We believe that funding for an intern will help the Cultural Centre to provide exposure and marketing opportunities for their products and services, as well as support for the creation and marketing of their fine crafts. Council believes that this grant will also assist local elders to teach their skills and mentor individuals to learn more about traditional indigenous culture. 15 AGENDA ITEM #3.1 Date: October 27, 2017 Memo to: Mayor and Council From: Kevin Crook, Chief Administrative Officer Subject: Permissive Tax Exemption Bylaw RECOMMENDATION That Council adopt Permissive Tax Exemption Bylaw No. 980, 2017, a bylaw to provide for permissive tax exemptions for the year 2018, as amended. REPORT Purpose To adopt a bylaw that provides permissive tax exemption for the 2018 year to selected properties pursuant to the Community Charter section 224. Background Each year, the District provides permissive tax exemptions to the taxable portions of lands held by religious institutions providing public places of worship, to the recreational portion of the Stuart Lake Golf Club for recreational purposes, and to not for profit organizations for lands and improvements used for the purposes of the organization. Since first three readings on October 25, the building known as Pope Mountain Arts has been added [Section 3 (d)] to the bylaw. Details On the basis of information available, tax exemptions on the properties shown in the draft bylaw are recommended. If adopted, these properties will not be charged property tax for the exempted portions of their lands and/or improvements. FINANCIAL/PROGRAM IMPLICATIONS Reductions to District revenue are estimated at $7,000 based on 2017 assessment values and tax rates. The Council of the District of Fort St. James enacts as follows: 1. 18 Date: October 17, 2017 Report to: Mayor and Council From: Kevin Crook, Chief Administrative Officer Subject: Zoning Amendment Pajama Holdings Ltd. RECOMMENDATION That Council give first and second reading to Zoning Bylaw Amendment No. 31, Bylaw No. 982, 2017 ; REPORT Purpose To consider a proposal to rezone a parcel of land, as requested by Jayce Mann, and to give the zoning amendment bylaw first readings. Background Pajama Holdings Ltd. has requested rezoning of eight parcels located between Douglas Avenue and 2 nd Avenue East from C-2 Commercial Highway to I-1 Industrial Service. These eight parcels are among two rows of six lots (total of 12) that are separated by an abandoned alleyway. Four of the lots are already zoned I-1, while the remainder are zoned C-2. The proposed use for all of the parcels is warehousing and storage, and eventual office space, for J-Mann Electric. Mr. Mann is also interested in acquiring the alleyway mentioned above, and eventually consolidating 12 lots into one or two lots. If Council chooses to give first readings to this bylaw, a public hearing will be scheduled. All of the lots are, and will continue to be, part of a development permit area. FINANCIAL/PROGRAM IMPLICATIONS None. RELATIONSHIP TO THE OFFICIAL COMMUNITY PLAN/STRATEGIC PLAN The OCP designation for all of the lots is Light Industrial, so this proposal conforms to the Official Community Plan.
