2 Minutes of the Public Safety Advisory Committee meeting held on Wednesday, September 9, 2015, at 2:45 p.m., in the Room 530 at Abbotsford City Hall Committee Members Present: Councillor K. Chahal (Chair); K. Allen; D. Balzer; R. Dyck; E. Im (part); R. Kailey; B. Sandhu; and C. Turi (part) Staff Present: City Manager G. Murray (part); Deputy City Manager J. Rudolph (part); Fire Chief D. Beer; Manager, Bylaw Services M. Laljee (part); and Recording Secretary M. Clark Others Present: Mayor H. Braun; Councillor S. Blue; and Chief Constable B. Rich (part) Public Present: CALL TO ORDER The meeting was called to order at 2:45 p.m. 2. ADOPTION OF MINUTES Moved by R. Dyck, seconded by R. Kailey, that the minutes of the Public Safety Advisory Committee meeting held June 24, 2015, be adopted. PSAC The Chair updated the committee members of three New Business Items to be added to the agenda including a funeral service for Lt. Martin Sunderland, the Crime is Toast Forum, and the Community Forum on Community Safety. Moved by B. Sandhu, seconded by R. Kailey, that the three new business items be added under new business. PSAC C. Turi entered the meeting at 2:51pm during discussion of the following item. 3. PRESENTATIONS E. Im entered the meeting at 2:59pm during discussion of the following item. 4. DELEGATIONS.1 Pete Smith, ALS Paramedic regarding the Number of Transport Capable Ambulances Stationed in Abbotsford Pete Smith, Regional Vice President of the Ambulance Paramedics of BC, CUPE Local 873 and full time BC Emergency Health Services Advanced Care Paramedic provided the committee members with a PowerPoint presentation on the statistical data on ambulance response times, population growth versus ambulance service growth in comparison with other cities in the Fraser Valley. He also provided detailed information on license levels of 2

3 all pre-hospital care providers in Abbotsford, and time data and information of current challenges BC paramedics and dispatchers face on a daily basis. He highlighted that every 24 hours, there are numerous periods where there are unstaffed or no ambulances available in Abbotsford; therefore the closest responding ambulance is dispatched from Chilliwack or Langley. Committee members asked questions regarding the provincial government s response to the presentation and if the statistical data presented was consistent across the province specifically pertaining to adding fleet. Moved by K. Allen seconded by D. Balzer, that the presentation, from Pete Smith, ALS Paramedic regarding the Number of Transport Capable Ambulances Stationed in Abbotsford, be received for information. PSAC BUSINESS OUT OF MINUTES 6. REPORTS 6.1 ABBOTSFORD FIRE RESCUE SERVICES Hazard Risk Vulnerability Workshop The Fire Chief introduced Mr. Jim LaMorte, President, ARM Smart Risk Control, Inc. who would be assisting in coordinating the Hazard Risk Vulnerability Workshop/Assessment. Mr. LaMorte presented a Power Point to the committee members of the Abbotsford Emergency Program responsibilities as legislated by the Provincial Government. He included the BC Emergency Response Management System (BCERMS) goals highlighting some of the major hazards and emergencies which have taken place since 1948 to present time. The committee members were asked to consider the following for the workshop: What hazards should we be concerned with? How are we vulnerable? How can these hazards affect Abbotsford citizens and the community overall? What are the potential impacts on the City? What should we do about community risks? The committee discussed severe wind storms, prolonged power outages, earthquakes, wildfires, major gas leaks, and structure fires. The members also discussed emergency preparedness, community preparedness, and recovery. This included the information which is currently being distributed throughout the community. The members suggested more direct key messaging; enhanced instructions in the school system, additional flyers distributed to the seniors associations and in multiple languages, and lastly additional preparedness kits sold throughout the year. Mr. LaMorte gathered the information and will be shaping a recommendation for the Fire Chief s consideration. The committee 3

4 members have requested an update to be provided later this year. 6.2 ABBOTSFORD POLICE DEPARTMENT 6.3 BYLAW ENFORCEMENT 6.4 EMERGENCY PLANNING 6.5 OTHER REPORTS 7. NEW BUSINESS The Fire Chief spoke to one of the new business items and shared with the committee members the loss of a member of the Abbotsford Fire Rescue Service. Lt. Martin Sunderland. Lt. Sunderland passed away peacefully on Thursday, September 3, 2015 surrounded by his loved ones. Funeral services will be held at King Road Church on Thursday, September 10, 2015 at 11:00am. The Chair discussed the remaining two new business items including the 1 st Annual Abbotsford Police Foundation Breakfast with the Chief Fundraiser Crime is Toast taking place on Wednesday, October 28, 2015 and the Community Forum on Community Safety taking place on September 10, Committee members are invited to attend both events. 8.
