Adoption of the Minutes of the Kalavista Neighbourhood Committee held Monday, July 6, 2009 Moved by Mackay, seconded by Anderson, THAT the minutes of the Kalavista Neighbourhood Committee Meeting, held Monday, July 6, 2009, be adopted as circulated. No. KNC BUSINESS ARISING FROM MINUTES a. Search and Rescue to Appear as a Delegation Coralie Nairn, representing Vernon Search and Rescue, provided the committee with an overview of the role of Search and Rescue in the community and in particular, their work with incidents on Kalamalka Lake. Ms. Nairn provided the following statistics for call-outs to Kalamalka Lake: calls totaling 80 man hours calls totaling 190 man hours call totaling 150 man hours (drowning incident) calls to date totaling 1,200 man hours Ms. Nairn noted that recovery of drowning victims could take several man hours for each incident as shown in She indicated that Kalamalka Lake was a very busy lake and that Vernon Search and Rescue had patrolled the lake twice this year. She further explained that while they were able to check boaters for appropriate equipment and safety gear, they were not able to enforce legislated regulations. Enforcement of regulations was the jurisdiction of the Department of Transportation and the RCMP. She indicated that the Vernon RCMP had a Zodiac boat which alternated patrols on both Kalamalka Lake and Okanagan Lake and that Vernon Search and Rescue had a good working relationship with the local RCMP detachment. Councillor Besso joined the meeting at 4:40 pm. With respect to the recent fire in Kalamalka Lake Provincial Park, Ms. Nairn reported that Vernon Search and Rescue assisted by clearing the lake of approximately 70 boaters within 45 minutes and monitored the shoreline for hikers. She noted that in situations that require the removal of boaters from the lake, the task can be difficult and there was frustration due to the congestion created at the boat launches as boaters were directed off the lake.
3 August 4, 2009 Page 3 Ms. Nairn indicated that Vernon Search and Rescue had identified some ongoing concerns such as boaters coming into boat launches too fast and speeding near the shoreline and close to swimmers. The Committee asked for suggestions as to what the community could do to improve safety on the lake and around the boat launches and how to assist Vernon Search and Rescue in their efforts when they are called to an incident at the Lake. Ms. Nairn suggested that the swimming areas be marked off in the lake to prevent boaters from coming too close to the shore. Access to washrooms along the shore line was a problem, since there was only one at the boat launch, she had noticed boaters were beaching their boats to go into Alexander s or Kal Store. She also suggested that the area south of the lagoon channel would make an excellent command post for their team and would alleviate their need to be at the Kalavista Boat Launch, reducing congestion when removing boats from the lake. b. Status of action taken by Council regarding Kalavista Neighbourhood Committee s Resolution No. KNC , passed at the Kalavista Neighbourhood Committee meeting held July 6, 2009 This item was deferred to the next meeting of the Committee. c. Update on the Boat Launch Hours of Operation Chair Hladun commented that the Kalavista Boat Launch was being opened on time at 7:00 am for three days and then on the fourth day the launch was not opened until 8:35 am. He further noted that the days thereafter, the launch was being opened anywhere from 20 to 35 minutes late. The Chief Administrative Officer indicated that Greater Vernon Services had been made aware of the situation and would be contacting the City of Vernon to request they put their contractor on notice. He assured the Committee that complaints with respect to the boat launch opening in a timely manner were being taken very seriously. 4. NEW BUSINESS a. NO. KNC Chair Hladun advised that he took exception to the points raised in the Notice to Kalavista Boat Launch Users that was circulated by an anonymous writer. He indicated that the circular contained several factual error and inaccuracies. The Committee reconfirmed their intention to see the boat launch better managed rather than closed. Discussion ensued as to the best approach for Council to take to respond to concerns with respect to the boat launch. Moved by Mackay, seconded by Anderson, THAT the Committee draft a response, for Council s consideration, that could be forwarded to those who have written to Council expressing their concerns with respect to the Kalavista Boat Launch. No. KNC It was agreed that the Committee would bring forward a draft at their next meeting on September 8, 2009.

Overview of the Official Community Plan for the Kalavista Neighbourhood Area The Director of Development Services provided an overview of the major land uses and current zoning of properties within the identified boundaries of the Kalavista Neighbourhood. He indicated the current uses of the identified properties and answered questions of the Committee. The Director of Development Services suggested that prior to a more detailed discussion of a neighbourhood plan for Kalavista at the next Committee meeting, the Committee members should take a detailed look at the identified properties as well as familiarizing themselves with the C7 and R3 Zones in the District s Zoning Bylaw. He also suggested they pay particular attention to Kalamalka Beach and parking lot, the Alexander s property and the land between Kidston Road and Kirkland Drive. c. Recap of the Dragon Boat Festival held July 25 & 26, 2009 The Director of Development Services advised the Committee that the Dragon Boat Festival organizers had approached Greater Vernon Services with a request to enter into a five (5) year agreement to host the Dragon Boat Festival on Kalamalka Lake and Beach. He indicated that Council and Greater Vernon Services would like the Committee s feedback for consideration prior to entering into an agreement with the organizers of the Dragon Boat Festival. The Committee made the following comments and observations: Increased traffic - there should be more people managing and directing traffic Excessive noise from the music in the evenings Increased garbage in and around the beach area Boats were landing on Kalamalka Lake beach for people to make trips into Alexanders, Kal Beach Store, Concessions, etc. The Committee questioned the benefit to the community for hosting the event. The Committee agreed that it would be beneficial to know whether or not local businesses were positively impacted and whether or not they wished to see the event remain in the District. The Committee did not support a five (5) year agreement and suggested that the year to year agreement should be maintained. It was further agreed that since the festival is a for profit event, the District should be reimbursed for any costs incurred to host the festival. It was also suggested that ongoing agreements include some sort of community benefit in the way of a financial contribution that could be used toward community amenities such as trails, paths or lagoon restoration, etc.
6 August 4, 2009 Page 6 THAT the Committee recommends to Council that staff be requested to canvass the commercial operators in the Kalavista Neighbourhood to provide feedback as to the impact of the Dragon Boat Festival on their business and whether or not they would support the District hosting the event in the future. No. KNC Moved by Anderson, seconded by Hladun, THAT the Committee recommends to Council that Greater Vernon Services be advised that the agreement with the Dragon Boat Festival be maintained as a yearly agreement only. No. KNC THAT the Committee recommends to Council that Greater Vernon Services be advised that all costs associated with the Dragon Boat Festival that are borne by the District of Coldstream, are to be paid for by the Dragon Boat Festival Organization. No. KNC d. Other Moved by Hladun, seconded by Mackay, THAT the Committee recommends to Council that the Commissionaires be requested to provide Council with a report or presentation that would include their observations of the Kalavista Boat Launch and parking lot and provide recommendations. No. KNC Moved by Mackay, seconded by Anderson, THAT the Committee recommends to Council that staff be requested to place a traffic counter on Kalavista Drive for the last two weeks of August No. KNC
