2 NOTES OF A MEETING OF THE COMMUNITY POLICING ADVISORY TASK FORCE SUB-COMMITTEE HELD ON JUNE 5, 2017, AT THE OMPAH COMMUNITY HALL, HWY, 509, OMPAH, ON PRESENT: Council Representatives: Councillor Gerry Martin (Chair) Community Representatives: Fred Fowler and Paul Thiel Ontario Provincial Police (OPP) Representative: Sharon Brown (Staff Sergeant, Frontenac Detachment) and Scott Underhill, Staff Sergeant, Napanee Detachment. Municipal Staff: Eric Korhonen, Director of Emergency Services/Fire Chief (DES/FC), Jim Boles, Assistant Fire Chief and Jenny Duhamel, Deputy Clerk (Secretary). ALSO PRESENT: Council Representative: Mayor Ron Higgins 1. Call to Order Councillor Martin called the Meeting to order at 10:08 a.m. 2. Approval of the Agenda Duhamel noted an from the Director of Emergency Services/Fire Chief, advising there would be no MNRF Canine Unit available for the Essential Service Fair, had inadvertently been missed on the agenda. The Sub-Committee approved the Agenda as amended by consensus. 3. Delegations None. 4. Approval of Notes The Sub-Committee approved the Notes of a Meeting held April 24, 2017 by consensus. These Notes had previously been received by Council for information on May 19, Business Arising Out of Minutes a) Confirmation of Attending Vendors: i) Mississippi Valley Conservation Authority (MVCA) Martin advised that Andy Moore, the Enforcement Officer for MVCA will be attending the Essential Service Fair and will distribute pamphlets to the public. Moore has advised he will not be enforcing the Township By-laws, but the MVCA Regulations only. Martin advised that MVCA and the Mississippi Rideau Septic Inspection Representative will be sharing a tent. ii) Kaladar/Barrie Fire Department Korhonen noted he has had discussions with the Kaladar Barrie Fire Chief Cuddy who expressed concerns of attending due to the Kaladar/Barrie Fire Department budget, and therefore cannot confirm the K/B Fire Department attendance, as he would have to pay the Volunteers. Korhonen advised Cuddy it could be for fire prevention only with handouts to the public and no staff involvement. Higgins noted he would speak to Cuddy about this. Page 1 of 4
3 iii) Kingston Lennox and Addington Fire Assistant Fire Chief Boles advised the South Frontenac Fire Department will be attending, with a demonstration on fire extinguishers. They will need an area of approximately 10 x 10 metres square. As well, the Snow Road Tanker; the Ompah Fire Department s ATV and rescue basket, as well as the Omaph Department s boat will also be at the event. Fowler noted he has allotted an area of 20 metres square for the Fire Departments. iv) North Frontenac Public Works Department Martin noted the Public Works Department has confirmed attendance and will bring some equipment. It was recommended to ask for the marking cones to cordon off the area allotted for parking. Korhonen advised the Fire Department has some as well, and will bring them. Fowler has allotted a metre square area for the Public Works. v) Kingston, Perth and Bancroft Radio Stations Theil noted Perth and Bancroft radio stations have confirmed advertising the event and will run the announcement once daily, as well as the DJ possibly running the event information throughout the day. Kingston has still not been confirmed. The Committee discussed the addition of these radio stations to the poster and instructed Duhamel to remove them, as they are not actual attendees at the event. Duhamel was instructed to get estimates of the cost of placing an advertisement, possibly ¼ page, in the Frontenac News, Napanee Guide, Perth EMC and the Kingston Whig Standard. As well, Duhamel will create a newspaper ad for insertion, if costs are reasonable and within budget. vi) MNRF Search and Rescue Dog verbal update - Korhonen Korhonen had received an on April 26, 2017 (inadvertently omitted from the Agenda as noted under #2 Approval of the Agenda) advising the MNR Canine Unit was unavailable for the event. Duhamel was instructed to update the poster by removing this. vii) Funtastical Costumes Martin advised he had received an from Funtastical Costumes regarding the need to bring 2 more helpers for the face painting at an additional cost. Martin noted the was terse and he is unsure if this group will be attending. It was recommended the poster be updated to remove the Funtastical Constumes. viii) Salvation Army Food Truck Martin advised the food will be purchased by the Salvation Army and the cost of the food and beverages will be at the expense of the Committee. An estimate of numbers is required to provide to the Salvation Army. It was agreed by consensus of the Committee to have Martin advise there will be approximately 200 in attendance, including the Volunteers. Hydro will be required for the food truck. Korhonen advised he would bring the Fire Department portable generator. Page 2 of 4
4 ix) Land O Lakes Tourist Association (LOLTA) Thiel noted he has been advised LOLTA will not be attending. x) KFL&A Public Health; North Frontenac Community Services (NFCS) and Land of Lakes Community Services (LOLCS) Thiel advised Joanne McGurn of KFL&A Public Health has confirmed attendance. Catherine Tysick of North Frontenac Community Services and Susan Allen-Andrews of LOLCS have also confirmed attendance and they will share one tent. 6. New Business a) Council Resolution # Increased Funding for the Essential Service Fair The Committee received this for information, noting this will allow $1,600 for expenses. b) Fred Fowler Site Plan Update Fowler has drafted a sketch of a site plan for the Essential Service Fair, noting it would be best to cordon off one area for parking, as previously discussed today with the discussion of marking cones to delineate the parking area as well as caution tape. The total site area is 60 metres wide by 40 metres deep. Each group attending has been allotted space for their equipment and demonstrations/displays. Essential Services such as Fire, OPP and Ambulance Services will be located near the road side of the lot in the event they have to respond to an emergency during this time. Fowler asked all parties to him at fredfowler10@gmail.com to advise of the size of area required. c) Councillor Martin Second Outhouse Verbal Update Martin advised the cost for an extra privy is $60 per hour, which is too expensive. The Committee agreed by consensus to make sure the Ompah Community Hall was left open for use of the washrooms. d) Higgins advised he would contact Frontenac County about having T-shirts and souvenirs of Frontenac County for sale to the public. e) Waste and recycling containers will be required for the event. Martin will arrange this. f) OPP Staff Sergeant Brown noted the OPP Emergency Response Team will be attending and possibly the Tactical Unit if available. The OPP boat, ATV and 2 cruisers will also be on site. 7. Next Meeting Date The next Meeting will be on July 10, 2017 at 10:00 a.m. in the Upstairs Meeting Room at the Plevna Fire Hall. Page 3 of 4
