Open Session 2. Call to Order Robert Jackson called the meeting to order at 6:05 p.m. 3. Approval of the Agenda Moved by: Fallis Seconded by: Dunn That the Millbrook Valley Trails Advisory Committee agenda as presented. Carried 4. Disclosure of Pecuniary Interest and the General Nature Thereof There were no pecuniary interests noted. 5. Closed Session There were no closed session items. 6. Minutes Page 1 3
4 6.1 Minutes of the Meeting held March 26, 2018 Moved by: Hinan Seconded by: Frizzle That the minutes of the Millbrook Valley Trails meeting held March 26, 2018 be approved as presented. Carried 7. Reports 7.1 Financial Report Gerry Barker Ms. Arthurs spoke to the current budget and balance of funds remaining, noting there had been limited spending to date and most of the 2018 budget was still available. 7.2 ORCA Update Meredith Carter Ms. Carter provided an update on the investigative work done by the Fleming students noting that a final proposal including an expectation of what can be completed should be provided next week. Ms. Carter spoke to the GIS mapping and what options might be available for the story book without costly licensing. She will ask that the students include that information in the proposal. Mr. Hillsley spoke to providing information on the mapping to show the connections. He provided a list of connections that it would be beneficial to have identified to Ms. Carter to review with the students. Ms. Carter provided an update on the Dam reconstruction noting there was a slight delay due to the ice and snow. 7.3 Ministry of Natural Resources and Forestry Jeff Wiltshire Mr. Wiltshire advised that the ponds are being stocked and the gate will be opened this week with the grand opening on Saturday. He spoke to the being able to groom the MNRF property for fat biking, he indicated there wasn t too much concern provided that new trails are not being created. Mr. Wiltshire will draft a proposal for the Committee to review and approve as a pilot project for Mr. Wiltshire spoke to the Stewardship Rangers and indicated if the Committee is interested in using them, a request should be submitted soon. The Committee discussed some of the areas on the trails that require attention where the Rangers might be able to help. The Committee discussed the removal and trees or rerouting the trail to address the beaver issue, Ms. Carter advised a permit from ORCA might be required. Page 2 4
5 7.4 Trail Report Mr. Fallis spoke the ice and snow on the trails and a vine climbing a tree and enquired about whether they could cut it off. He noted the snowmobile bridge and the disruption that was causing. The Committee discussed addressing it and other work during Work Day. Mr. Jackson spoke to Ms. McDonald s trail report as she was unable to attend the meeting. He reviewed areas she noted that require repair. Mr. Jackson will prepare a list for duties on Work Day. The Committee discussed the use of cameras on the trails following the construction of the fort in the trails. The committee discussed there has been limited vandalism to date and cameras may not be necessary, although would be beneficial to capture wild life. 8. General Business 8.1 Water Wheel The Committee discussed the water wheel and decided Mr. Jackson would respond indicating there is nothing they could do to assist at this time. 8.2 Work Day The Committee discussed the date being May 5 th and the rain date being May 12 th from 9:00 a.m. to 12:00 p.m. They discussed jobs for Work Day, the new meeting place and the free BBQ lunch following. 8.3 Station Trail Grand Opening 9. Adjournment Ms. Arthurs spoke to the Station Trail Grand Opening providing May 31 st and June 1 st as tentative dates for the opening. Mr. Barker will finalize and notify the Committee. The following conditions apply to the authorized activities: 1. A key will be provided to the Millbrook Valley Trails Committee to be used only for the activity described in Schedule A. 2. The key must be returned to MNRF when requested. 3. This authorization is for the winter season only. 4. No new trails may be created. 5. This authorization can be cancelled at any time by either party. This letter grants only the right to carry out the activities on the described site(s) as per Schedule A and the conditions herein. It does not convey any right, title or interest in the land. Failure to adhere to the terms and conditions of this letter is an offence under Section 69.1(1) of the Public Lands Act for non-compliance of an agreement or permit that may result in enforcement action. 8 3 SCHEDULE A Multi-use Trail Grooming - One Year Pilot Project Goal: To create a partially groomed multi-use trail network in the winter for the benefit of several user groups, including, but not limited to: hikers, dog walkers, cross country skiers and fat bikers. Activity: Enter the MNRF property at the locked gate on the south side of Zion Line where the old railway bed crosses Zion Line. Using a snowmobile, drag a tire or other low-impact implement strictly intended to smooth out the path left behind by the snowmobile. The weight of the snowmobile would compact the snow and the implement would texture or smooth the path. This would only be done on the old rail bed and the Meadow Trail (which are main arterial routes that are already wide enough for a snowmobile to pass through). Other trails on the MNRF property may be groomed by non-motorized means such as a volunteer wearing snowshoes and dragging tires or small implements. Grooming would only take place after the accumulation of 10cm or more of snow. Resources: Grooming would be performed by Millbrook Valley Trails volunteers using their own time and materials. There would be no cost to MNRF. 8
