The City of Burlington Parking Bylaw prohibits on street parking interfering with snow removal. Snow plowing, and salting and sanding activities are more efficient and effective when there are no vehicles parked on the street. $55 parking tickets will be issued to all vehicles parked on the street during winter storms that have a windrow of snow left around them from passing snow plows. Parking exemptions will not be issued during winter storms. Vehicles cannot be parked on the street until after the street has been cleared. 4 Notice of Decision to Refuse a Zoning Bylaw Amendment Burlington City Council refused an application to amend Zoning Bylaw 2020, as amended, on Dec. 19, 2016, under Section 34 of the Planning Act, 1990, as amended. File number: /15 (PB ) (Adi Development Group). The application requested that 4853 Thomas Alton Blvd. be rezoned to permit a residential development consisting of traditional townhouses, stacked townhouses, and apartments with a maximum density of 305 units per hectare and maximum height of 19 storeys. The reasons for Council s refusal are that the proposed development would negatively impact the neighbourhood and adjacent properties due to the proposed building heights being incompatible with the low-density character of the surrounding area and the proposed density resulting in future traffic flows that would further constrain the existing transportation system. This application represents an over-intensification of a high-density land use. Public consultation on the proposed Zoning Bylaw Amendment was provided between December 2015 and December As a result of public consultation, the city received 49 s, three letters, two neighbourhood meeting comment sheets, a petition with 511 signatures, 11 delegations and 21 written delegations at the Dec. 13, 2016 Development and Infrastructure Committee Meeting. Comments received were considered as part of Planning Reports PB-63-16, PB and Council s decision making process.
