Correspondence Mayors & Reeves / MOS Conference same days as Council Tuesday, April 11 th, 2017 and April 12 th April 13 th MOS Council members agreed that the Committee of the Whole and Council meeting scheduled for April 11 th will remain as is. The Mayor and CAO will be attending the Mayors, Reeves & CAO meeting in the morning and return on time to hold both meetings at their regular time. 8
