Ken Harrington provided an update to Council on the following items: Trends within the Oliver area and that Oliver continues to be a safe community Adherence to the RCMP Mission and Values Statement Short of full compliment of staff by approximately 4 positions Funding being put into place for at least one but possibly two positions in the new year The detachment will have 7 full-time members in the latter part of July Function as a community based service Walk with the Mayor and receive input on how to enhance their service to the community H DEVELOPMENT PERMIT/VARIANCE HEARINGS H-1 Development Variance Permit Willows Place - The Planner summarized his report. 26 ITEM E E BUSINESS E-1 Presentation by Corporate Officer Re: Ombudsperson Open Meetings: Best Practices The Corporate Officer gave a PowerPoint presentation on the Ombudsperson s Best Practices Late Item E-2 Cemetery Scattering Garden Lease Rezoning Requirement Mayor Hovanes updated Council on the Cemetery Scattering Garden Lease rezoning requirements Scattering garden needs to be rezoned now because it s a long term lease. rezoning application has to come through the RDOS as the property is in the regional district RDOS will consume the fees. CW-162/12 BY CONSENSUS That staff advise RDOS to proceed with the rezoning application. CARRIED UNANIMOUSLY Late Item E-3 Request for Interest: Dynamic Downtowns Community Workshop Councillor Bennest gave a brief background on information received by Sue Morhun CW-163/12 BENNEST LARSON That the Corporate Officer meet with Sue Morhun to get the application in by December 10th at no cost to the Town of Oliver and if there is a cost we will move on. CARRIED UNANIMOUSLY Councillor Bennest advised that on behalf of the heritage society he would promise that if this is approved through the Town of Oliver, he will get the Heritage Society to implement it. Late Item E-4 Request for Letter of Support - Transwest Helicopters Ltd. Mayor Hovanes gave background information on Transwests request for a letter of support: Transwest advised by counterpart in Naramata that Trans Canada Pipeline had invited them to put in a bid on an RFP for a job in Chetwynd Transwest put in a bid and were disqualified Committee of the Whole meeting minutes of November 26, 2012 Page 26 of 79

27 ITEM E Advised the reason-being was that they were not close enough in proximity to the job site as the rest of the applicants Oliver is proud to have landed such a business that employees 17 plus employees and we are very fortunate to have these professionals here in Oliver. Oliver is within the same proximity as Naramata is and would ask that Trans Canada consider our local business, Transwest in these future bids. Need to confirm where the operations of the Naramata company are out of and be sure we have all the information. Mayor Hovanes will confirm information and bring back to the December 10, 2012 Committee of the Whole meeting. Lyonel Doherty enquired if questions at the end of the meeting have to be from that particular meeting? The Municipal Manager provided background and Council indicated they were willing to entertain questions that were not related to items on the current meeting. 29 ITEM F Town of Oliver STAFF REPORT Report to: Regular Council Meeting of January 14, 2013 Interior Health Authority, Attn: Jessy Bhatti From: Chandra Moncrieff, Engineering Technologist Date: December 20, 2012 Subject: WATER QUALITY SUMMARY REPORT FOR NOVEMBER 2012 Action: Information Only File: PURPOSE: The purpose of this report is to provide a summary of the water system operations by the Town in the month of November BACKGROUND: During this period, the distribution system is in the winter mode of operation using ground water as the sole source of water. The operation of the water system in the month of November 2012 was relatively uneventful with the following noteworthy occurrences: The boil water notice for System 2 was terminated November 20 th. The operation of the water system in the month of December 2012 was relatively uneventful with the following noteworthy occurrences: Construction continued on Tucelnuit pump house onsite chlorine generation project.
