1 D.01 SOUTH FRASER FAMILY COURT ANDYOUTH JUSTICE COMMITTEE MANDATE AND TERMS OF REFERENCE Established 2001 as a under Section 5 of the Provincial Court Act, R.S.B.C., 1996, c. 379 as amended. Mandate of the Committee 1. The (the "Committee") is established to: (a) consider and examine the resources of the community for family and children's matters; (b) assist the officers and judges of the court when requested by them; (c) make recommendations to the court, the Attorney General, or others as the Committee considers advisable; (d) act as a community resource; and (e) assist in individual cases if referred to the Committee. 2. The Committee shall report annually to the municipal councils listed in section 3 below and to the Attorney-General respecting its activities during the past year. COMMITTEE COMPOSITION 3. The Committee shall consist of up to fifteen (15) Community members, and one member of Council from each member municipality, all with voting rights, and appointed by Council resolution by the following municipalities: (a) City of Surrey up to five (5) Community members; 1 Council member; (b) Township of Langley up to three (3) Community members; 1 Council member; (c) City of White Rock up to two (2) Community members; 1 Council member; (d) City of Langley up to two (2) Community members; 1 Council member; and (e) The Corporation of Delta up to three (3) Community members; 1 Council member. (called the " Members"). (amended Feb. 6, 2008 SFFC& YJC) 4. The Members shall include persons with experience in education, health, probation or welfare. 5. The term of every appointment will be two (2) calendar years, commencing on the 1st of January and terminating on the 31st of December. 6. No one person may be appointed to the Committee for longer than three (3) consecutive terms (six years). 7. Any person, including municipal staff, with particular expertise may be invited by a Member of the Committee to attend a Committee meeting in order to provide information or advice.

2 Operations of the Committee 8. The Committee may adopt such rules for its procedure that are consistent with the Local Government Act, R.S.B.C. 1996, Chp Quorum is comprised of a majority of all current Members. 10. The Members shall serve without remuneration. 11. Each municipality shall provide secretarial support and a meeting room to the Committee for one year at a time, rotating through the municipalities in the order listed in section 3 above. 12. All meetings of the Committee are open to the public and minutes of the meetings shall be recorded and available upon request. 13. The chairperson shall be elected from the membership at the first meeting of each year and shall preside at all of the Committee meetings, where possible. In the absence of the chairperson, those Members present at a Committee meeting shall appoint an acting chairperson for that meeting. 14. All Members of the committee including the presiding Member, may vote on questions before it, and in all cases where the votes of the Members present are equal for and against the question, the question shall be negatived. Any Member present who abstains from voting shall be deemed to have voted in the affirmative. 15. The chairperson must immediately advise the respective council when a Member has been absent from three (3) consecutive meetings of the Committee without prior leave or absence having been granted by the Committee. 16. Any vacancy occurring in the membership of the Committee must be filled forthwith for the unexpired term of the vacancy. 17. MONTHLY MUNICIPAL REPORTS a) Delta Barbara Westlake provided a written report from Delta dated February 5, 2009 which briefed members on Delta's progress with respect to crime prevention, youth and literacy. Details were provided on: Girl-ology 101: The Empowerment of Girls Training series. Delta's Fire and Police Departments partner with Delta Libraries Family Literacy Week, January 26t1i to h) Surrey Ian Tyzzer provided an on -table report from Surrey dated January 2009 that outlined two issues: a new multi-a(,ency team "Surrey Wrap Team" has been formed to target youths at risk before they are recruited by gangs; and bullying at Earl Marriott Secondary School/ c) Langley Township Michael Jackstien will provide a report at the next meetin(t. d) Langley City Fred West will provide a report at the next meeting. e) White Rock June Barens will provide a report at the next meeting. COUNCIL RESOLUTONS AND REFERRALS None. 6. 5 held February 5, 2009 in the White Rock City Hall Boardroom seeking support from Delta Police for a "Police Sponsored Youth Group" initiative. adding a budget line item for development of a presentation to the Delta Police; and adding a budget line item for travel expenses while conducting research. h) Paper Forum No report. c) Protection of Children Abusing Drugs Legislation Barbra Westlake advised she had visited two MLA's to lobby for a change in legislation with respect to the protection of children abusing drugs. 7. ITEMS FOR INFORMATION DETAILED FINANCIAL REPORT Correspondence dated January 20, 2009 from the Manager of Financial Services, City of Surrey. providing the detailed financial activity, a financial summary for the paper Forum, and a report that compares 2008 financial activity to the 2008 budget. Discussion ensued relative to mileage reimbursement for members attending Council meetings to provide the annual report for the committee. It was reported that this was agreed to at a prior meeting. 7.2 CRYSTAL METH SOCIETY OF BC Correspondence dated February 2 8, 2009 from Mark McLaughlin, Executive Director, Crystal Meth Society of BC, thanking the committee for the opportunity to speak at the Delta meeting in 2008 and inviting members to upcoming events. 8. OTHER BUSINESS 8.1 MANDATE AND TERMS OF REFERENCE Discussion ensued relative to amending the Terms of Reference to exclude councillors on the committee from voting and to act only as liaison members. ROUND TABLE a) Ian Tvzzer provided copies to interested members of the "Little Black Book", a pocket guide to youth resources in Langley, Surrey, Delta and White Rock. b) The Clerk agreed to provide committee letterhead to members and investigate producing business cards. c) The Chair reminded members to bring all future agenda items to her attention and she will liaise with the Clerk to ensure they are included on the agenda. d) Members were advised that the Community Court Judge Thomas Gove has reported that during the first 100 days of Vancouver's Community Court progress has been slow, but the court has tracked people getting away from the street life. 10. NEXT MEETING The next meeting of the is scheduled for "Thursday, March 5, 2009 at 8:00 a.m. 11. C ^, ^ ^e REFIERS TQ_ Item Jagtilar Meeting --Date March 19.20()g File: SFFC&YJC Re: South Fraser Family Court & Youth justice Committee - February 5, 2009 M eeting Minutes At its Regular meeting on Monday, March , Surrey City Council received the minutes of the February meeting of the South Fraser Family Court and Youth Justice Committee. The subject Committee minutes included a motion of the Committee as follows: "That the Terms of Reference he amended to exclude councillors on the committee from voting and to act as liaison members. " Subsequent to considering the subject minutes, Surrey City Council adopted the following resolution: That a letter be sent to the South Fraser Family Court and Youth Justice Committee expressing the City of Surrey s dismay and disappointment in the Committee 's motion to exclude Cite- Councillors from voting on the Committee. Surrey City Council noted that the City of Surrey is the major funding contributor to this Committee and also provides free accounting services in relation to the administration of the Committee. Similarly, the other member municipalities also contribute to the ongoing viability of the Committee. This letter is being forwarded to inform you of Surrey City Council's resolution.
