1 DISTRICT OF NORTH SAANICH Recommendations arising from the meeting of Committee of the Whole Monday, May 27, 2013 DNS Parks Development Plan Parks Advisory Commission Comments 68-COW 1. Receives the report dated May 2, 2013 from the Works Superintendent and adopts the North Saanich Parks Development Plan dated October 19, 2011; 2. That Council refers the North Saanich Parks Development Plan Policies to Staff with advice from Parks Advisory Commission for implementation; 3. That Council directs staff, with advice from the Parks Advisory Commission, to notify by letter all existing private properties adjoining undeveloped public lands of the newly adopted parks development plan and that the public lands adjacent to their property will be evaluated at some point in the future to consider potential development of public amenities; 4. That Council approves a change to policy 7 related to project review criteria to include Accessibility as criteria item (i). Cy Hampson Park Off Leash Trial Period Results 69-COW That: 1. The District of North Saanich Animal Control Bylaw No. 751 be amended by removing sections 1.2 (b)(v) and 1.2(b)(vi) so that care and control of an animal becomes the provision under which an animal in not deemed to be running at large in any area of the District of North Saanich; 2. Fencing and signage improvements (East side) and a water fountain (West side) be undertaken in 2013 with the funds approved within the Annual Parks Capital Projects Budget; and 3. The additional comments from the public regarding suggested improvements to Cy Hampson Park be referred to Staff with assistance from the Parks Commission for consideration within the Parks Development Plan.

2 Amending the Engineering Works and Services Bylaw No COW That Council direct staff to prepare an amendment bylaw to the District Engineering Works and Services Bylaw No. 544 (1987) to recover the cost of administration and inspection for works and services constructed by development. Streets and Traffic Bylaw 71-COW 1. Approve the following amendments to the Bylaw 1261: a) Strikes the reference to a commercial vehicle or from section 4.5 of Bylaw No. 1261, b) add after sawdust, waste vegetation to section 5.1 of Bylaw No. 1261, 2. Receive and give three readings to Bylaw No. 1261, as amended, and Bylaw No. 1262; 3. Repeals Bylaw No. 46 and Bylaw No. 623 by proceeding with Streets and Traffic Bylaw No as proposed; 4. Proceeds with considering Bylaw No to amend the Municipal Ticket Information Enabling Bylaw by adding Schedule 15 (Appendix A) and amending Schedule 1 as indicated; and 5. Directs staff to prepare a report on options to deal with commercial vehicles. Minutes 72-COW That the minutes of the May 1, 2013 Heritage Advisory Commission meeting, the May 2, 2013 Agricultural Advisory Commission meeting, and the March 27, 2013 Parks Advisory Commission meeting be received and referred to Staff. Staff recommendation: That the minutes of the May 27, 2013 Committee of the Whole meeting be adopted.

LETTER DATED APRIL 4, 2013 FROM J. THORNBURGH RE: OCP AND HOUSING CONSULTATION Councillor Browne gave an overview of his concerns with regard to the letter. J. Thornburgh, 1090 Clayton Road, gave clarification on aspects of his letter. C. Ross, 8898 Haro Park Terrace, expressed support for the contents of Mr. Thornburgh s letter. Page 1 of 4

4 S. Harrison, 1747 Forest Park Drive, expressed support for the contents of Mr. Thornburgh s letter. L. Soellner, 1705 John Road, expressed support for the contents of Mr. Thornburgh s letter. A point of order was raised regarding a matter alleged to have been discussed in camera. The point of order was sustained by the. 2. DNS PARKS DEVELOPMENT PLAN PARKS ADVISORY COMMISSION COMMENTS Report dated May 2, 2013 from the Works Superintendent Council thanked the Works Superintendent, members of staff and the Parks Advisory Commission for all the work put into the Parks Development Plan. Council also expressed their thanks to Mr. Robinson for his work with the District the past twelve years and wished him well in his new position with the Town of Sidney. F. Mailhot, 1267 Lands End Road, chair of the PAC, thanked the current and past Parks Advisory Commissions as well as the Works Superintendent for their efforts in developing the Parks Development Plan. CY HAMPSON PARK OFF LEASH TRIAL PERIOD RESULTS Report dated May 16, 2013 from the Works Superintendent P. Miller, 9378 Glenelg Avenue, sought clarification on several aspects of the report. F. AMENDING THE ENGINEERING WORKS AND SERVICES BYLAW NO. 544 Report dated May 14, 2013 from the Director of Infrastructure Services J. Upward, Wilson Road, expressed concern with some aspects of the draft bylaw and suggested alternatives. MOVED BY: COUNCILLOR STOCK 70-COW That Council direct staff to prepare an amendment bylaw to the District Engineering Works and Services Bylaw No. 544 (1987) to recover the cost of administration and inspection for works and services constructed by development. 5. STREETS AND TRAFFIC BYLAW Report dated April 17, 2013 from the Bylaw Enforcement Officer D. McLean, 8689 Pender Park Drive, expressed concern with the time taken to address a complaint about a tow truck operating in his neighbourhood. C. Ross, 8898 Haro Park Terrace, expressed concern with aspects of the proposed bylaw regarding waste vegetation dropped in transit to the municipal pit and with the parking location of another commercial vehicle in his neighbourhood. DISCUSSION OF THE HOUSING STUDY REPORT Councillor Mearns made the following Notice of Motion for consideration at the next Council meeting: That Council receive copies of all correspondence, including s, to CTQ Consultants from any members of North Saanich staff and the Mayor and all correspondence from Mr. Grifone and CTQ Consultants to North Saanich concerning the housing study.
