2 Call to Order Chairman David Evans called the regular meeting of September 25, 2017, to order at 1:00 p.m. in the Commission Room of the Courthouse. Commissioners Kaminska, Coble, and Evans were present, as well as, County Clerk Kerry Harrod, and County Counselor Paul Dean. Agenda Changes Two executive sessions will be added to the agenda along with a discussion regarding the follow up to the SCKEDD meeting. Minutes Approval Commissioner Coble moved and Commissioner Kaminska seconded the motion to approve the September 11, 2017 minutes. Motion carried 3-0. EMS Ken Mitchell stated a deer was hit with the ambulance in Greenwood County a few days ago. The ambulance is still drivable and is currently being used. The parts are ordered and the ambulance will be repaired as soon as they arrive. Sheriff John Walker stated another deer was hit, this time with the red 2009 Toyota. The 2006 and the 2009 Toyota trucks that hit deer will be repaired. Deputy Walker said the department would like Chip Crum to fabricate grill guards for their patrol vehicles to help minimize future damage. Virginia Pankow was terminated last week as a dispatcher and Kailey Schulte was hired September 21, 2017 as a dispatcher. Deputy Walker presented quotes on different makes of vehicles for future reference as the commissioners requested. Public Works Road Don Sanders said John Evans with Construction Management Services will finish the Limestone Road project today and it did finish under the original cost estimate. Kirkham & Michael Engineering will be here Thursday to view a couple of locations with Mr. Sanders and Mr. Evans. Mr. Sanders stated the only roads being graded are the RS Roads and the bus routes due to the dry weather conditions. The Oak Valley Bridge clean out has been completed. Mr. Sanders stated they have restarted the work on Road 17 and Turkey. Maintenance Don Sanders stated the all flooring in the courtroom can be done for under $10,000. The leak in the courtroom ceiling can possibly be fixed in a couple of hours by Cook Property Management, or we can have them inspect the entire roof, seals, and flashings for $65per hour per man plus materials to make sure all the issues would be taken care of. This would probably take a couple of days to complete. Mr. Sanders said the most expensive part of the project would be the rental cost of the 85 foot lift that will be needed. Its estimated cost is $2,000 a week through Cook Property Management. The masonry work on the courthouse can be done by Cook Property Management at the same price while the lift is here. The surveyors for the Brownfield Project were at the nursing home for approximately four hours on Thursday. The results should be ready in two weeks.

3 Public Works Continued Recycling Don Sanders said there was 17 tons of cardboard and 122 pounds of plastic picked up on September 11, 2017 for a total cost of $2, Butler County Recycling Department donated four recycling bins to us. Emergency Preparedness Byrdee Miller stated she will be having a training exercise workshop on October 19, 2017 at 6:30 p.m. in the Cox Building. Ms. Miller would like to have the Sheriff s Department and all the other responding agencies attend if possible. Register of Deeds Stephanie Ollenborger stated CIC is going to do updates and training for her office possibly the week of October 23, 2017 and her office will be closed a couple of days. Executive Session (1:45 p.m.) Commissioner Kaminska moved and Chairman Evans seconded the motion to go into executive session for 10 minutes to discuss non elected personnel with Rural Fire Chief Doug Ritz, and County Counselor Paul Dean present. Motion carried 3-0. Back in Session (1:55 p.m.) Letter of Support for JAG Application Kerry Harrod presented a letter of support for the JAG Application. This letter states Elk County Commission supports Four County Mental Health Center s application to the Kansas Criminal Justice Coordinating Council for an Edward Byrne Memorial Justice Assistance Grant (JAG) grant for 2018 to continue efforts of the Lasting Recovery program. Commissioner Kaminska moved and Commissioner Coble seconded the motion to sign the letter of support for the JAG grant to Four County Mental Health. Motion carried 3-0. District Court Erin Meador presented the 2018 approved budget and stated she needed it signed for OJA s approval. Chairman David Evans signed the District Court s 2018 approved budget. South Central Kansas Economic Development District (SCKEDD) On September 13, 2017 Executive Director Steven Wilkinson was at the Cox Building to discuss programs SCKEDD offers to help communities. There are many different grants that SCKEDD offers. The residential demolition grant is a grant in which funds are available, based on scopes and needs of the community, the maximum award is $400,000 with a funding ceiling of $2,000 per beneficiary to tear down dilapidated houses, commercial buildings, and for community improvements.

4 Kansas Workers Risk Cooperative for Counties (K-WORC) K-WORC will be having their annual meeting as part of the KAC conference on Tuesday, November 14, 2017 at 5:30 p.m. Chairman Evans moved and Commissioner Coble seconded the motion to elect Commissioner Kaminska as the voting delegate and Chairman Evans to be the alternate delegate for K-WORC. Motion carried 3-0. Kansas County Association Multi-Line Pool (K-CAMP) K-CAMP will be having their annual meeting as part of the KAC conference on Tuesday, November 14, 2017 at 6:30 p.m. Nursing Home Building Seth Armstrong, Chris McGill, and Jacob Marley were here to inquire about possibly purchasing the Nursing Home Building. They would like to look at the inside of the building and property lines. Joe Love will show them the property County Budget Certificate Kerry Harrod presented the 2018 County and Rural Fire Budget Certificates to be signed. Executive Session (2:40 p.m.) Commissioner Kaminska moved and Commissioner Coble seconded the motion to go into executive session for 15 minutes to discuss legal issues with Don Sanders and Paul Dean present. Motion carried 3-0. Back in Session (2:55 p.m.) Executive Session (3:05 p.m.) Commissioner Kaminska moved and Chairman Evans seconded the motion to go into executive session for 10 minutes to discuss security issues with Kerry Harrod, Paul Dean and Teresa Wells present. Motion carried 3-0. Back in Session (3:15 p.m.) Abatements Kerry Harrod presented abatement numbers RE17-13 and RE Commissioner Kaminska moved and Chairman Evans seconded the motion to approve and sign abatement numbers RE17-13 and RE Motion carried 3-0. Warrants Commissioner Kaminska moved and Commissioner Coble seconded the motion to approve the warrants in the amount of $54, Motion carried 3-0.

5 SEK Officials Meeting The SEK Officials Meeting will be October 20, 2017 in Mound City. Wage Scale The wage scale was discussed and completed. No action was taken to adopt wage scale. Adjournment Commissioner Kaminska moved and Commissioner Coble seconded the motion to adjourn at 4:45 p.m. Motion carried 3-0.
