CARRIED ADOPTION OF THE MINUTES: #251/13 MOVED by Councillor O Sullivan, seconded by Councillor Britton that the Minutes of the Regular Meeting of September 9, 2013, be adopted. CARRIED DELEGATIONS: Draft for Approval Acting Mayor Nitchie welcomed Mr. Glen Lucas, General Manager of the BC Fruit Growers Association (BCFGA), to the meeting. Mr Lucas took the floor presented Council with an update on the Fruit Growers Association activities including an industry update on competitiveness, housing for foreign workers, water, invasive pests and municipal-regional programs currently in place. Acting Mayor Nitchie thanked the delegation for his presentation and he left the meeting. PRESENTATION OF REPORTS: Public Works Committee: Councillor J. Trainor (Chair) Public Works Manager s Report Councillor Trainor reviewed the Public Works Manager s September 19 th, 2013 report which outlined the various works conducted by the Public Works department. It was noted that the Fall Compostable Clean Up will happen on November 4 th. Page 5 of 25

Rowe (Chair) Lease Agreement Renewals Chamber of Commerce & Museum Councillor Rowe reviewed the renewal of three lease agreements, two with the Chamber of Commerce and one with the Armstrong Spallumcheen Museum and Arts Society. All three agreements will expire December 31, Armstrong Spallumcheen Fire Inspection, Investigation & Incident Call Out Reports, August 2013 Chamber of Commerce Update #252/13 MOVED by Councillor Rowe, seconded by Councillor Britton that the Council of the City of Armstrong authorize staff to execute the following renewal lease agreements with: The Chamber of Commerce for the property located at 3550 Bridge Street for the term of January 1, 2014 to December 31, 2013; The Chamber of Commerce for the property legally described as unused highway situated between Lots 1 and 2, Plan 28848, Section 5, Township 35, KDYD, located at (approximately) 3201 Smith Drive for the term of January 1, 2014 to December 31, 2013; and The Armstrong Spallumcheen Museum and Art Society for the property located at 3415 Pleasant Valley Road for the term of January 1, 2014 to December 31, CARRIED Community Services Committee: Councillor P. Britton (Chair) Councillor Britton reviewed the Armstrong Spallumcheen Fire Inspection, Investigation and Incident Call Out Reports for August The report was received for information only. #253/13 MOVED by Councillor Britton, seconded by Councillor Trainor that the Armstrong Spallumcheen Fire Inspection, Investigation and Incident Call Out Reports for August 2013 be received and filed. CARRIED Draft for Approval Councillor Britton reviewed the Chamber of Commerce September 23 rd Monday Morning Memo which outlined upcoming events throughout the community including: Business after Business on September 25 th, at the Bargain Bin starting at 5:30 p.m. The Chamber sent out eight relocation packages last week to various individuals across Canada. The update was provided for information only. City of Vernon Re: RDNO Funding of Restorative Justice Society Councillor Britton reviewed the City of Vernon s correspondence to the Regional District regarding funding of the Restorative Justice Society. 7 Minutes of the Regular Council Meeting September 23, 2013 Pleasant Valley Secondary School Re: Invitation to Support the PVSS Breakfast Program Councillor Britton reviewed the Pleasant Valley Secondary School s (PVSS) correspondence requesting support for the PVSS Breakfast Program. The Breakfast program runs twice a week at no cost to the students. PVSS relies on local businesses to supply food for the students. The Chamber of Commerce has forwarded this information out to its members to inform them of this worthy cause. The correspondence was provided for information only. Planning & Development committee: Councillor R. Nitchie (Chair) Supplementary Report: OCP/Zoning Amendment Application # OR Re: 2440 York Avenue & 2240 Bradley Drive Royal York Golf Course Active Communities Trail Committee Re: Letter of Support for Establishment of a Natural Park Royal York Golf Course Acting Mayor Nitchie reviewed the Planner s supplementary report for OCP/Zoning Amendment application # OR regarding the properties located at 2440 York Avenue and 2240 Bradley Drive, Royal York Golf Course. The supplemental report includes additional information, that had been received after the original report was released, as well as three changes to the developer s plan, as follows: R.7 zone minimum site size reduced from 1.0 ha (2.0 ac) to.25 ha (.62 ac); Bare land strata lots, in excess of 600 m 2 be permitted to have a higher domestic garage (6 metres); and Rezone a portion of Lot 28, Plan 861 to P.1 zone for park use. Acting Mayor Nitchie reviewed the correspondence from the Active Communities Trail Committee regarding a letter of support for the establishment of a natural park by the Royal York Golf course. The correspondence was provided for information only. OTHER APPOINTMENTS: A/S Parks and Recreation Commission Councillor K. Rowe Councillor Rowe reported that the next Parks and Recreation Commission meeting will be on September 25 th. Okanagan Regional Library Board Councillor R. O Sullivan Draft for Approval Councillor O Sullivan stated that the Library Board met on September 11 th and topics discussed included: The draft budget with the final budget to be adopted on November 16 th. Staff are currently in negotiations with both of their unions. Age Friendly Community Committee Councillor R. O Sullivan Councillor O Sullivan stated that the next Age Friendly Community Committee meeting will be on October 2 nd. MAYOR S REPORT Acting Mayor Nitchie reported that his welcoming speech opened the reception at the BC Chamber Executives 2013 Conference and AGM. 80% of the trade show booths that were set up at the Conference were from the Armstrong and surrounding areas. 8 Minutes of the Regular Council Meeting September 23, 2013 RDNO BUSINESS: Building Permit & Building Inspections Report for August 2013 Acting Mayor Nitchie reviewed the Building Permit and Inspections Report for August The report was provided for information only. #254/13 MOVED by Councillor Trainor, seconded by Councillor Britton that the City of Armstrong receive and file the Building Permit and Building Inspections Report for August CARRIED Board of Director s Report Regional District of North Okanagan Re: Collection of Packaging and Printed Paper from Residents 2013 UBCM Convention Councillor Fowler reported that the Regional District Board has not met since before Council s last meeting. Acting Mayor Nitchie reviewed the Regional District of North Okanagan correspondence regarding the collection of packaging and printed paper (PPP) from residents. Administrator Ferguson explained that Multi-Material British Columbia (MMBC) deadline has been extended. If MMBC begins collecting PPP, homeowners will no longer need to pay a recycling fee to their municipality; businesses will now be responsible for the costs. Armstrong homeowners currently pay $19.08, per year, for their recycling fees and commercial businesses deal with their own recyclables. The UBCM executive will be looking into this more. Acting Mayor Nitchie invited Council to share the events they participated in at the UBCM Convention. Council members that attended UBCM provided a brief account of the workshops experienced. BYLAWS: Bylaw # 1742 (Zoning Text Amendment ) #255/13 MOVED by Councillor Britton, seconded by Councillor Trainor that the City of Armstrong Zoning Text Amendment Bylaw No receive Third Reading. Draft for Approval Discussion ensued regarding the Zoning Text Amendment: Properties along the highway should be used to encourage more visitations to the City, or a more commercial use, not a storage facility. A development permit (DP) is required for 2900 Smith Drive. The DP will define what the road dedication will be, curbing and landscaping requirements. The C.2 Zone already allows for a variety of business activities. CARRIED Opposed: Acting Mayor Nitchie and Councillor O Sullivan Page 8 of 25 Page 4 of 6

CARRIED Bylaw #1740 (OCP Amendment Bylaw) #257/13 MOVED by Councillor Britton, seconded by Councillor Trainor that the City of Armstrong Official Community Plan Amendment Bylaw No receive Second Reading, as Amended. CARRIED Fire Chiefs Association of BC Re: Request for Support of the BC Smoke Alarm Movement Bylaw # 1741 (Zoning Amendment Bylaw) #258/13 MOVED by Councillor Fowler, seconded by Councillor Rowe that Second Reading of the City of Armstrong Zoning Amendment Bylaw No be Rescinded. CARRIED Bylaw # 1741 (Zoning Amendment Bylaw) #259/13 MOVED by Councillor Rowe, seconded by Councillor Trainor that the City of Armstrong Zoning Amendment Bylaw No receive Second Reading, as Amended. CARRIED CORRESPONDENCE: Administrator Ferguson reviewed the correspondence from the Fire Chiefs Association of BC requesting Council to support the BC Smoke Alarm Movement. #260/13 MOVED by Councillor Trainor, seconded by Councillor Rowe that the Council of the City of Armstrong receive and file the Fire Chiefs Association of BC correspondence. CARRIED Draft for Approval Councillor Fowler left the room. BC Communities in Bloom Re: enhancing community Liveability Administrator Ferguson reviewed the correspondence from BC Communities in Bloom (BC CiB) regarding enhancing community livability. BC CiB are requesting a donation of $ for their 10 th anniversary event, which will take place at the Sun Rivers Resort Community in Kamloops. #261/13 MOVED by Councillor Rowe, seconded by Councillor O Sullivan that the Council of the City of Armstrong donate $ to go towards the BC CiB 10 th anniversary event.
