THAT Council appoint Mayor Henry Braun to the Greater Vancouver Regional District (GVRD) Board with four (4) votes; 2. THAT Council appoint Councillor Sandy Blue to the Greater Vancouver Regional District (GVRD) Board with four (4) votes; and 3. THAT Councillor Les Barkman be appointed as the alternate Council appointee to the Greater Vancouver Regional District (GVRD) Board, to act in the absence of either Mayor Henry Braun or Councillor Sandy Blue. REPORT CONCURRENCE General Manager The General Manager concurs with the recommendation of this report. City Manager The City Manager concurs with the recommendation of this report. SUMMARY OF THE ISSUE The City of Abbotsford, as a member of the Greater Vancouver Regional District (GVRD) Board parks function only Board, has eight (8) votes to be distributed to two appointed Council members. Council must appoint members, along with their respective weighted votes, as well as alternates, to the GVRD Board. BACKGROUND Pursuant to the Local Government Act, Council must appoint from amongst its members directors to the Greater Vancouver Regional District (GVRD) Board; must distribute the applicable votes to the appointed municipal directors; votes are to be equally distributed among the directors, as directed by Council, with no director having more than five (5) votes, and any difference in votes not being greater than one; and may appoint from amongst its members alternate municipal directors to take the place of an absent municipal director.

2 Report No. COR Page 2 of 2 As a result of the 2016 Census, the total number of votes to be distributed amongst the two appointed Council members has increased from 7 to 8. DISCUSSION Appointments are made at the pleasure of Council. The term of office of a municipal director begins when the person takes the oath of office and continues until the earliest of another director taking office in the original director s place or the director ceasing to be a member of the Council before the next general local election. The recommendation of Mayor Henry Braun is to appoint the members below to the GVRD Board. At the Inaugural Meeting, any new directors will be sworn in and a Chair and Vice Chair will be elected. The Board will see a change in its number of directors and votes as a result of the 2016 federal census. The number of directors will increase from 38 to 40, and the number of votes will increase from 129 to 134. Abbotsford participates in the regional district's parks function; it will continue to be represented by 2 directors but its votes will increase to 8 votes. Metro Vancouver has received certified population figures from the Ministry of Municipal Affairs and Housing resulting from the 2016 Census; these figures are effective November 1, Composition and voting rights of the board is established through the legislative requirements of section 196 of the Local Government Act (Act) and by the Letters Patent which specify the voting unit as 20,000. For voting purposes, each member jurisdiction or electoral area has one Board vote for every 20,000 of population, and a director may hold up to 5 votes. The population for the City of Abbotsford has increased to more that 141,685 since the last Federal census. As a result, the City of Abbotsford's voting strength has increased from 7 votes to 8 votes. In accordance with section 197 of the Act, the votes are to be equally distributed by the council; as such the additional vote will be allocated to your director who currently holds 3 votes, Sandy Blue. Each director will then have 4 votes. There is no change in the number of directors. Please refer to section 196 of the Act for information about composition and voting rights, and to section 198 for information about appointment and term of office of municipal directors.
