1 District of Coldstream COMMUNITY NEWS June 2016 Message from Mayor Garlick I welcome you to read the June Coldstream community newsletter. The purpose of this newsletter is to provide a source of information for Coldstream residents. In addition, residents are encouraged to contact municipal staff and visit the Coldstream website for answers to questions and concerns. As we move toward summer, several regional and local initiatives are in progress. These are important and have impacts on our community. At the regional level, the Greater Vernon Master Water Plan was reviewed by a committee of stakeholders from the Greater Vernon area. The committee put in considerable time and effort reviewing the previous process and options. The outcome of the review is a number of recommendations put forward by the committee members for consideration in determining the best options for our community. Construction of a replacement facility for the Civic Arena will begin this year. The project will be headed up by the City of Vernon with the District of Coldstream and Electoral Areas B and C providing funding for their share of construction. The new arena will be connected to the existing Kal Tire Place to be able to share staff between the two facilities and take advantage of the existing ice plant. Photo courtesy of Debbie Gibson The new sports facility at Okanagan College campus began its first full year of operations. Teams and individuals from the community are making good use of the facility. The rubberized track attracts walkers and runners of all ages looking for a low-impact workout with a great view. The Okanagan Rail Trail work began with CN Rail removing the rail and ties this year. Under the terms of the purchase agreement, CN is obligated to remove the track and equipment by October Construction on the corridor will commence when sufficient funds are generated through the fundraising efforts of the Okanagan Rail Trail Initiative. At the local level, the District of Coldstream has completed the update of the Official Community Plan (OCP). The next task is an update of the Zoning Bylaw for Coldstream. The existing bylaw is fourteen years old and now needs to be aligned with our new OCP, changes in the community and recent changes in legislation. A local parks plan has been adopted by the District of Coldstream. Council will be using the plan to set priorities for our parks service as we move forward.

2 Page 2 COMMUNITY NEWS The pavement management plan will continue the work of maintaining Coldstream s roads. Roads to be resurfaced this year include Rochdell Road, Tassie Drive, Cactus Drive, Venables Drive, Scenic Drive, Brewer Road, and Kalamalka Road, along with the remaining portion of the Creekside Park parking lot. The Kidston Road cycling and pedestrian trail is now complete from the "Red Gate" to Kidston School. More cycling and pedestrian trails will be built this year on Coldstream Creek Road. In addition, the District of Coldstream continues to work with the RCMP to make use of auxiliary officers to provide additional speed patrols on several roads in the community. Drivers are encouraged to obey speed limits and to safely share the road with cyclists, pedestrians and horseback riders. Finally, summer will once more bring many boaters, paddle boarders and swimmers to Kalamalka Lake. Coldstream is providing funding to a partnership at the Regional District of North Okanagan for Conservation Officer boating patrols on Kalamalka Lake to encourage and enforce safe boating practices and regulations. In addition, Commissionaires will again be present to oversee vehicle parking and boat launch activity in Coldstream. In closing, on behalf of Mayor and Council, I would like to wish all residents of Coldstream a wonderful safe summer. Jim Garlick Mayor Women s Institute Hall 9909 Kalamalka Road Constructed in the early 1930s, the Coldstream Women s Institute Hall (WI) has served the community by providing a functional space for a variety of events including weddings, birthday parties, and other community functions. If you are looking to book the WI Hall for a function or event, there is some important information you should know: There are two rates for the hall: one for registered non-profits/charities and one for all other groups. The registered non-profit/charities rate is $25 per hour and the other rental rate is $40 per hour. If the rental exceeds 7 hours, a daily rate is charged ($250 for the non-profit groups and $400 for the other groups). If you need to use the kitchen facilities, there is a flat fee of $25 for an hourly rental or $100 for a day rental. There is a $250 damage deposit and $50 key deposit required. A $100 booking fee is required to hold a booking. The remainder of the fees (including damage deposit) is due 30 days in advance of the event. Each group is required to have comprehensive general liability insurance. If the group doesn't have insurance, it is available through the Municipal User Policy administered by the District. 3 Page 3 COMMUNITY NEWS FINANCIAL ADMINISTRATION 2016 Budget Tax Season The District of Coldstream Budget is a mix of investments in infrastructure, facilities, equipment and services. Reserves and the District s infrastructure requirements were two major themes during budget deliberations. Additionally, Council has budgeted funds to complete the Parks Master Plan which will provide guidance and direction for use of the District s parks. Your tax dollar, combined with grants, fees and other revenue sources, are all used to ensure the District continues to deliver top-quality services and infrastructure investment. Taking into account our estimated growth revenues, the 2016 overall tax increase is 3.5%. The average single family home in Coldstream, assessed at $491,473, will see an increase in the municipal portion of its tax bill of approximately $62, or $5.17 per month. The District has been proactive in implementing financial policies to better position ourselves for the future. Of the 3.5% tax rate, 2.5% is allocated for future infrastructure needs and will allow improvements to our pavement management program as well as drainage and building replacement. Budget Highlights $3.17 million allocated for Capital Projects which include the Pavement Management Program Coldstream Creek Road bike path (Phase 3) Replacement of a backhoe Sovereign Park parking lot expansion Kalamalka Road raised sidewalk Drainage projects The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Canadian Award for Financial Reporting to the District of Coldstream for its annual financial report for the fiscal year ended December 31, The Canadian Award for Financial Reporting program was established to encourage municipal governments throughout Canada to publish high-quality financial reports and to provide peer recognition and technical guidance for officials preparing these reports. In order to be awarded a Canadian Award for Financial Reporting, a government unit must publish an easily readable and efficiently organized annual financial report, the contents of which conform to program standards. 4 Page 4 COMMUNITY NEWS 2016 CAPITAL PROJECTS Coldstream Creek Road Multi-Use Shoulder Coldstream Creek Road, in particular between McClounie Road and Cosens Bay Road, is a narrow and winding roadway, with little to no shoulders and tight corners. The District intends to widen out this section of Coldstream Creek Road with a 5-foot-wide multi-use, paved shoulder. This project will increase the usability of Coldstream Creek Road for recreational users and provide linkages between local neighbourhoods, schools and Kalamalka Lake Provincial Park. Phase 1 completion is anticipated for the summer of A grant has been submitted to help finance this project, with Council committing to proceed with the work in phased sections if a grant is not received. Pavement Management Program The annual road maintenance program will continue with asphalt resurfacing and curb replacement. The roadways contained in this year s program include Rochdell Road, Tassie Drive, Cactus Drive, Venables Drive, Scenic Drive, Brewer Road, and Kalamalka Road. Also to be resurfaced is the remaining portion of the Creekside Park parking lot. The purpose of this program is to ensure that the long term cost of maintaining roads is minimized. A comprehensive analysis of Coldstream s roads was conducted in 2013 and included an investment/benefit analysis to optimize the monies invested in our roads. The optimal time to rehabilitate roads is quite some time prior to complete failure. Coldstream Creek Intercepted Groundwater Management Project The District of Coldstream is embarking on a project to lower the level of contaminants entering Coldstream Creek, as part of the continuing program to improve water quality. This summer the District plans to intercept numerous storm outfalls to a constructed wetland near the intersection of School Road and Highway 6. The wetland will contain a gently sloped channel that allows water to flow across a planted area. Excessive amounts of particulates are flushed into the creek through these particular storm outfalls, and the wetland will act to filter the particulates and any contaminants they may contain, prior to discharging stormwater into the creek. The project consists of diversion piping, the wetland, discharge structures and plants. There will be immediate benefits with the wetland, and the plants are expected to provide additional filtration within a couple of years. The design is complete, and construction is anticipated for late summer of Are you scooping? We request residents' cooperation in keeping Coldstream clean by picking up after your dogs and by not walking dogs on sports fields and beaches. Greater Vernon provides areas where dogs may be exercised, either on or off leash. Dogs must be under control of the owners at all times, and owners must clean up after their dogs immediately. Signs, bag dispenser and receptacles are located at each dog park. 5 Page 5 COMMUNITY NEWS Protection of Coldstream Creek Coldstream Creek supplies 80% of the surface water flow to Kalamalka Lake, which is a significant drinking water source for the Greater Vernon area. The health and wellbeing of the public relies on protecting the quality of water in both the creek and the lake. Water sampling tests show that the water often exceeds BC water-quality guidelines for e-coli, fecal coliforms and enterococci, for both drinking water and recreational water. Bacteria tests found that water contamination from the feces of dogs, birds and other wildlife was moderately high 2016 CAPITAL PROJECTS and that the problem originated in many locations. A high level of nutrients and sediments enter the creek through runoff from both rural and urban properties. Livestock access to the creek can increase erosion, resulting in sediment and bacteria contamination. Fertilizers, including manure, that are spread too close to the creek can contribute to further contamination. What can the public do to reduce these problems of high nutrients and fecal contamination? The District of Coldstream encourages a no-mow zone adjacent to the creek and planting a buffer of native plants above the highwater mark of the creek on their property. As an example, this has been done in a number of locations throughout Creekside Park. This no-mow zone and plantings increase plant diversity, reduce erosion and help filter out contaminants before they reach the waterway. Fencing can limit access to the creek and discourage livestock and other domestic animals from excessive access to the creek. This will help reduce the amount of nutrients, sediment and other contaminants entering the creek. Coldstream also requires all dog owners to pick up dog feces and to discourage dogs from swimming in the creek. This way, owners can ensure they are doing their part to provide clean, safe drinking water. Share the Road During this time of year, recreational users increase their use of our roadways, resulting in congested use of some of our narrow roads. This increases the frustration levels of all users and can result in speeding, road rage, and requests to the District for traffic calming. We do have some complaints and we are aware of issues on our major roadways, but many of the speeding concerns come from local neighbouroods. These are areas where children are playing or going to a local park, and recreational users are less aware of their surroundings. Vehicular drivers are reminded to please be careful in these areas and watch your speed, as these are your friends, family and neighbours on the road. The District also reminds recreational users to be aware of your surroundings and try to stay to the right-hand side of the roadway. One request for traffic calming that will be constructed this season is a pair of speed humps on Kalamalka Road, between Aberdeen Road and Coldstream Elementary School. These types of traffic-calming devices are used as a last resort when other measures have not produced results. You will also notice that the District speed-reader board will be out within the community during the summer months along with auxiliary police officers the District uses for enforcement in problem areas. The District asks everyone to please respect posted speed limits and enjoy your summer in the outdoors. Any questions can be directed to the Director of Infrastructure Services at

6 Page 6 COMMUNITY NEWS Official Community Plan Update DEVELOPMENT SERVICES Following the Official Community Plan (OCP) public hearing held on December 7, 2015, Council and staff revised the Plan to address concerns that were brought up by residents of the community. Over the course of the next several months, numerous revisions were prepared for Council s consideration. The updated OCP Bylaw received second reading on April 25, The primary concern brought to Council over the past few months was the large amount of land included in the Coldstream Valley and the Riparian Development Permit areas. To address this concern, Council asked staff to review the proposed development permit areas to scale back the extent of the permit area within the community. As a result of this review, several properties were removed from the Coldstream Valley Development Permit area. The Riparian Development Permit area was also reviewed to see what, if any, changes were possible. In the case of the Riparian Development Permit area, the mapping was revised to include only land immediately adjacent to the water bodies rather than including the entire legal property. The proposed Riparian Development Permit area is for more than just fish protection. Land included in the riparian area provides important habitat for a variety of species found in the Coldstream community. Riparian areas also help to filter storm water before it reaches streams and creeks, provides room for high water flows during the spring runoff, and vegetation helps to limit streamside erosion. All of these functions will be looked at when streamside areas are developed. Property owners intending on developing land that is within either of these permit areas should contact staff to see what, if anything, is needed prior to development. The OCP also addresses matters including secondary suites and urban hens. Council established new policy regarding secondary suites. Policy now states that secondary suites can be allowed on a case-by-case basis through a rezoning process. This means that anyone wanting to have a secondary suite in a singlefamily home (not within the Rural Two RU.2 Zone) is required to apply to rezone their lot. The rezoning process will ensure that neighbours have a chance to comment on any request to have a secondary suite. The updated OCP maintains Council s position on bringing forward the zoning changes recommended in the Coldstream Agricultural Plan. This includes a recommendation to allow urban hens in residential areas of the community. Staff will be working on numerous revisions to the Zoning Bylaw over the next several months to incorporate these changes.

7 Page 7 COMMUNITY NEWS Public Works 2016 PUBLIC WORKS It was another busy year for the Coldstream Public Works Department. This past season was average to low for snow events. The District appreciates all the understanding and support received from the public during the snow events we did have. With all of the freezing and thawing activity last winter, crews have also been busy repairing the large number of potholes that have emerged as frost leaves the ground. This past winter was especially bad for creating potholes, and many communities, including Coldstream, are actively trying to stay on top of the situation. As we transition from spring to summer, a number of activities take place within the District. Now that the sweeping has been completed, the drainage infrastructure is being inspected, flushed and cleaned to ensure that the sediments are removed and the system is working appropriately. This helps not only to keep the infrastructure functional but also to reduce the amount of sediments being flushed into the local lakes and creeks. The spring melt this year was very manageable. Drainage ditches and culverts were inspected and cleaned; during the periods of high flows, these inspections were conducted on a daily basis. As the weather continues to improve, roadside mowing and brushing typically begins in mid-may and runs through until the middle to end of June. Depending on the weather, a second pass is often required in late August and early September. If our area experiences a long, hot dry spell, mowing activities may be suspended if the fire conditions become too great. An inadvertent spark from the mower could ignite a brush fire along the sides of the roads. District staff and the Regional District of North Okanagan's Greater Vernon Water have also been active in the last little while. Currently we are wrapping up the design work for Venables Drive and Kalamalka Road. This work will improve the water quality for customers in the area. Residents in this area may experience minor delays and are asked to exercise caution and to obey all trafficcontrol personnel and signage during construction.

8 Page 8 COMMUNITY NEWS 2016 PUBLIC WORKS Boulevard Maintenance The District receives numerous calls throughout the year regarding boulevard maintenance. A majority of enquiries relate to the maintenance of the boulevard, what can and cannot be done, and whose responsibility is it to perform the maintenance. To begin, let s start with the definition of a boulevard: Boulevard means the portion of a highway between the roadway or improved pathway and the boundary of a parcel of land adjacent to the highway. In other words, the area of land between the property line and the edge of pavement, sidewalk or other constructed pathway. Why do we have boulevards? Boulevards provide: space for utilities and utility-related infrastructure, both above and below ground; space for the storage of snow during snow removal; safety buffers between traffic, pedestrians, and private properties; space for sidewalks, trees, bus stops, fire hydrants and other infrastructure; space for drainage infrastructure; area for future roadway expansion; and where they are well maintained, improvement to the aesthetics and livability of a neighbourhood. Who is responsible for the maintenance of boulevards? In general, the property owner or occupier is responsible to maintain to the back of a curb or sidewalk. What kind of maintenance is required? Maintenance would include but not be limited to: mowing, pruning, line-trimming; keeping ditches clear; clearing appropriate space around fire hydrants; ensuring that plantings do not interfere with signage or sight lines; ensuring residential water shut-off valves are accessible; and ensuring safe and unobstructed passage on sidewalks and pathways for pedestrians and cyclists. Trees and shrubs should not extend over the sidewalk, pathway or road at a height of less than 2.75 metres (Traffic and Highway Regulation Bylaw No Section 14, Trees, Hedges and Fences). The property owner is also responsible for cleaning and maintaining driveway access culverts. What can be placed on a boulevard? A property owner or occupier, at their own expense, may add flower beds, plants and ground cover in a boulevard, provided such additions comply with the requirements of the District s Boulevard Maintenance Bylaw. What cannot be placed or done on a boulevard? Cause a disruption to drainage flows, place fill into a ditch, excavate in a ditch, or place any structure such as a retaining wall or fence, plant trees or place large rocks without the express written permission from the District.

9 Page 9 COMMUNITY NEWS 2016 PUBLIC WORKS What authority and responsibilities does the District have on boulevards? The District may require a property owner or occupier, within the boulevard adjacent to their property, to: remove any landscaping, plantings or additions located in the boulevard to facilitate work that the District deems necessary; and/or remove any landscaping, plantings or additions located in the boulevard that compromise s the safety of the public or may cause harm to other infrastructure located within the boulevard. What is a sighting triangle? A sighting triangle is the required sight lines for vehicles at an intersection and can be described as the area formed by a triangle created by 3 lines interconnecting a point on the 2 intersecting lot lines (front and side) 6 metres from the exterior lot corner. Within that triangle no property owner shall place or permit to be placed or grow any tree, shrub, plant, retaining wall, fence or other structure over 1 metre in height or any lesser height which constitutes a traffic hazard (Traffic and Highway Regulation Bylaw No Section 14, Trees, Hedges and Fences). The above is a small portion of the information contained in the Boulevard Maintenance Bylaw and the Traffic and Highway Regulation Bylaw. For more information and a complete copy of the bylaws go the District s website at Meet Your Neighbourhood Volunteer Firefighters Fire protection in Coldstream is provided by two fire halls one in west Coldstream, the other in Lavington each manned by volunteer firefighters. Todd Montgomery Coldstream Fire Hall Todd has been with the Coldstream Fire Hall since the beginning of Previously he served for nine years with the Okanagan Landing Volunteer Fire Department as Lieutenant and also as President of the Okanagan Landing Volunteer Fire Fighters Association. Todd is a third-generation fire fighter, with his grandfather Hugh serving in Steveston, BC when the first Air Raid Protection Unit in Canada was established, and his father Russ serving in the Okanagan Landing Fire Department for over 20 years. Todd works full time in outside sales and keeps busy at home with his wife and three children. He has many fond memories of growing up around the fire service and truly appreciates the value that Coldstream Fire Department brings to its community. When talking about the rewarding elements of being a volunteer firefighter, the fireworks, parades, serving hamburgers, time with friends, and 2:00 am calls to help those in need are all wonderful parts of what Todd loves about being a volunteer member with the Coldstream Fire Department. 10 Page 10 COMMUNITY NEWS There is no time like the present to plan for unforeseen emergencies that, while rare, do happen. The fact is, assembling a kit of necessities, talking with one s family and mapping out contingency plans are far, far easier to undertake before something happens. A plan crafted before an emergency happens not only considerably eases the stress and trauma of dealing with a crisis but it is more likely to be a well-thought-out plan. Hasty actions taken under extreme circumstances usually result in regrets. Planning and preparing now for your family, your pets and your treasured possessions will greatly reduce your risks and lessen the consequences of a disaster. The BC Government website, Public Safety and Emergency Services Emergency Preparedness, Response & Recovery contains a link to PreparedBC. This site is British Columbia s one-stop shop for disaster information. There you can find out the top 10 hazard risks in BC, how to build an emergency kit, and actions you can take in your neighbourhood to be better prepared in case of an emergency. Please visit their website at The Government of Canada s emergency preparedness website is There you will find valuable information so that you can be prepared if a disaster should occur. The North Okanagan Emergency Management office sincerely hopes that a disaster will never find you, but if one does, that you can protect yourself and your family by being prepared. BE BEAR AWARE The District of Coldstream is reminding residents of what they can do to stay safe and avoid destruction of black bears. When bears access human-provided food such as garbage, fruit trees and bird food, they become habituated to humans and often must be destroyed because they are a public safety risk. Habituated bears can t be relocated. Attempts at relocation have failed because the bears return to the same neighbourhood, or become a problem in another neighbourhood, or struggle to survive and compete for food in another bear s territory and often starve to death. Prevention is the best strategy to keep the communities safe and bears wild: Keep all garbage securely stored inside until the morning of collection day. Garbage is the #1 reason bears have to be destroyed. Pick all ripe fruit and clean up under fruit trees on a daily basis. Never approach or feed wildlife. Clean your BBQs after each use by burning off any food residue and emptying the grease catcher. If you encounter aggressive or dangerous wildlife, call the Conservation Officer Service reporting line at The Conservation Officer Service recommends the purchase and use of bear-resistant containers in areas that have repeatedly experienced bear problems. The website lists suppliers for these containers as well as additional information on attractant management.

Parking of vehicles with boat trailers, or vehicles with car-top boats (see * below), will cost $5.00 per day (purchased on site) OR $50 for the season. Kinloch Boat Launch parking area: The car-topper parking pass allows you to park in the Kinloch Boat Launch area, without a boat trailer. The pass can be obtained from the Coldstream Municipal Hall during regular office hours. There is limited parking at this boat launch. There is no charge for the car-topper pass. Passes are valid for the entire summer season. Vehicles without boat trailers that are parked without this pass may be ticketed or towed. Summer Parking Enforcement The Commissionaires will again be providing enforcement of the Traffic and Highway Regulation Bylaw dealing with parking or motorized vehicles in violation until September 5, 2016 (Labour Day long weekend). Patrols will be conducted on weekends only in May and June, and daily between July 1 and September 5. Patrols will be for a period of 8 hours per day, with 10 hours per day on weekends and statutory holidays during July and August. An additional Commissionaire will be posted at the Kalavista boat launch parking lot on weekends in July and August. The areas being patrolled include the following, with other areas on an as-needed basis: Kal Beach: Kalamalka Road Kirkland Beach: Kirkland Drive and parking lot Westkal Road lake accesses and boat launch Kalavista boat launch and parking lot: Kalavista Drive Kinloch boat launch and parking: Kinloch Drive Red Gate at Kalamalka Lake Provincial Park: Kidston Road Yellow Gate at Kalamalka Lake Provincial Park: Kidston Road Ponderosa Way and Tamarack Drive Creekside Skateboard Park: Kidston Road Soccer fields adjacent to Kidston School: Cunliffe Road Our Lady of the Valley Catholic Church: on Middleton Drive on Sunday mornings

This award celebrates individuals who go above and beyond in their dedication and service to others and who devote time and energy to making their communities more caring, dynamic, beautiful, healthy, and unique. They inspire by their example. You may nominate any current or former resident of Coldstream. Exceptions are current members of Council and District staff. Posthumous nominations will not be accepted. Nominations can be submitted to the District until September 30 each year, and the award(s) is presented at a Council meeting in late October or early November.
