Calenda ABSENT Member Dave Saunders 1. APPROVAL OF THE AGENDA COUNCILLOR LOGAN That the agenda be approved as presented. 2. ADOPTION OF THE MINUTES 3. OLD BUSINESS That the Transportation and Public Works Committee Minutes of November 16, 2004, be adopted as presented. There was no old business to discuss.

NEW BUSINESS Transportation and Public Works Committee January 18, Page #2 (a) Report, Chief Administrative Officer RE: CROSSING GUARDS AND SPEAC (A1.10.5) The Committee reviewed a report provided by the CAO. The Sooke Parents Education Advisory Council (SPEAC) has written letters to Colwood, Langford, and Sooke regarding school crossing guards in each of these communities. SPEAC has been managing the school crossing guard program. They are no longer in a position to do so. They are requesting that the school crossing guards become employees of the municipalities or the school district. Ms. Stephanie Longstaff, President of SPEAC was at the meeting to address this issue. Mr. Dave Willis, 3359 Wellsmith Crescent, a resident of Colwood submitted a proposal to take over the administration of all the crossing guards in Colwood, Langford, and Sooke. The proposal is not yet formal. It is an expression of interest only at this time. Ms. Connie Harrigan, 3265B Galloway Road, informed that she was on the School Board when the crossing guard program was defunded about 6 years ago. Ms. Haleen Roberts, Vice President of David Cameron Parent Advisory Council presented a letter asking for sponsorships to fund crossing guards. She approached 20 businesses with no success. Committee discussed a number of options. Ms. Cynthia Day, 3546 Charnley Place, suggested looking at the use of volunteers who are given a stipend or honorarium rather than a salary. Member, Bill Van Dinther suggested parents pay a $10 per student crossing guard annual fee. This would more than pay for the school crossing program with the school board administering the program. COUNCILLOR LOGAN That staff work with Sooke School District, municipalities, SPEAC and Mr. Dave Willis to further refine Mr. Willis s proposal to address liability and insurance issues. IN FAVOUR: COUNCILLOR LOGAN DEFEATED. That each crossing guard be made a School District employee with shared funding to continue from the municipalities.

3 Transportation and Public Works Committee January 18, Page #3 (b) Memo -, Chief Administrative Officer RE: COLWOOD CORNERS SANITARY SEWER ALLOCATION POLICY (BACKGROUND INFORMATION) ( ) The Committee reviewed background information provided by the CAO. Mr. Arnold Rossander, 211 Portsmouth Drive, made comments on the policy. Mr. Rex Coburn, 4529 Parry Cross Road, asked why the policy was created in camera. (The CAO responded that there were legal implications involved in the policy and therefore needed to be resolved in-camera first.) Mr. Coburn also asked about how the spare capacity was calculated. Mr. Fritz Karger, 3430 Karger Terrace, asked about the specific properties that are fully developed. THE CAO reminded the Committee that there is a legal challenge to the policy from Mr. Karger. Mr. Coburn asked about the gifting policy and how capacity requests are considered. He wanted to know how many sewer units were declared surplus to Colwood Corners capacity. The CAO replied approximately 600 units. Mr. Russ Ridley, 291 Daniel Place, asked about the property he is paying for in Colwood Corners. COUNCILLOR LOGAN That the memorandum from the CAO dated January 6, 2005 regarding the Colwood Corners Sanitary Sewer Allocation policy be received for information. OPPOSED: (c) Report - Director of Engineering and Public Works RE: STREET LIGHTS ON VETERANS MEMORIAL PARKWAY (VMP) ( (e) ) The Committee reviewed a report provided by the Director of Engineering regarding the Streetlights on Veterans Memorial Parkway. The City has been requested to consider streetlights on the Veterans Memorial Parkway (VMP). This was previously dealt with at budget 2002 or 2003 and was not considered a priority for the next few years. It is back at Transportation and Public Works Committee at the request of the chair. The cost of placing streetlights on the VMP and the costs were discussed. The audience discussed the report.

That the need for streetlights on Veterans Memorial Parkway (VMP) be revisited when the road is upgraded to four (4) lanes. (d) Memo - Director of Engineering and Public Works RE: ESQUIMALT LAGOON BRIDGE PROJECT UPDATE ( ) The Committee reviewed a memo provided by the Director of Engineering regarding the Esquimalt Lagoon bridge project update. The contract for the re-decking of the Esquimalt Lagoon Bridge is now complete. The project is still within budget. The City anticipates an additional $25,000 will be spent on surfacing and abutment repair to complete the project. The contract went well, and the contractor, Ruskin Construction, did an excellent job. The bridge should still be inspected by a structural engineer every 5 to 8 years. The audience discussed the report which was then discussed by Committee. COUNCILLOR LOGAN That the memorandum from the Municipal Engineer dated January 12, 2005 regarding the Esquimalt Lagoon Bridge Project Update be received for information. (e) Discussion - Director of Engineering and Public Works RE: BICYCLE LANES ON GOLDSTREAM AVENUE ( ) The Committee participated in a discussion held by the Director of Engineering regarding the bicycle lanes on Goldstream Avenue. These have to be completed by March 31, 2005 or we can apply for an extension. Discussion followed. COUNCILLOR LOGAN That Colwood proceed with the bicycle lane construction project and that staff investigate the construction of sidewalks and landscaping on Goldstream Avenue west of Wale Road.

6 Transportation and Public Works Committee January 18, Page #6 (f) Discussion - Director of Engineering and Public Works RE: DISCUSSION ON SNOW CLEARING ( (b)) The Committee participated in a discussion held by the Director of Engineering regarding snow clearing for the first January snowfall. It took about 1,000 man-hours or approximately $25,000 and about $8,000 in salt and other products. Discussion followed. COUNCILLOR LOGAN That the January 18, 2005, Director of Engineering report on snow clearing be received for information. (g) Memo - Director of Engineering and Public Works RE: CAPITAL PROJECTS UPDATE The Committee reviewed a memo/printout provided by the Director of Engineering regarding the Capital project update. Discussion followed. COUNCILLOR LOGAN That the memorandum from the Municipal Engineer dated January 18, 2005 regarding the Capital Projects Update be received for information. 5.
