Alisal Street, Salinas, CA 93901, 2nd Floor Wednesday, February 11, :30 p.m. Welcome Roll Call Announcements: Chair Potter called the meeting to order at 1:30 p.m. Silent Roll Call taken with quorum present. No corrections to the Agenda were stated. Chair Potter announced the resignation of member, Lorri Koster, and directed staff to send a thank you letter for her service. There are three vacant seats on the committee. Public Comments: Members Present: Members Absent: Guests: Chip Rerig, City of Monterey Public Works, spoke regardingg the Regional SWOT Analysis for Monterey Military Installations. Supervisor Dave Potter (Chair), Supervisor, John Phillips, Gill Campbell, Ken Johnson, Dan Limesand, Dr. Eduardo Ochoa, Carlos Ramos, Ken Scherpinski were present at 1:30 p.m. Bruce Taylor Carl Holm, Acting RMA Director Brian Turlington, Monterey County Business Council Jennifer Dossett, President, MBEP Recommendations and Actions: 1. Approval of Minutes of October 8, 2014 of the Economic Opportunity Committeee ACTION: Minutes were unanimously approved. 2. Recommend approval of the SRI Strategic Plan Page 1 of 3

3 Dave Spaur presented the proposed version of the Final SRI Strategic Plan to the Economic Opportunity Committee members. He requested input on any changes the members wanted to make before forwarding the document to the Board of Supervisors. Discussion was held on the SRI Strategic Plan. ACTION: Received SRI Strategic Plan, as amended. 3. Recommend the establishment of four working groups: Agriculture, Research, Tourism and Education. Chair Potter requested that Dr. Ochoa find other stakeholders for the Education Committee. Chair Potter also requested that Brian Turlington help find stakeholders for the Agriculture Committee and recommended Norm Groot to Brian Turlington. Supervisor Phillips recommended Kim Stemler, Light & Motion, MBARI, and Monterey Bay Economic Partnership. Ken Johnson stated he will work with marine research. Chair Potter directed each committee member to take the SRI Report and return with a specific agenda and anticipated end product. The committee agreed unanimously. Chair Potter recommended adding military, using the SRI Report and creating Four Pillar working committees. Dan Limesand recommended committees set achievable goals. Chair Potter recommended recruiting different stakeholders, developing a list of resources, and needed budget. The following committee members accepted chairing their working committee: Gill Campbell - Tourism Ken Johnson - Research Dr. Ochoa - K-12 and Higher Education Vacant Agriculture (Bruce Taylor was suggested) ACTION: Motion by Gill Campbell to accept the committees with the condition they focus narrowly on the four Pillars selected by the committee leaders and accept SRI Strategic Plan as amended. Second by Dan Limesand and approved unanimously. Note by Chair Potter to consider adding a fifth Pillar around the military importance to the Monterey County economy and return to this committee. Reports 4. Receive an update on Resource Management Agency (RMA) presented by Carl Holm, Acting Director. ACTION: Received an update about the changes in the process of handling building permits. Freda Escobar is the new Coordinator who handles the public s questions and researches solutions. Melanie Baretti handles large scale events, such as parties, weddings, Laguna Seca, and AT&T. RMA is currently drafting guidelines for permitting short term rentals. An update was provided on the following projects: Corral De Tierra & Highway 68, Ferrini Ranch, California Solar Project, and Holman Highway construction was also presented. 5. Receive an update on Economic Development presented by Dave Spaur. ACTION: Received a status report from Dave Spaur on the lack industrial space. Expansion plans for Green Mountain Coffee, Castroville Industrial Park, and land in Soledad with potential to reparcel. 6. Receive an update on Monterey Bay Economic Partnership presented by Brian Turlington Page 2 of 3

4 Brian Turlington from the Monterey Bay Business Council reported on their recent annual meeting held at the Embassy Suites in Seaside and announced the formation of the new Monterey Bay Economic Partnership. Brian introduced Jennifer Dossett, Executive Director, MBEP. Supervisor Potter recommended the Business Council assist us in contacting Don Oroscoe about building a new facility for a local company at Ryan Ranch. Apparently Don Oroscoe has an Exclusive Negotiation Agreement (ENA) and was to develop an auto museum or automotive restoration facility for rare cars at Ryan Ranch. ACTION: Received an update from Brian Turlington on PTAC and MBEP. Other Board Matters Dave Spaur distributed information on the Form 700 and announced committee members are required to complete the Statement of Economic Interests Form 700 prior to April 1st. 5 MONTEREY COUNTY ECONOMIC OPPORTUNITY COMMITTEE MEETING: April 8, 2015 AGENDA NO.: # 2 SUBJECT: Establish a fifth working group titled Military Support. DEPARTMENT: Economic Development Department RECOMMENDATION: It is recommended the Economic Opportunity Committee add military as their fifth (5 th ) Pillar industry and consider establishing a fifth working group to support military bases, missions and services in Monterey County. STRATEGIC INITIATIVE: Team Monterey consist of 12 distinct military mission ranging from Fort Hunter Ligget and Camp Roberts in south county, to the presidio along the Monterey Peninsula, with over 15,000 employees, students and service representatives residing in the area. The economic contribution to the Monterey economy ranges between $1.3 to $1.4 Billion annually. Strategic Initiative: Retain the military presence, services, and expand strategic operations in and around Monterey County to prevent a future Base Realignment Act closure. Key Objective: Form a working group to partner with each city and each military mission to welcome, strengthen and deliver a superior result as compared to all other military locations. DISCUSSION On February 11, 2015 the Economic Opportunity Committee approved the creation of four working group s under the SRI Strategic Plan specially to assist Agriculture, Education, Research and Tourism. The Chair of the committee suggested that the committee consider the fifth largest economic generating in the county commonly titled by Congressman Farr as Team Monterey. Prepared by: David L. 6 MONTEREY COUNTY ECONOMIC OPPORTUNITY COMMITTEE MEETING: April 8, 2015 AGENDA NO.: # 3 SUBJECT: Receive Committee Recommendations on goals and roles. DEPARTMENT: Economic Development Department RECOMMENDATION: Consider providing direction and establishing goals for the subcommittees under the Economic Opportunity Committee. DISCUSSION On February 11 th the Economic Opportunity Committee created working groups or subcommittees to focus attention on Pillar industries that drive the Monterey County economy. Under Article IX of the Committee By-Laws; as determine necessary, or advisable, the Committee may form (and terminate) Ad Hoc Subcommittees. All subcommittee members shall be appointed by the Chair. Each subcommittee shall elect its own Chair and Vice-Chair. At our last meeting the Chair appointed three of the subcommittee Chairs, Ag was not appointed, Education was appointed to Dr. Ochoa from CSUMB; Research was Ken Johnson from MBARI and for Tourism was Gill Campbell from Mazda Raceway Laguna Seca. Suggested for Agriculture was Bruce Taylor, Taylor Farms or Norm Groot Executive Dir of the Farm Bureau. The fifth was Military and has yet to be decided. The goal is to compliment and align with existing efforts currently working in and around Monterey County that have a primary mission to further the strategic initiatives of the now Five (5) Pillar industries that drive the economy of Monterey County.
