2 (3) ADOPTION OF MINUTES REGULAR MTG NOV 2/15 Moved by Councillor Cardozo and seconded THAT the Minutes of the Regular Council Meeting of Monday, November 2,2015 be adopted. RECESS Mayor Pratt recessed the meeting at 6:01 p.m. (4) PUBLIC HEARING BYL#3839 City of Cranbrook Zoning Amendment Bylaw No. 3839, 2015 See Public Hearing Minutes RECONVENE Mayor Pratt reconvened the meeting at 6:04 p.m. (5) DELEGATIONS DELEGATION THAT Staff Sergeant H. Lee, Detachment Commander NCO i/c, Cranbrook Detachment, RCMP be heard as a delegation to present the Mayor's Report Third Quarter, and that Mary Noble and Katherine Bonnell, East Kootenay Child Care Needs Assessment Advisory Committee be heard as a delegation to present the East Kootenay Child Care Needs Assessment. Mayor Pratt welcomed the delegation to the meeting. RCMP 3 rd QUARTER REPOR Staff Sgt. Lee reviewed the Mayor's Report rd Quarter Statistics for Council including the Crime Statistical Data for the Cranbrook RCMP Detachment, administrative and operation issues, and progess with the Community Policing programs to September 30, Staff Sgt. Lee provided Council with information regarding new initiatives in the Detachment, including a protocol with Interior Health to address mental health issues; a domestic violence program, youth mental health strategy, and a prolific offender management program which would be a pilot project for the region. 2 November 16, 2015 (Regular)

3 Members of Council had general comments and questions for Sgt. Lee. Mayor Pratt thanked the delegation for the presentation. Mayor Pratt welcomed the delegation to the meeting. EK CHILD CARE NEEDS ASSESSMENT Mary Noble and Katherine Bonnell, East Kootenay Child Care Needs Assessment Advisory Committee provided Council with an electronic presentation of the East Kootenay Child Care Needs Assessment Final Report M. Noble advised the EK Kootenay Child Care Needs Assessment Task Force was formed in 2013, and in early 2014, funding was approved for Phase one of the project, which received feedback from a broad range of individuals who are impacted by child care in the East Kootenay region. M. Noble reviewed the report, noting that the East Kootenay region has the highest number of vacant early childhood positions in the BC Interior which has resulted in the reduction of early learning and child care spaces, and that East Kootenay communities are facing a significant child care challenge and crisis. M. Noble also noted short and long term solutions, requiring a collective willingness from government and governing bodies to pool resources which could then be used for a variety of options including wage compensation, 'designated funding for students taking early childhood education programs, student loan forgiveness, and rural communities living allowances. K. Bonnell reviewed statistics from the report and highlighted issues identified during the needs assessment process, including impact on business, wait lists, vacant childcare educator positions, and poor wages and working conditions. Members of Council had general comments and questions for the delegation, including options to move to Phase 2 of the project, and obligations of the Province to provide additional funding to address this issue. (7) BUSINESS ARISING Nil (8) NEW BUSINESS Moved by Councillor Popoff and seconded COMM POVERTY REDUCTION STRATEGIES INIT THAT Council receive the Report Recommendation from the Chief Administrative Officer titled "Community Poverty Reduction Strategies"; and further, that Council direct staff to respond to the request, indicating that the City of Cranbrook wishes to continue to be part of the Community Poverty Reduction Strategies Initiative on the basis that the City has no direct funding obligations. Councillor Cardozo recused herself from the meeting at 6:50 p.m. MIRACLE ON BAKER STREET THAT Council receive the Report Recommendation from the Engineering and Development Services Department titled "Miracle on Baker Street" Road Closure"; and further, that Council direct staff to permit the closure of Baker Street between 8 th Avenue and 9 th Avenue from 8:00am until 6:00pm on December 11, 2015 and direct Administration to provide the necessary barricades to close the road 5 November 16, 2015 (Regular)

6 Councillor Cardozo rejoined the meeting at 6:51 p.m. Moved by Councillor Blissett and seconded FIRE TRAINING FACILITY SHORT TERM FINANCING THAT Council receive the Report Recommendation from the Finance and Computer Services Department titled "Fire Training Facility Short Term Financing"; and further, that Council,authorizes staff to proceed with the short term borrowing application under section 175 of the Community Charter to the Municipal Finance Authority of BC (MFABC) for a five-year term agreement with no right of renewal in an amount up to $375,000 for the purpose of funding the construction of the Fire and Emergency Services training facility. (9) COMMITTEE RECOMMENDATIONS Nil (10) ADMINISTRATION UPDATES ADMIN UPDATES w. Staudt reviewed the Administration Updates dated November 16, 2015 regarding: Public Produce Garden - Season Highlights. 7 (12) CORRESPONDENCE ACTION ITEMS Moved by Councillor Cardozo and seconded CBK LIONS CLUB SENIORS "L1GHT UP" TOUR That Council receive the correspondence from AI Manjak, "Light-Up" Coordinator, Cranbrook Lions Club, dated October 23, 2015 regarding 2015 Cranbrook Lions Club annual "Christmas Light-Up"; and further, approve the request to provide transit service to conduct the annual "Christmas Light-Up" tour for seniors in Cranbrook on Sunday, December 20, INFORMATIONAL ITEMS Moved by Councillor Blissett and seconded GAS TAX FUND THAT Council receive the correspondence from The Honourable Peter Fassbender, Minister of Community, Sport and Cultural Development and Minister Responsible for TransLink received November 5, 2015 regarding Gas Tax Fund Application - Idlewild Park Rehabilitation; AND FURTHER, PROV.URBAN DEER ADVISORY COMMITTEE THAT Council receive the correspondence from The Honourable Steve Thomson, Minister of Forests, Lands and Natural Resource Operations received November 6, 2015 regarding Provincial Urban Deer Advisory Committee. 7 November16,2015(Regu~0

8 (13) MAYOR AND COUNCILLORS - REPORTS & INQUIRIES COUNCIL REPORTS & INQUIRIES SEASONAL PATIO Mayor and Council advised of their attendance at various meetings and events. Councillor Popoff advised he had recently attended a Downtown Business Association meeting and reported the Association is interested in seasonal outdoor public patios in the downtown core. He inquired if Planning staff could research development of a policy or bylaw to enable the use of seasonal outdoor patios to fit in with the priorities for W. Staudt advised this request has been brought forward in previous years, and that staff would bring an updated report forward for Council's information.
