Cooper Media Present: Rogers Cablesystems Public Present: 2 1. CALL TO ORDER The Chairman called the meeting to order at 4:05 p.m. 2. ADOPTION OF MINUTES.1 Regular Meeting of Council - February 5, 1996 Robertson, that the minutes of the Regular meeting of Council held February 5, 1996, be adopted. R7l-96 CARRIED. 3. BUSINESS OUT OF MINUTES.1 F.C.M. Membership Dues Correspondence dated January 11, 1996, from the Fraser Valley Regional District recommended that F.C.M. membership dues for member municipalities and electoral areas of the F.V.R.D. be paid as a regional membership. Robertson, that F.C.M. membership dues be paid as a regional membership of the Fraser Valley Regional District. R72-96 CARRIED. Opposed: Councillor Funk

CONSENT AGENDA 5.0 BY-LAWS TO BE ADOPTED Moved by Councillor Robertson, seconded by Councillor Wiebe, that the following by-laws now be adopted:.i By-law No. 3691, cited as "Zoning By-law, 1985, Amendment By-law No. 438";.2 By-law No , cited as "Records Management Retention Schedule By-law, 1996";.3 By-law No , cited as "Parks By-law, 1996";.4 By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 547"; and.5 By-law No , cited as "Matsqui Official Community Plan Amendment By-law No. 193". R73-96 CARRIED. 5.1 MINUTES AND CORRESPONDENCE TO BE RECEIVED Moved by Councillor Robertson, seconded by Councillor Gibson, that the following minutes and correspondence be received:.i Minutes of the Inaugural meeting of the Greater Vancouver Regional District Board of Directors held December 8, 1995;.2 Correspondence dated January 25, 1996, from the Ministry of Health and Ministry Responsible for Seniors enclosing a fact sheet for the Fraser Valley Ground Water Monitoring Program;

Festival of the Arts advising that the City of Abbotsford was not successful in its bid to host the 1997 and 1998 B.C. Festivals of the Arts;.4 Correspondence dated January 30, 1996, from M.S.A. General Hospital to the Honourable Elizabeth Cull, appealing the recent decision of the Provincial Government not to sign the cost estimates to enable commencement of working drawings for the new hospital, which has delayed the project;.5 Correspondence dated February 5, 1996, from L. Armour, Totally Hip Software Inc., expressing appreciation to the Director of Engineering for his assistance during the recent snowfall;.6 Year-end Statistical Report for the B.C. Information and Privacy Office; and.7 Development Services Building Report to January R74-96 CARRIED. With reference to item I, it was pointed out that the City was not consulted for approval to allow Greater Vancouver Regional District representatives to participate in the Cascadia Metropolitan Forum. Two Councillors commented on item 4, suggesting that copies of the letter be sent to local Members of the Legislative Assembly, and asking that the Mayor bring the new provincial leader up-to-date on the hospital si tuation, after the Provincial election. With respect to item 5, Council congratulated the Director of Engineering and the snow removal crews on the service provided to the community after the recent heavy snowfall. One Councillor suggested that all perishable commodities should be considered for exemptions from the road restrictions, similar to milk and feed trucks. Item 2 generated some discussion, with some members of Council of the opinion that more attention is necessary to improve the quality of water, while others maintained that a serious problem does not exist.

NEW BUSINESS.1 Police-Based Victim Services Program and Healthy Community Program - Requests for Funding Robertson, that the request for funding from the Police-Based Victim Services Program be approved in the amount of $32,980. R75-96 CARRIED. Moved by Councillor Warawa, seconded by Councillor Funk, that the request to fund the Healthy Community Program be denied. R76-96 CARRIED. Opposed: Councillor Boyes.2 Abbotsford Community Legal Services - Appointment Correspondence dated January 31, 1996, from Abbotsford Community Legal Services requested the appointment of a Family Court Committee, as provided in the Provincial Court Act. A list of eight people to serve as founding members was proposed. Moved by Councillor Boyes, seconded by Councillor Lee, that the list of members to serve on a Family Court Committee, as proposed by Abbotsford Community Legal Services in correspondence dated January 31, 1996, with the addition of G. Cropley of the Abbotsford Youth Commission, be approved. R77-96 CARRIED.

5 :05 p.m. in the Matsqui Centennial Auditorium Page 5 Councillor Peary joined the meeting at 4:20 p.m. 10 costume to promote Yale Secondary's production of the Wizard of Oz..3 Non-partisan Checklist for Provincial Premier Moved by Councillor Gibson, seconded by Councillor Robertson, that a list of items of a non-partisan nature be prepared and submitted to the three official provincial party leaders, and that their responses be made available to the public for information. One Council member suggested that such a resolution was inappropriate as it bordered on partisan politics. The motion was then put and R78-96 CARRIED. Opposed: Councillor Boyes 9.
