1 January 11, The regular meeting of the Lacombe County Council was called to order by Reeve Law at 9:05 a.m. on January 11, 2018 in the Council Chamber of the Lacombe County Administration Office. Present Present: Reeve, P. Law; and Councillors, J. Ireland, D. Kreil, B. Shepherd and K. Stephenson; Manager of Environmental Protective Services, K. Boras; Manager of Corporate Services, M. Minchin; Manager of Operations, P. Lodermeier; Manager of Planning, D. Freitag; Planner/Development Officer, P. Duke; Planner/Development Officer, C. Paradis; and Executive Assistant L. Turnbull. C/1/18 Agenda Mrs. Law inquired if there were any additions or deletions to the agenda. There was one addition to the agenda Personnel Matter Moved by Ms. Shepherd that the agenda be adopted as amended. C/2/18 Minutes Moved by Mr. Ireland that the minutes of the December 14, 2017 meeting be approved as presented. C/3/18 Policy AD(20) Amended Mr. Duke presented Policy AD(20) Subdivision and Road Naming. The policy has been amended to remove the ability to name newly created internal subdivision roads and to reinforce the usage of rural addressing as the primary location. Mr. Duke provided a review of the proposed amendments. Mr. Duke addressed questions of Council. Moved by Ms. Shepherd that Policy AD(20) Subdivision and Road Naming be approved as amended. 9:10 a.m. Mr. Duke withdrew from the meeting. C/4/18 Alberta Community Partnership Program Ms. Paradis advised Council that at this time no regional Intermunicipal Development Plan (IDP) is in place for all the municipalities surrounding Sylvan Lake, to ensure a coordinated approach to growth and development for the benefit of the community. As per the Municipal Government Act (MGA) review and amendments there is a need to create an IDP. It is recommended that Lacombe County host an application to Alberta Municipal Affairs for an Intermunicipal Collaboration grant in the amount of $ 200,000 through the Alberta Community Partnership Program. The grant will provide for the development of an IDP in partnership with the municipalities around Sylvan Lake, which include Red Deer County, the Town of Sylvan Lake, and the Summer Villages of Birchcliff, Half Moon Bay, Jarvis Bay, Norglenwold and Sunbreaker Cove. Questions of Council followed the presentation. Moved by Mr. Stephenson that Lacombe County participate in and host an application to Municipal Affairs for an Alberta Community Partnership Program grant that is being requested to develop the Sylvan Lake Intermunicipal Development Plan. C/5/18 Bylaw No. 1266/18 First Reading Ms. Paradis presented Bylaw No. 1266/18, a bylaw of Lacombe County to amend the Lacombe County Land Use Bylaw No.1237/17 to rezone approximately 64 hectares (160 acres) on the SW W4M from Agricultural A to Recreation PR District. Ms. Paradis advised that the development proposal includes seasonal RV camping lots, a washroom/shower facility and a caretaker suite. Amenities include a play set, horseshoe pit, gazebo and sand volleyball court. Ms. Paradis addressed questions of Council.

2 January 11, Moved by Ms. Shepherd that in the matter of Bylaw No. 1266/18, a bylaw of Lacombe County to amend the Lacombe County Land Use Bylaw No.1237/17 to rezone approximately 64 hectares (160 acres) on the SW W4M from Agricultural A to Recreation PR District. be now read for a first time. 9:40 a.m. Ken Wigmore entered the meeting. C/6/18 Moved by Ms. Shepherd that in the matter of Bylaw No. 1266/18: Bylaw No. 1266/18 Public Hearing 1) that a public hearing be held on February 22, 2018 commencing at 7:00 p.m. at the Lacombe County Administration office; 2) any person present at the public hearing will be heard upon recognition of the Chair; and 3) the publication of the notice of the public hearing be advertised in local papers. C/7/18 Bylaw No. 1267/18 First Reading Ms. Paradis presented Bylaw No. 1267/18, a bylaw of Lacombe County to amend the Lacombe County Land Use Bylaw No.1237/17 to rezone approximately hectares ( acres) on the Pt. NW W4M from Agricultural A to Recreation PR District, Residential Conservation Cluster R-RCC District, and High Density Residential R-HDR District. Ms. Paradis advised that the development proposal includes two phases as per the outline plan. The first phase will include the northern residential area, the wastewater management facility, the storm ponds and golf course. The second phase will include the southern residential area and remaining municipal reserves. Ms. Paradis addressed questions of Council. Moved by Mrs. Kreil that in the matter of Bylaw No. 1267/18, a bylaw of Lacombe County to amend the Lacombe County Land Use Bylaw No.1237/17 to rezone approximately hectares ( acres) on the Pt. NW W4M from Agricultural A to Recreation PR District, Residential Conservation Cluster R-RCC District, and High Density Residential R-HDR District be now read for a first time. C/8/18 Moved by Mr. Wigmore that in the matter of Bylaw No. 1267/18: Bylaw No. 1267/18 Public Hearing 1) that a public hearing be held on February 8, 2018 commencing at 9:00 a.m. at the Lacombe County Administration office; 2) any person present at the public hearing will be heard upon recognition of the Chair; and 3) the publication of the notice of the public hearing be advertised in local papers. 10:04 a.m. Ms. Paradis and Mr. Freitag withdrew from the meeting. C/9/18 Resolution #C/837/17 Reconsideration Moved by Mr. Stephenson that Council reconsider resolution #C/837/17 concerning the investigation of allowing gates to block off road allowances; and further, consider a pilot project with the gate at the entrance of the lakeshore residential area of Westside Country Estates that was defeated at the November 23, 2017 meeting. Carried. Mr. Lodermeier referred to the November 23, 2017 meeting where resolution #C/837/17 directing Administration to investigate allowing gates to block off road allowances and to consider a pilot project of allowing automatic gates at the entrance to Westside Country Estates was defeated. At the December 14, 2017 meeting, Scott Getschel representing the residents of Westside Country Estates made a presentation to Council regarding the gate proposal. At that meeting Mr. Stephenson gave a Notice of Motion that at the January 11, 2018 meeting of Council, he would make a motion to reconsider resolution #C/837/17 concerning the investigation of allowing gates to block off road allowances; and further,

3 January 11, consider a pilot project with the gate at the entrance of the lakeshore residential area of Westside Country Estates that was defeated at the November 23, 2017 meeting. Mr. Lodermeier presented a number of options for Council s consideration with regard to the previous motion. A discussion period followed the presentation. Mrs. Law called the question on the original motion as brought back to the table which reads: C/837/17 Motion Lost Moved by Ms. Shepherd that the County Commissioner be directed to proceed with the investigation of allowing gates to block off road allowances; and further, consider a pilot project with the gate at the entrance of the lakeshore residential area of Westside Country Estates. Motion Lost. C/10/18 Westside Country Estates Two-Year Pilot Project Moved by Mr. Stephenson that Council authorize the County Manager to develop guidelines and enter into an agreement with the residents of Westside Country Estates for a two-year pilot project to allow for gating of the community. Carried. 10:40 a.m. Phil Lodermeier withdrew from the meeting, Drayton Bussiere entered the meeting. C/11/18 Alix Fire Dept. Lifepak AED Funding Mr. Bussiere advised Council of a request from the Alix Fire Department that Lacombe County assist with the cost of their Lifepack AED which has recently been purchased at a cost of $ 27,000. Casino funds from the Alix Fire and Medical Association, as well as other donations have been used to purchase the unit. The Village of Alix has approved a funding contribution of $ 5,000. Mr. Bussiere addressed questions of Council. Moved by Ms. Shepherd that Lacombe County contribute $ 5,000 towards the cost of the Alix Fire Department Lifepak AED for use in the department s Medical First Response (MFR) service; and further, that this contribution be funded from the Protective Services Reserve. 10:50 a.m. Mr. Bussiere withdrew from the meeting. C/12/18 SLRWC 2018 Business Plan Mr. Boras presented Lacombe County s comments provided to the SLRWC regarding their 2018 Business Plan. The County has concluded that given the significant divergence of views with respect to the Plan that consideration be given to engaging an independent third party to assist in mediation to settle the member municipalities difference and find common ground. Council discussion took place. Moved by Mrs. Kreil that Lacombe County s comments provided to the SLRWC regarding their 2018 Business Plan be received for information. C/13/18 Community Crime Prevention Fair Eckville Mr. Boras advised that a Community Crime Prevention Information Fair (the Fair) is scheduled for January 25, 2018 from 7:00 to 9:00 p.m. at the Eckville Community Hall. The Fair is a result of a meeting between Councillor Kreil, Reeve Law, Tim Timmons, members of the Town of Eckville Administration and Council and Commander Andrew Shepherd of the Sylvan Lake RCMP Detachment to discuss crime in the Eckville area and potential crime prevention initiatives. It is proposed that the Town of Eckville and Lacombe County co-sponsor the event at a total projected cost of $ 600 to $ 650 but could be more. The cost to Lacombe County would be 50% of the total cost. Moved by Mrs. Kreil that Lacombe County co-sponsor the January 25, 2018 Community Crime Prevention Information Fair at the Eckville Community Hall with the Town of Eckville. C/14/18 East Lacombe Beef 4-H Club Funding Mr. Boras advised that the East Lacombe Beef 4-H Club has requested that Lacombe County provide a donation in support of their bonspiel. Such requests are not covered by policy, however, Council has made arrangements for these requests in the 2018 budget under Agricultural Operations. An amount for the sponsorship has not been identified but Administration is suggesting a $ 300 donation.

4 January 11, Moved by Ms. Shepherd that Lacombe County contribute $ 300 to the East Lacombe Beef 4-H Club for their 2018 bonspiel; and further, that this contribution be funded through the 2018 Agricultural Operations budget. Mr. Boras presented the Committee of the Whole meeting notes and recommendation from the December 8, 2017 meeting. C/15/18 Ag Plastics Recycling Program Moved by Ms. Shepherd that the County Manager be directed to research the implementation of an Agricultural Plastics Recycling Program in Lacombe County and provide those findings to Council at a future meeting. C/16/18 Committee of the Whole Notes Moved by Mr. Ireland that the Committee of the Whole meeting notes be received for information. C/17/18 Deferral to Later In meeting Mr. Boras advised that the following issues arose from the December 8, 2017 Committee of the Whole meeting that Council may wish to discuss further: 1. Investigation of response times (police) 2. Lacombe County funding for RCMP administrative support staff 3. Use of Apps to report crimes 4. Lobby AAMDC to support outcomes/recommendations of Federal and/or Provincial Crime Reduction Task Forces Council discussed the issues at length. The issue of moving forward with a resolution for the CAAMDC Zone meeting was discussed. Council agreed that any resolution taken forward must identify a specific action. Moved by Mr. Wigmore that the discussion on bringing forward a resolution to the CAAMDC regarding rural crime, the balance of the items identified from the December 8, 2017 Committee of the Whole and the invitation from K Division RCMP be deferred to later in the meeting. C/18/18 CAAMDC District 2 Zone Meeting Mr. Boras advised that the CAAMDC District 2 meeting is scheduled for Friday, February 2, 2018 at 10:00 a.m. at the Century Downs Casino and Racetrack in Balzac (Rocky View County). The deadline for resolutions was January 9, Moved by Mr. Stephenson that the notice of the CAAMDC District 2 meeting scheduled for Friday, February 2, 2018 at 10:00 a.m. at the Century Downs Casino and Racetrack in Balzac (Rocky View County) be received for information. C/19/18 MPC C/20/18 Reconvene Moved by Mr. Wigmore that the meeting recess in order to conduct a Municipal Planning Commission meeting. Time: 11:30 a.m. Moved by Mr. Stephenson that the meeting reconvene. Time: 12:00 p.m. Council reconvened following lunch with all Councillors, Mr. Boras, Mr. Minchin and Mrs. Turnbull present. C/21/18 Bylaw No. 1272/18 First reading Mr. Minchin presented Bylaw No. 1272/18, a bylaw to establish the 2018 utility rates for the Aspelund Industrial Park. The proposed wastewater rates would see the monthly flat rate and infrastructure fee combined and increased by 2% from $23.38 to $23.85 per month per account. The volume or consumption rate would increase from $0.93 to per cubic metre.

C/23/18 Bylaw No. 1272/18 Present for Third Moved by Mr. Stephenson that Bylaw No. 1272/18, having been read a first and second time now be presented for third reading. Carried Unanimously C/24/18 Bylaw No. 1272/18 Third Reading Moved by Mr. Ireland that Bylaw No. 1272/18 having been read a first and second time, be now read a third time and finally passed. C/25/18 Monthly Statement Moved by Mr. Wigmore that the Monthly Statement as at November 30, 2017 be received for information. C/26/18 Agenda Item Follow-up Moved by Mrs. Kreil that the Agenda Item Follow-up for December 14, 2017 be received for information. C/27/18 Consent Agenda presented. Moved by Mr. Stephenson that the Consent Agenda be approved as Rural Crime Resolution, 2017 Election Issues Council referred back to the discussion on bringing forward a resolution to the CAAMDC regarding rural crime, the balance of the items identified from the December 8, 2017 Committee of the Whole and the invitation from K Division RCMP. Mr. Wigmore referred to the issues that were mentioned by ratepayers during the 2017 Municipal Election Campaign. These issues were presented at the December 8, 2017 Committee of the Whole meeting but due to time constraints, Council did not have time to discuss them at length. It was agreed that the following issues will be presented at the February 6, 2018 Committee of the Whole meeting: Rural Crime Complaints re: Township 42-0 Extreme Raceways (Not a major issue) Dirty gravel Grass graded into roadways Boat launches should be user pay Roads & sloppy gravel Lakeview Estates & Brownlow s Landing - Speeding Paving of RR 1-1 (Sandy Point Road) Developing without permits Wilson s Beach Campground Speed on County Roads Lack of crown, ridges or edges on roads Barricades on roads Why SRO s do not go to Christian Schools Mrs. Kreil requested that the following item also be added to the February 6, 2018 Committee of the Whole agenda: Private Security - Private/County Partnership 1:20 p.m. Kent Lyle, Chairman, Sylvan Lake Watershed Stewardship Society Quiet Enjoyment Initiative entered the meeting.

6 January 11, C/28/18 SLWSS Quiet Enjoyment Initiative Mr. Lyle spoke to the request from the Sylvan Lake Watershed Stewardship Society Quiet Enjoyment Initiative for $ 2,000 in funding. Mr. Lyle highlighted the following: Background of Quiet Enjoyment Initiative Committee Member Overview Noise/Noise Pollution Community Support for Initiative SLMC Mandate Requirement Alberta Environment & Parks Role Media Support Need for Support from Municipalities Overview of the Various Causes of Noise Pollution Who is impacted by this noise Quiet Enjoyment Initiative Pamphlets Mr. Lyle requested that Council consider the contribution of $ 2,000 in funding for the 2018 operations of the Initiative and by resolution of Council support in principle the Sylvan Lake Watershed Stewardship Society Quiet Enjoyment Initiative. A discussion period took place. Moved by Ms. Shepherd that the request from the Sylvan Lake Watershed Stewardship Society regarding their Quiet Enjoyment Initiative be received for information; and further, it be referred to the County Manager for the preparation of a report regarding this matter to be presented at a future Council meeting. 2; 20 p.m. Mr. Lyle withdrew from the meeting. Mrs. Kreil inquired if the County civic address signs are linked to local police stations. Mr. Boras advised that he will follow-up with Senior Peace Officer Sproule regarding this inquiry. Mr. Wigmore inquired if a sign could be installed at Range Road Mr. Boras advised that he believed this has been dealt with but will confirm with Mr. Lodermeier Council referred back to the discussion on bringing forward a resolution to the CAAMDC regarding rural crime and the invitation from K Division RCMP. CAAMDC Resolution Rural Crime Council agreed that as the deadline for resolutions to the CAAMDC was January 6, 2018 Mrs. Law will call Al Kemmere, President of AAMDC Board of Directors and Bruce Beattie, Chair of Zone 2 CAAMDC to provide the following discussion points for future consideration by the CAAMDC and AAMDC: Staff for the RCMP Appropriate Penalties for Criminals Catch and Release Issue Judges and Prosecutors Positions (understaffed judicial system) Political Will to Fill Positions Review of the Criminal Code Integrate Services (mental health, social services) Triage Issue in Courts Speeding Leave to Enforcement and Peace Officers, relieve RCMP Dispatch Issues RCMP Model, (renegotiate current deal with Ottawa) Provincial Police Force December 8, 2017 Committee of the Whole Further Issues Mr. Boras referred to further issues that arose from the December 8, 2017 Committee of the Whole meeting that Council may wish to discuss further: 1. Investigation of response times (police) 2. Lacombe County funding for RCMP administrative support staff 3. Use of Apps to report crimes 4. Lobby AAMDC to support outcomes/recommendations of Federal and/or Provincial Crime Reduction Task Forces

7 January 11, Council agreed that no further discussion is required at this time but these issues should be noted for the February 6, 2018 Committee of the Whole as parking lot items. AAMDC K Division Meeting Mr. Boras advised that an inquiry has been received from S/Sgt. Ken Morrison, Blackfalds RCMP detachment inquiring if Council wishes to meet with the Commanding Officer of K Division at the upcoming AAMDC Spring Convention. Council agreed to meet with the Commanding Officer and identified the following issues for discussion: Best utilization of Lacombe County resources for the RCMP (Currently participating in an enhanced RCMP position at the recommendation of local detachment commander. Recently the County has been advised that support would be better suited by participating in an administrative position. What is the most beneficial way for County dollars to assist the RCMP organization?) What does the RCMP see their policing mandate to be Communication Apps more effective communication with RCMP 2:50 p.m. Dale Freitag entered the meeting.
