4 4. 3. DELEGATIONS No delegations presented. REPORTS FROM COMMITTEE OR STAFF Future of the Region Sustainability Dialogue Results: Housing: The Price We Pay Industry: The End of Industry? Report dated April from Johnny Carline, Chief Administrative Officer, presenting the results of the last two Future of the Region Sustainability Dialogues as a context for discussion in the development of a "sustainability based vision" for the future of the region. Discussion ensued relative to:.sustainable affordable housing and livability for families;.how to control the demand for housing in the Lower Mainland;.immigration and inter-provincial migration;.densification issues;.the relationship between construction costs and building codes and affordability;.the agricultural land reserve and the efficient use of crops;.the changing economy;.the need to reinforce the industrial and service base; and.business parks and the possibility for densification in those areas. It was MOVED and SECONDED That the Sustainable Region Initiative Task Force consider the output of the Future of the Region Sustainability Dialogues, "Housing: The Price We Pay" and "Industry: The End of Industry?" in the development of a 'sustainability based vision' for the future of the region. CARRIED Framework for Sustainable Procurement Policy On-table report dated May 29, 2006 from Johnny Carline, Chief Administrative Officer; Gordon Ruth, Chief Financial Officer; and Tracey Husoy, Purchasing and Risk Division Manager, Finance and Administration Department, seeking adoption of a new framework for a sustainable procurement policy as part of the corporate implementation of the Sustainable Region Initiative. Presentation material was provided and is retained with the June 6, 2006 Sustainable Region Initiative Task Force agenda package. It was MOVED and SECONDED That the GVRD Board adopt the framework for a new Sustainable Procurement Policy for the Commissioner/CAD implementation. This project originated at the 2002 Provincial/T~rritorial Ministers Responsible for Local Government Conference. The Ministers decided to create a "Resiliency and Recovery Project Committee" The Province of British Columbia's (Province) Ministry of Community Services chaired the committee, with several other provinces arid territories participating. The piioject committee studied resource-dependent communities in Canada that had experienced signifi~ant economic decline, and analyzed the factors that advance or impede the recovery of those ~ommunities following a closure event. The resulting report features 16 case studies from across,canada, including four communities in the Province-Granisle, Logan Lake, Tahsis and Tumbler Ridge. The report's publication was financed by ICURR Press, which holds copyright. I am di~tributing ('Facing the Challenge" to all local governments in the Province for their information and use. I hope the report will encourage local government leaders to e~gage with the Province and with each other in a dialogue of great importance-the sustainability of. communities The report is also being shared with a number of provincial ministries and government organizations. For exa~ple, do you feel the analysis and best praqtices contained in the report would have an impact on how your community makes plans for a sustainable future? What are your ideas for gaining further value from the work that has been done so far? When I attend the September 2006 Conference ofnlinisters Responsible for Local Go\-1emment, I would like to use local governments' feedback to share ideas for moving the community sustainability agenda forward with Ministers from across Canada. Community transition continues to bea real and immediate concern in many areas of Canada and this province The best solutions for our communities will come from creative thinking, disc\lssion, critical analysis of practices that have both failed and succeeded, and ultimately, from takiqg action I hope this report is useful to you in leading your community to a sustainable future I also hope you Will assist the Province in taking action to b~ild strong communities Thank you in advance for your consideration and feedback.
