3 MVF 50 th Anniversary Committee June 14, 2016 A regular meeting of the Montgomery Village Foundation 50 th Anniversary Committee was held at 7:00 p.m. on Tuesday, June 14, 2016 at Lake Whetstone Park, Montgomery Village, Maryland. Members Present Glenn Gargan, MVF Board Liaison Scott Dyer, MVF Board Liaison Duncan Mullis, Chairman Alice Mullis Ronda Keys James Martin Members Absent Dick Wright Others Present Mike Conroy, Director of Communications Peggy Mark, MVF Director of Recreation, Parks and Culture Cynthia Bangali, Recording Secretary 1. Residents Time There were no comments by residents. 2. Call Meeting to Order Mr. Mullis, Chair presided. He called the meeting to order at 7:06 p.m. 3. Approve Minutes of the May 10, 2016 Meeting Mr. Martin moved to accept the minutes of the May 10, 2016 meeting as presented. The motion was seconded and passed unanimously. 4. Recap Seniors in Action Luncheon May 11 th Ms. Mark provided a recap to the committee about the Seniors in Action luncheon that was held on May 11 th. She shared that the event was well attended with about 50 residents. They played games, danced and listened to music by the decades. The event was catered by Ledos Pizza and featured an Italian smorgasbord.

4 MVF staff did a great job with the decorations. Mr. Conroy added that the seniors played a guess the photo game and really seemed to enjoy themselves. It was a successful event. 5. License Plate Update Mr. Conroy briefed the committee on the status of the application to Motor Vehicle Administration (MVA). The application is being reviewe yet the alpha designation of MV is unavailable. MVA has asked that they select a new 2-letter alpha designation. In addition, they are not offering 3-letter combinations at this time although it was indicated an option on the application. Mr. Conroy distributed the list of available 2-letter alpha designations review and discussion ensued. In addition to considering the available options, the committee discussed multiple routes such as petitioning MVA for 3-letter combinations since it was indicated as an option as well as selecting a few 2-letter alpha designations for residents who had signed up to purchase a plate to consider and select from. It was noted that both options could delay the process significantly. Mr. Dyer, emphasized that the alpha designation is a small portion of the plate and that the primary feature is the 50 th Anniversary logo. After review and discussion of the options available, Mr. Mullis proposed VM. The committee agreed that this is reflective of the Village. There was consensus to proceed with this alpha designation. Mr. Mullis moved that the alpha designation for the 50 th Anniversary license plate be VM. The motion was seconded and passed unanimously. 6. Historical Marker Update Ms. Mark informed the committee that the MVF Board proposed a bench during their retreat as the item to display the historical marker. She had since then researched a number of options for the committee review and consider. Three types were distributed for the committee. Ms. Mark emphasized that the expanded metal is more durable.

5 The committee discussed the benefits of a bench versus a stone marker. Of note was that a bench provides a usable function to the community particularly given the proposed location of Whetstone Lake. The committee reviewed the benches presented and discussed the pros and cons of each design. There was consensus that the second option appeared to be the sturdiest as well as had a feature that would allow for insertion of the commemorating feature. Ms. Mark sought input from the committee on whether the commemorating feature should be a plague or the 50 th Anniversary logo. There was consensus that a plaque is more appropriate for the occasion. Ms. Mark will get a mock up for the committee to review. Ms. Mark updated the committee on the consideration of additional playground equipment to Whetstone Lake Park. She emphasized that the nature theme would be harmonious with the park and also serve as an enhancement to the current equipment pieces. The proposed equipment for consideration is from Rocks and Ropes Adventure Playgrounds and the cost is $31,562 for the set. Ms. Mark distributed materials for the committee to review and discuss. The committee discussed location, size of the equipment and if any additional safety precautions that would be needed for equipment that lends itself to climbing. There was consensus that a mock-up of placement that is scaled to size would be an important next step. Ms. Mark will have samples drawn up and available for the next committee meeting. 7. Upcoming Events a. Summers at South Valley Park Concert (rescheduled) Mr. Conroy provided an update to the committee noting that the scheduled concert for June 5 th was cancelled due to inclement weather. The MV Community Band is currently scheduled to play during the Fourth of July celebration. 50 th Anniversary seat cushions will be distributed at other Summers at South Valley Park concerts. b. Fourth of July Celebration Ms. Mark shared that they are preparing for the Fourth of July celebration. This year they will be an extra ride bringing the total to four. $5 wristbands will be available for purchase

6 which will allow for unlimited rides. They are currently working on establishing the parade groups and are looking for a stilt walker. c. Reagan Years Concert, July 23 rd Mr. Conroy provided an update to the committee. In preparation for the concert staff has been meeting weekly. One significant change is that they have decided not to have a beer nor wine vendor. He explained that there are many modifications that would need to be made to the layout to accommodate them. Attendees may bring their own beer or wine instead. Food vendors for items such as hot dogs, hamburgers, and pizza will be present. A coupon offered in the Village News will result in a discount on food purchase. The t-shirts are on order. Mr. Conroy noted that he had looked into electric signs yet due to permit issues they will forgo them. Crossing guards will be at multiple locations to help patrons safely cross the street. Parking has been secured at Watkins Mill HS and will also be available at the MVF office parking lot. The concert will be held from 5:30-8:30pm and promotion activities has begun. He anticipates a crowd of about Set Next Meeting Date July 12 th The committee confirmed Tuesday, July 12, 2016 as the next committee meeting date. 9. Adjournment There being no further business, the meeting was adjourned at 8:03pm.
