2 Board of Directors Minutes Regular May 20, 2015 APPROVAL OF AGENDA Board of Directors May 20, 2015 Moved and seconded by Directors Cunningham and Acton That the Agenda of the May 20, 2015 regular meeting of the Board of Directors be approved as amended: - In Camera - Section 90(1)(e) ADOPTION OF MINUTES Board of Directors May 6, 2015 Moved and seconded by Directors Lord and Cameron That the minutes of the May 6, 2015 meeting of the Board of Directors be adopted as circulated. NEW BUSINESS Bylaw 2670 Building Moved and seconded by Directors Fleming and Brown That Building Bylaw No. 2670, 2015, be given First Reading. Moved and seconded by Directors Fleming and Halvorson That Building Bylaw No. 2670, 2015 be referred to legal counsel, advisory planning commissions, internal departments and outside agencies involved in the construction industry. Bylaw 2678 Greater Vernon Water Metering Moved and seconded by Directors Cunningham and Lord That Greater Vernon Water Metering Bylaw No. 2678, 2015, as amended at the May 7, 2015 Greater Vernon Advisory Committee meeting, be given First, Second and Third Readings. Moved and seconded by Directors Dirk and Lord That Greater Vernon Water Metering Bylaw No. 2678, 2015 be Adopted. Petition Results for the South Vernon Irrigation District East and Issues with Swan Lake Weir Moved and seconded by Directors Cunningham and Lord That the Water Licenses supported by storage on Swan Lake (F and C021424) be officially abandoned immediately; and further, That staff be directed to undertake a petition process for the South Vernon Irrigation District East (SVID-E) to decide between two options for the future of the irrigation district:

3 Board of Directors Minutes Regular May 20, 2015 Option 1 That the existing irrigation network be upgraded and connected to the Claremont Well (with a temporary connection to Greater Vernon Water). The cost of these improvements and operation and maintenance to be reflected in new revised rates, or Option 2 That the irrigation district be dissolved. Petition Results and Dissolving of the South Vernon Irrigation District West Moved and seconded by Directors Mund and Quiring That the South Vernon Irrigation District West (SVID-W) service provided by Greater Vernon Water be dissolved; and further, That Greater Vernon Water cease to operate, manage and invoice for the SVID-W service; and further, That Greater Vernon Water provide a credit on account for the first quarter of 2015 of the fees invoiced under Schedule A Section 17 of the Water Rates Imposition Bylaw by SVID-W participants resulting from a discontinued service. Greater Vernon Museum and Archives Board Appointments Moved and seconded by Director Quiring and Alternate Director Randell That the following appointments be made to the Greater Vernon Museum and Archives Board: - Gabriel Newman - Two-year term (re-appointment) - Dan Stuart - Two-year term (new-appointment) Greater Vernon Sub-Regional Parks and Trails Dogs on Beaches Moved and seconded by Directors Fleming and Cunningham That the request to amend Greater Vernon Parks Regulation Bylaw No. 2594, 2013 to allow dogs on public beaches within the Greater Vernon Sub-Regional Parks and Trails Service be denied. Bid to Host BC 55+ (Seniors) Games Moved and seconded by Directors Lord and Cunningham That the s bid to host the BC 55+ Games in 2017, 2018 or 2019 be supported, with the preference being the 30th Anniversary Games in Moved and seconded by Directors Dirk and Fleming That if the s bid to host the BC 55+ Games in 2017, 2018, or 2019 is successful, the Regional District through the Greater Vernon Recreation and Programming Grant Service (063), agrees to commit proportional financial support towards the $60,000 cash contribution to the BC 55+ Games Host Society in the budget year that the Games are awarded.

4 Board of Directors Minutes Regular May 20, 2015 Moved and seconded by Directors Dirk and Cunningham That if the s bid to host the BC 55+ Games in 2017, 2018, or 2019 is successful, the Regional District, through the Greater Vernon Parks, Recreation and Culture Function (060), agrees to provide in-kind support to the BC 55+ Games Host Society, through Grants In-Lieu of the facility-use costs associated with the use of Regional District owned/managed parks and facilities for the purposes of the Games, in the budget year that the Games are awarded. Water Source Protection Moved and seconded by Directors Dirk and Cunningham That a letter be sent to the Ministry of Forest, Lands and Natural Resource Operations and the Ministry of Environment expressing an interest for the Regional District of North Okanagan to engage in discussions with the Province regarding the protection of community watersheds including restricting access to the community watersheds and implementation of increased enforcement of current regulations. Clean Air Day Moved and seconded by Directors Lord and Acton That the provision of free North Okanagan and UBCO Connector Transit service on route number 90 on National Clean Air Day, Wednesday June 3, 2015, during Environment Week be supported. Moved and seconded by Directors Acton and Lord That the provision of free North Okanagan and UBCO Connector Transit service on route numbers 60 and 61 on National Clean Air Day, Wednesday June 3, 2015, during Environment Week be supported.
