MINUTES Regular meeting of Council - March 6, 1995 that the minutes of the Regular meeting of Council held March 6, 1995 be adopted. R DELEGATIONS (a) R. Kollin, Access to All Society - Affordable Housing On behalf of Access to All Society, R. Kollin outlined a number of points related to affordable housing in the City. He cited a number of low-income groups whose shelter costs often run to over 80% of incomes, and stated his intention to work with the City to explore ways to set up affordable accommodation with a minimal amount of income support from any level of government. He asked that the municipal property at Nelson Avenue not be advertised for sale for three months, to give Affordable Housing time to put together a presentation. R. Kollin gave notice that he wishes to give the second phase of his presentation at the regular Council meeting on March 20, 1995.

R BY-LAWS TO BE ADOPTED Moved by Councillor Wiebe, seconded by Councillor Lee, that By-law No , cited as "Motor Vehicle Noise Abatement By-law, 1995", now be adopted. R Opposed: Councillors Boyes, Funk, and Warawa Moved by Councillor Gibson, seconded by Councillor Funk, that By-law No , cited as "Redundant By-laws Repeal By-law No.4, 1995", now be adopted. R MINUTES AND CORRESPONDENCE Moved by Councillor Gibson, seconded by Councillor Robertson, that the following minutes and correspondence be received: (a) Minutes of the Annual General meeting of Ledgeview Properties Ltd. held March 6, 1995; (b) Minutes of the C.F.V. Fairs Association Special Board of Directors meeting held January 7, 1995; (c) Minutes of the C.F.V. Fairs Association Board of Directors meeting held January 24, 1995; (d) Minutes of the Fraser Valley Regional Library Board meeting held February 22, 1995;

Spink expressing appreciation for the establishment of a community police presence in Matsqui Village; (g) Correspondence received March 3, 1995 from the Minister of Environment, Land and Parks and Minister Responsible for Multiculturalism and Human Rights requesting nominations for the "Minister's Environmental Award" to be presented during Environment Week, June 4 to 10, 1995; (h) Correspondence dated February 17, 1995 from the Mining Association of B.C. seeking nominations for "Mining Person of the Year", "Mining Industry Person of the Year", and "Mining Community of the Year", to be presented during Mining Week, May 28 to June 3, 1995; (i) (j) Correspondence dated February 22, 1995 from the Canada Committee for the International Year of the Family providing the final report with recommendations for continuing family policy research, education and outreach in Canada; Correspondence dated March 7, 1995 from the Fraser Coalition for Sustainable Forests inviting attendance at its first meeting on March 25, 1995 from 9:00 a.m. to 3:00 p.m. at the Robson Square Centre in Vancouver; (k) Correspondence dated February 27, 1995 from the Canada-B.C. Partnership Agreement on Forest Resource Development: FRDA II Advisory Committee of B.C. requesting support of a future Federal-Provincial agreement to replace the existing Forest Resource Development Agreement;

4 Page 4 (1) Correspondence dated February 27, 1995 from the Lark Group regarding Huntingdon Road properties; (m) News Release dated March 2, 1995 from the Ministry of Forests announcing the new allowable annual cut for the Fraser Timber Supply Area. R Moved by Councillor Ross, seconded by Councillor Warawa, that John Richards and the Abbotsford Recycling Depot be nominated for the Minister's Environmental Award. R Moved by Councillor Ross, seconded by Councillor Boyes, that support be given to a joint F ederall Provincial program on forest resource development in R REPORTS (STAFF/COMMITTEES) (a) Matsqui Dyking and Drainage - March 1, 1995 that the minutes of the Matsqui Dyking and Drainage Committee meeting held March 1, 1995, be approved. R (b) Community Grant Applications Received A report dated March 9, 1995 from the City Manager summarized the 25 community grant applications received by the deadline. The total amount requested is $307,355, excluding the $15,000 grant already approved for the 1995 International Band Festival and the grants provided through the Parks and Recreation budget.

Cochran advised that the applicants have been offered the opportunity to make a short presentation to Council at its Executive Committee meeting on March 20, Copies of their applications will be circulated to Council prior to this meeting. The fee-for-service payment of $74,000 to the Chamber of Commerce, tax relief applications, and any other Council concerns can also be addressed at that meeting. that the report from the City Manager providing a summary of community grant applications, be received. R BY-LAWS (a) By-law No , Tax Prepayment By-law - authorizes Collector to receive money for taxes before due date and provide rate for interest paid that By-law No , cited as "Tax Prepayment By-law", now be introduced and read a first, second and third time. R NEW BUSINESS (a) F.C.M. - Proclamation Moved by Councillor Gibson, seconded by Councillor Warawa that, as requested in correspondence dated February 15, 1995 from F.C.M., March 21, 1995 be proclaimed "The International Day for the Elimination of Racial Discrimination". 6 Page 6 (b) Kiwanis Club of Abbotsford - Banner Moved by Councillor Robertson, seconded by Councillor Wiebe that, as requested in correspondence dated March 9, 1995 from the Kiwanis Club of Abbotsford, permission be granted to erect a banner advertising Red Cross Blood Donor's Clinics scheduled for April 18-20, July 26-27, October 31-November 2, 1995, February 6-8, R (c) AWW A Teleconference on Safe Drinking Water - B. Boyes Councillor Boyes reported on the A WW A Teleconference on Safe Drinking Water that he recently attended. The conference covered important points such as increasing treatment constraints, public health concerns and other issues relating to safe drinking water programs throughout the United States and Canada. Moved by Councillor Boyes, seconded by Councillor Ross, that the verbal report on the A WW A Teleconference on Safe Drinking Water be received. R (d) Fishtrap Creek Park - Proposal to Rename - S. Gibson Moved by Councillor Gibson, seconded by Councillor Wiebe, that the 40-acre park in west Clearbrook, known unofficially as "Fishtrap Creek Park", be renamed "Clearbrook Park". It was suggested that Ellwood Park might be a more appropriate name, after Gordon Ellwood. It was also noted that "Fishtrap Creek Park" was an official name. Moved by Councillor Warawa, seconded by Councillor Wiebe, that the subject of a new name for "Fish trap Creek Park" be postponed to a future Executive Committee meeting, to permit time for consideration and debate. 7 Page 7 (e) Mining - Sumas Mountain Moved by Councillor Lee, seconded by Councillor Robertson that, in view of the increased quarry and rock extraction activity on Sumas Mountain and remarks made at a public hearing in Straiton, staff investigate the restriction and regulation of soil removal and quarry operations in the City and report back to Council.
