2 STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 9:30 a.m., March 18, 2019 in the County Commission Meeting room. The meeting was called to order by President Dave Price who invited those present to join in the Pledge of Allegiance. Commissioner Price then declared the following Commissioners present: Don Smith, Dave Price and Samantha Stone. Also, present was Kathy Mace, Administrator, Linda Huggins, County Clerk. The following persons registered their attendance during the meeting: Theresa Marthey Preston County News & Journal Connie Ervin-Assessor Crystal Bolyard Terri F. Sypolt Ryan H. Dalton-WVACO/AFLAC Stephanie Smith-WVACO/AFLAC Kathy Plum The Dominion Post Justin Wolfe-Preston 911/OEM Deanna Lively Patrick Marozzi-Advantage Tech. Tonya Myers Brian Compton-WVACO/AFLAC The following persons registered their attendance to address the Commission: Justin Wolfe Wesley Wolfe Mike Hartsell JUSTIN WOLFE President Price introduced Justin Wolfe 911/OEM who told the commission that Governor Justice signed a proclamation designating March 18-22, 2019 as Severe Weather Awareness in West Virginia. There will be state wide tornado drills conducted Tuesday, March 19, 2019 at 10:30 a.m. Mr. Wolfe said the drill will be different than has been done in the past because it will involve a full-blown test. The emergency activation system will be alerted. It will involve television, radio, text messages and phone which he said was uncommon for this area. This is the first time that this has ever been done at this level in West Virginia. Mr. Wolfe said this is a good time to test all the systems out and make sure everything works and also a good time to practice seeking shelter in case of a real emergency situation. WESLEY WOLFE President Price introduced Wesley Wolfe who has addressed the commission before with road concerns. He thanked Commissioner Stone for her efforts and coming out and traveling the area of Grape Run Road with him. He believes things are beginning to happen on the roads. However, he believes that we need to do more in the area of recycling, especially plastics and cans.
3 In the past he has had questions with the millings from the roads when they are paved. He found a guy in Fairmont that takes them, stores them and then sells them to individuals. He is receiving 2 $ per load. Commissioner Stone said she has researched this process and the companies that do the milling are contracted out by the state because the state doesn t have milling machines at this time. The faster the process goes the bigger the chunks of road whereas if the process were to go slower the millings would be smaller and they would be able to recycle the millings back to the roads or backroads. Kathy Mace mentioned that since they were on the subject of recycling that the Commission will be reaching out to Randolph County to get some more information on their glass recycling program. She said the commission office gets lots of calls regarding glass. Whatever information they receive they will relay to Commissioner Smith and the Solid Waste Authority. MIKE HARTSELL President Price acknowledged Mike Hartsell who signed up to make a statement regarding the roads. He said he saw some of the bus routes on the news but nothing of the Aurora area that he recognized. Mrs. Hartsell said there s a culvert on Route 50 by the firehall that is ready to collapse and another at Shumaker/Coal Road that s had cones up around it for a couple years. He said it s getting worse all the time and needs repaired. Commissioner Stone assured Mr. Hartsell those areas were on her list and appreciated him bringing them to her attention. He appreciates all their efforts but wants some to come his way. Commissioner Stone moved to authorize payment of all properly presented and approved invoices. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Stone, Smith and Price voting yes. Motion carried. There was one Tax Correction in the name of Gerald E & Tamara J Newsome in the amount of $ Commissioner Smith moved to approve the Tax Correction. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. There were no Notice of Apportionments, Consolidation of Land or County Court Splits. Recognition of Scheduled Appointments 9:35 a.m. Update on Preston County Roads Commissioner Stone presented an update on the roads. The county commission has received over 100 fill dirt forms. She said people need to understand that just because a person filled out the form is not a guarantee that they ll get dirt. The dirt is taken to the closest location of where they are moving the dirt from the ditches. However, if a person has taken the time and have not gotten
4 dirt this time around, they ll be put on a waiting list. If a year or two goes by it s never a bad idea to go to the local DOH office and update your information. She said according Darby Clayton-WVDOH things are going well. The road crews are still ditching, flushing pipes and replacing culverts that cross the road and cutting back trees along the roadways. The bus routes are getting done first. A Department of Highways job fair will be held in Preston County April 17, The location will be revealed when the state approves the site. 10:00 a.m. Bid Opening door Access and Cameras Project William Biff Armstrong opened the envelopes with the bids for the door access and camera project. Commissioner Smith read the bids with the first one from: Select Security from Morgantown- $90, (Total combined project.) or split $16, door access and $73, camera Advanced Technology from Clarksburg and Morgantown-$135, (cameras only) Morgantown Security and Fire-$96, (Combined.) ProTex from Morgantown-$114, (Combined) Biff will be contacting each of the vendors today to set up a product demonstration on Thursday the 21 st. The committee will get together to discuss the bids and the review the software. 10:30 a.m. Ryan Dalton WVACO-AFLAC President Price introduced Ryan Dalton who in turn recognized Stephanie Smith and Brian Compton who have partnered with the West Virginia Association of County Commissions and shared partners to be the preferred vendors for voluntary benefits. They are currently already in the county and what they would like to do is be able to go into more detail about their products and services they can offer the county employees. Basically, they came to ask permission to meet with Tonya Myers, the benefits coordinator to come up with a game plan for serving the county. Permission was granted. Approval of Minutes March 4, 2019 Minutes were not able to be approved. Waiting for resolution and investment papers from WesBanco Bank Trust Department for the Dolores Ryan, Estate. Proceedings in Vacation March 6, 2019 through March 12, 2019
5 Under New Business Commissioner Stone moved to dispense with the reading in open court of the Proceedings of the Clerk of this Commission, had in vacation on March 6, 2019 thru March 12, 2019 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been no exception or objections filed thereto. (See attachment) S Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Stone, Smith and Price voting yes. Motion carried.
6 Estate Settlements Commissioner Stone moved that the foregoing estate settlement and/or waivers thereof, having been filed for a period of the (10) days prior to the commencements of this term and there being no exceptions or objections filed thereto, be approved and confirmed. (See attached) Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Stone, Smith and Price voting yes. Motion carried. Fiduciary Commissioner Report -None Old Business- Consideration and/or action A. Public Service District No. 1 Appointment-remains open New Business- Consideration and/or action A. Preston Community Arts Center, Inc, application to use Preston County Courthouse Lawn Commissioner Smith made a motion to approve the application to use the Preston County Courthouse Lawn by the Preston Community Arts Center. Commissioner Stone seconded the
7 motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. (See attached.)
8 Administrator s Report-Consideration and/or action President Price recognized Kathy Mace for the Administrators Report A Budget Kathy Mace said the budget workshop deliberations adjourned Thursday, March 14, The final figures have been ed with each line item. With no questions or comments, they are ready to move forward with preparing the paperwork and are set to tentatively approve the budget at the March 25, 2019 county commission meeting. B. Annex Elevator Update Kathy Mace updated the Commissioners on the elevator. The work will begin March 19, 2019 in the afternoon. The company fixing it is from Cleveland, Ohio. It could take up 2 ½ weeks for the installation. C. Building Commission reappointments-all building commission reappointments except for one has agreed to serve. To be revisited next week. D. Budget Revisions-none E. Miscellaneous Correspondence Grading begins Tuesday, March 19, 2019 at the 911 Center. Paving to begin Thursday, March 21 st and should be complete by April 1 st. Kathy Mace and Justin Wolfe will be having a monitoring review of the Hurricane Sandy Project (from 7 years ago) by phone on April 19, They have financial pictures and program pictures for everything they need or can obtain from the archives. Mileage on the entire fleet of Sheriff Department vehicles as March 14, 2019 have been submitted to Enterprise and the maintenance cards have been printed and supplied to the bus garage, Fraley s, and to Connie for her vendor. June 6, 2019-Chamber of Commerce is having a State of the County event. Chamber of Commerce dinner April 4, Official notice was received from Governor Jim Justice for a grant award of $10,000 for records management and preservation. (See attached.)

At 10:40 a.m. President Price called for a recess until 1:00 p.m. R E C E S S At 1:00 p.m. President Price recalled the meeting to order with all Commissioners present. At 1:00 p.m. Commissioner Smith made a motion to enter Executive Session for the interviewing of the custodial position. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. In addition to the three commissioners, Kathy Mace was also in attendance. EXECUTIVE SESSION At 4:30 p.m. Angie Whetsell joined the executive session momentarily. At 4:45 p.m. following Executive Session, Commissioner Smith moved to leave Executive Session and reenter Open Session. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. Commissioner Smith made a motion to hire Sarah Spahr to fill the full-time custodial position starting April 1, $10.50/hr. for the 60-day probationary period. Commissioner Stone seconded the motion. A roll call was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.
