1 At a Town Board meeting of the Waterford Town Board held on Tuesday, December 5, 2017 at 7 P.M. at Waterford Town Hall, 65 Broad Street, Waterford, NY the following transpired: There were present: Councilman Ball Councilman Boudreau Councilman Marble Councilman McClement Supervisor Lawler PUBLIC HEARING A Public Hearing was held and the Public Hearing Notice was read by the Town Clerk entitled A Local Law to amend Waterford Town Code Chapter 130 Taxation There were no public comments. COMMUNICATIONS AND PETITIONS There were none. ACTION ON MINUTES OF PREVIOUS MEETINGS AS FOLLOWS: Town Board minutes of November 9 th and Agenda minutes of November 28 th were presented to the Board. A motion was made by Councilman Boudreau and seconded by Councilman Ball to accept the minutes. All in favor. COMMITTEE REPORTS FINANCIAL REPORT AND SUBMISSION OF BILLS AND PETTY CASH Supervisor Lawler read the Supervisor s cash report for the month of November. The audited abstracts totaled $548, and the payments in advance of audit totaled $21, The petty cash report totaled $ A motion was made by

2 Councilman Ball and seconded by Councilman Marble to pay the bills, reimburse the petty cash account and accept the cash report. All in favor. COMMITTEE ON SENIORS, HIGHWAY, WASTEWATER TREATMENT PLANT, WATER AUTHORITY AND CEMETERY Councilman Boudreau read the Highway Department report for the month of November 2017 as submitted by Harold Martel, Highway Superintendent. He further read the Wastewater Treatment Plant report as submitted by Craig Falcone, Plant Operator. The Councilman welcomed both Patrick Sherwood, new hire for the Highway Department and Shawn Gilbert, new hire for the WWTP. The senior van report was submitted by Neil Quantock with an average of five clients per day. The Water Department report was also read into the minutes with a delivery of over 31 million gallons for the month of November. COMMITTEE ON PUBLIC SAFETY AND EMERGENCY SERVICES Councilman Ball read the police activity report for the month of November as submitted by Sgt. Michael Shudt. Councilman Ball also noted increased effort with traffic tickets throughout Town. He advised people to be cognizant of their speed and obeying traffic control devices and rules of the road. He spoke about the recent fire in Cohoes and thanked all involved in such a large effort to stop the spread of the dangerous fire. A presentation was made by Councilman Ball, Supervisor Lawler and Officer Michael Dilbone to Joe Birch of Maximum Security Products. Officer Dilbone thanked and recognized Mr. Birch and Hal Hatfield for all their efforts in aiding the Police Department over the years. Officer Dilbone stated that since 2007 the Police Department has benefited from the company s generosity, installing security for the Police Department storage needs at no cost to the Town. Recently Maximum Security installed many safety features in and outside the Police Department. Supervisor Lawler presented Mr. Birch with a plaque and a hoodie. Supervisor Lawler explained that Maximum Security manufactures prison cells throughout the world and we are very lucky to have this company in our community. Mr. Birch stated that this is the company s third and final home. The

3 company has been pleased to help out the Police Department and is very happy in the Waterford community and has been for 17 years. COMMITTEE ON VETERANS, GRANTS AND FUNDING, BUILDINGS AND SPECIAL PROJECTS Councilman McClement spoke briefly on the streetscape project for Saratoga Avenue that is currently on hold awaiting bridge completion. There is expanded funding available for Veterans through NY State funding of legal resources. Veterans can call for a free 30 minute consultation or for Albany Law School legal clinic times. There is a Saratoga County Peer to Peer Connection free dinner and event scheduled at the Comedy Works in Saratoga on January 18 th at 7 P.M. Call Councilman McClement at Councilman McClement also thanked Andy Walters and the VFW for their work on the Rock for Tots program again this year. COMMITTEE ON YOUTH, PLAYGROUNDS, POOL, FESTIVALS, LIASON TO VILLAGE, LIBRARY, MUSEUM AND WHCS Councilwoman Marble read the following report: Christmas Parade This year the parade was awesome. Many thanks to all who made it a great time: The highway dept, the fire depts., the Pd, the school band and chorus, our local churches and scouts, and any of the organizations who participated. Special thanks to the Wesleyan Church who served hot chocolate in the park, the Masons for serving cookies and hot chocolate while Santa and Mrs. Claus were visiting with the children, and our many costumed characters. Sorry if I forgot anyone. One of the reporters for the Express paper thought we had close to 600 people. The Grinch!!!

4 Library Next Wednesday the 13 th, the library will be hosting a college financing workshop to be held at the CC at 6:30 pm. Please check the hours since the bathroom remodeling is still being completed and the bathrooms are still not usable yet. School HS Christmas concert is Monday Dec 11 th at 7 pm HS Talent show is on Wed Dec 13 th at 7 pm Elementary concert is on Dec 19 th at 7 pm. The school board meetings for dec are on Dec 7 and 21 st. Museum The lecture series continues on Dec 12 th at 7 pm. Michael Barrett will be presenting a talk on the anniversary of the Erie Canal. Van Schiack Country Club The Dashin and dancin concert was a great success. They were able to raise a good amount of money for the museum and a portion of those donations will be going to help those in Cohoes from the recent fire. Still looking for volunteers to help as weekday docents of the upcoming extended hours. Wed-Fri 10-3 They will be presenting the works of Dana Hatchett with his sketches of the Erie Canal.

5 They would also be grateful to anyone willing to volunteer for the museum s Canalways Educational program. This program is presented to the local schools. The museum s annual appeal is starting up again. Many thanks to those who donated in the past and hope you will consider contributing again. GENERAL ORDERS RESOLUTION # 119 LOCAL LAW NO: 2 OF 2017 A LOCAL LAW TO AMEND WATERFORD TOWN CODE CHAPTER 130 TAXATION BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF WATERFORD AS FOLLOWS: Section 1. The purpose of this law is to provide for an extension of the Cold War Veterans Exemption to qualifying owners of qualifying real property for as long as they remain qualifying owners without regard to the ten (10) year limitation in accordance with New York State Real Property Tax Law ss 458-b. Section 2. Chapter 130 of the Waterford Town Code entitled Taxation, Article IV entitled Cold War Veterans Exemption, is hereby amended to add a new subsection C as follows: C. The exemption provided by paragraph (A) of this subdivision shall apply to qualifying owners of qualifying real property for as long as they remain qualifying owners, without regard to the ten (10) year limitation set forth in New York State Real Property Tax Law ss458-b. Section 3. Severability The invalidity of any clause, sentence, paragraph or provision of this Local Law shall not invalidate any other clause, sentence, paragraph or part thereof.

6 Section 4. Section 5. Repealer All Local Laws or ordinances or parts of Local Laws or ordinances in conflict with any part of this Local Law are hereby repealed. Effective Date This Local Law shall take effect upon filing in the office of the New York State Secretary of State or as otherwise provided by law. Offered by McClement Seconded by Boudreau RESOLUTION # 120 RESOLVED, that the Town Board of the Town of Waterford hereby authorizes the Town Supervisor to execute an agreement with Hadjioannou and Associates to conduct an annual audit of the Waterford Town Court for fiscal years 2017 and 2018 at a maximum cost of $1, per year. 7 RESOLUTION # 121 RESOLVED, that Shawn Gilbert be and he is hereby hired as a full time laborer for the Wastewater Treatment Plant at a salary of $14.96 per hour effective December 11, 2017 to be paid in weekly installments without the necessity of pre- audit by the Town Board. Offered by Boudreau Seconded by Ball RESOLUTION # 122 RESOLVED, that Patrick Sherwood be and he is hereby hired as a full time laborer for the Highway Department at a salary of $14.96 per hour effective December 11, 2017 to be paid in weekly installments by the Supervisor without the necessity of pre-audit by the Town Board.

8 Offered by Boudreau Seconded by Marble RESOLUTION # 123 RESOLVED, that Dennis Carnivale be and he is herby hired as a part time cemetery caretaker for the Waterford Rural Cemetery at a salary of $ per month to be paid in monthly installments by the Supervisor without the necessity of pre audit by the Town Board. 9 RESOLVED, that all interested members of the Planning and Zoning Department be and they are hereby authorized to attend the Saratoga County Planning and Zoning Conference on January 31, Offered by Boudreau Seconded by McClement RESOLUTION # 125 RESOLVED, that the regularly scheduled Agenda meeting of 12/26/2017 be rescheduled and also posted as a Special Meeting to be held on Wednesday, 12/27/2017 at 7 P.M. due to the holiday. 10 Chris Connell asked about the Old Mill View Adult home. The Building Inspector, Greg Knorr explained that the new owner received a building permit to replace the roof today.
