ADOPTION OF MINUTES.1 Regular Meeting of Council - July 10, 1995 Moved by Councillor Wiebe, seconded by Councillor Robertson, that the minutes of the Regular meeting of Council held July 10, 1995, be adopted. R CARRIED. 3. BUSINESS OUT OF MINUTES.1 Abbotsford Racquets Club, Old Yale Road - Development Variance Permit No Report No dated July 12, 1995 from the Manager, Current Development recommended approval of Development Variance Permit No. 1013, to allow for the construction of a patio 2.64 m from the southern lot line rather than the required 3 m. The owners have agreed to the contents of the permit and surrounding property owners and occupiers had been notified that they may comment on the proposal.

Spencer - Canada Day Committee - Recognition The Mayor presented plaques to D. and R. Spencer in recognition of efforts on past Canada Day Committees. 5. CONSENT AGENDA 5.0 BY-LAWS TO BE ADOPTED Sweeney, that the following by-laws now be adopted:.1 By-law No , cited as "District of Abbotsford Zoning By-law No , Amendment By-law No ";.2 By-law No. 3817, cited as "Zoning By-law, 1985, Amendment By-law No. 485";.3 By-law No. 3832, cited as "Zoning By-law, 1985, Amendment By-law No. 496"; and.4 By-law No , cited as "District of Abbotsford Zoning By-law No , Amendment By-law". 3 :49 p.m. in the Matsqui Centennial Auditorium Page MINUTES AND CORRESPONDENCE TO BE RECEIVED Moved by Councillor Gibson, seconded by Councillor Robertson, that the following minutes and correspondence be received:.1 Minutes of the Coat of Arms Review Committee meetings held June 14, June 28, and July 11, 1995;.2 Minutes of the Abbotsford Traffic Safety Advisory Committee meeting held May 17, 1995;.3 Minutes of the Airport Advisory Committee meeting held July 5, 1995;.4 Minutes of the Central Fraser Valley Regional District Board meeting held June 22, 1995;.5 Minutes of the Central Fraser Valley Hospital District Board meeting held June 22, 1995;.6 Minutes of the Fraser Valley Regional Library Board meeting held June 28, 1995;.7 Correspondence dated July 5, 1995 from the Minister of National Defence regarding the closure of Canadian Forces Base (CFB) Chilliwack;.8 Correspondence dated June 30, 1995 from the Minister of Municipal Affairs responding to Council's concerns regarding Bill 11, the Growth Strategies Statutes Amendment Act;.9 Correspondence dated May 29, 1995 from the Minister of Small Business, Tourism and Culture providing information on "CultureWorks!", an integrated set of Provincial initiatives to assist arts and culture;.10 Correspondence dated July 4, from the Federation of Canadian Municipalities (FCM) requesting resolutions for consideration at the September 1995 meeting of the FCM National Board of Directors;

Paint Care Association advising of paint collection and exchange at Tri-Waste CleanCare Facility, Peardonville Road, Saturday July 22, 1995, 9:00 a.m. to 3:00 p.m.;.12 Correspondence dated July 11, 1995 from the Abbotsford News addressing B. Zalot's complaint concerning the Here's Abbotsford Guide;.13 Correspondence dated July 6,1995 from P. Hanna commending the Parks Department on the landscaping of Mac1ure Road between Gladwin Road and Clearbrook Road;.14 UBCM Releases providing information on: Impacts of Bill 55 on Local Government; and Introduction of new legislation. R CARRIED. With reference to item 5.1.4, the issue of stipends was discussed as they related to service by Councillors on Boards, Committees and Regional Districts. Moved by Councillor Wiebe, seconded by Councillor Gibson, that the issue of stipends be reviewed and discussed at an upcoming Executive Committee meeting. R CARRIED. With reference to item 5.1.2, two recommendations of the Abbotsford Traffic Safety Advisory Committee were discussed. Moved by Councillor Warawa, seconded by Councillor Ross, that staff prepare a report on which municipal streets currently have speed limits that do not meet the criteria used to justify designated speed limits. R CARRIED.

5 :49 p.m. in the Matsqui Centennial Auditorium Page 5 Moved by Councillor Warawa, seconded by Council Boyes, that support be given to the Traffic Safety Committee's request that the Ministry of Transportation and Highways initiate a program to collect outstanding traffic fines. R CARRIED. Opposed: Councillors Robertson and Wiebe. 6. REPOR TS CST AFF / COMMITTEES) None. 7. BY-LAWS.1 By-law No , District of Abbotsford Official Community Plan By-law No , Amendment By-law - Establishes an Advance Street Plan for the Area South of Highway No.1 and Adjacent to Highway No. 11 Sweeney, that By-law No , cited as "District of Abbotsford Official Community Plan By-law No , Amendment By-law", now be introduced and read a first time. R CARRIED. Opposed: Councillor Boyes Moved by Councillor Wiebe, seconded by Councillor Robertson, that By-law No is consistent with the most recent capital expenditure program, waste management plan, and economic strategy plan. NEW BUSINESS.1 District of Tumbler Ridge - Resolution - Inability to Sell Mobile Homes in Tax Sales Moved by Councillor Warawa, seconded by Councillor Robertson that, as requested in correspondence dated June 29, 1995 from the District of Tumbler Ridge, Council support a resolution to UBCM regarding the inability to sell mobile homes in tax sales. R CARRIED..2 Shinerama Shinerama Days - September 16 to 20, 1995 Moved by Councillor Gibson, seconded by Councillor Sweeney that, as requested in correspondence dated June 26, 1995 from Shinerama, September 16 to 20, 1995 be proclaimed "1995 Shinerama Days", with the proviso that Shinerama be advised that car washes be set up in service stations where the water drains into the sanitary sewer. R CARRIED. Opposed: Councillor Warawa.3 Canadian Diabetes Association - Canvassing - November 1 to 15, 1995 Boyes that, as requested in correspondence dated July 10, 1995, permission be granted for the Canadian Diabetes Association to canvass door-to-door in the City of Abbotsford from November 1 to 15, R CARRIED.
