CALL TO ORDER The meeting was called to order at 3:31 p.m. 2. ADOPTION OF MINUTES Moved by A. Bains, seconded by C. 3 Minutes of the Public Safety Advisory Committee meeting held on Wednesday, May 23, 2018 at 3:31 p.m., in Room 530, Abbotsford City Hall Page EMERGENCY PLANNING 6.5 OTHER REPORTS.1 Verbal Report by the Director, Property, Risk Management and Legal Services, regarding Cannabis Legalization A. Alani provided a verbal update and PowerPoint presentation on Cannabis Legalization. Cannabis retail is not legal at this time and businesses currently selling cannabis are doing so without a license. The question was raised who was dealing with the non-compliance and it was explained that it is overlapping jurisdictions between By- Laws and the Police. Once there is legalization, staff will shape recommendations for Council. Moved by S. O Donnell, seconded by M. McWhinney, that the PowerPoint presentation from the Director, Property, Risk Management and Legal Services, regarding Cannabis Legalization, be received for information. PSAC CARRIED.2 Verbal Report by the Fire Chief and Manager of Development Engineering regarding Kinder Morgan Trans Mountain Pipeline Expansion Manager, Development Engineering - Sarb Toor, was invited to sit at the table by Chief Beer. The Kinder Morgan expansion has been temporarily suspended at the request of Kinder Morgan; they must make a decision by the end of the month. This project has been approved by the City with 17 more conditions added on in addition to the 157 conditions already in place. The twinning of the pipeline will follow the same right of way with the expansion adding one more tank. Concerns around Diluted Bitumen, and the diluents mixed with it for pipeline transportation, were raised and the possible health issues with the off gassing. More awareness needs to be made about the product and the hazards. The company should address the concerns of the Committee and provide more clarity and information. Moved by A. Bains, seconded by M. McWhinney, that the verbal report by the Fire Chief and manager of Development Engineering regarding Kinder Morgan Trans Mountain Pipeline Expansion, be received for information. PSAC CARRIED 7. NEW BUSINESS
