Robson Barbara A. Berardi Robert J. Ponzini Donna Fusco Mayor Kaboolian called to order the Regular Meeting at 8:00 p.m. MOMENT OF SILENCE FOR DR. PAUL SEITZ 8:00 P.M. PRESENTATION REGARDING ALBANY REPORT FROM ASSEMBLYMAN THOMAS J. ABINANTI Assemblyman Thomas J. Abinanti appeared and congratulated everyone on the Board. Mr. Abinanti discussed the topic of changing legislation on how people will get on the ballot. Mr. Abinanti spoke to the speaker s counsel and they are looking at the Elections Law where someone must be qualified to serve in the position before they run for the position. He stated that our Boards of Elections are not empowered to make legal determinations; they are only allowed to make fact finding determinations. Mayor Kaboolian thanked Assemblyman Abinanti for the $150, grant for purchase of heavy equipment. Assemblyman Abinanti stated that the Property Tax Relief passed to allow an Occupancy Tax on any hotels and motels and stated that it did help Ardsley. Assemblyman Abinanti stated that he is looking for ideas to get Ardsley non-property tax revenues. Mr. Abinanti said the highlights of what has been done in Albany is the age for criminal responsibility was raised up to the age of 18; there will be changes but it will have to be worked out on a County level; we made the change and now we will make it work We changed marriage age to 18; and increased education aid from K-12 and higher education; trying get more money for care workers; those who get reimbursed by the State, get very little pay; Veterans have been pressing for the school district to get certain exemptions and veterans are still pushing to be put in for an enhanced Star Program. APPROVAL OF MINUTES: Reorganization Meeting December 4, 2017 Regular Meeting December 4, 2017 Trustee DiJusto: RESOLVED, that the Village Board of the hereby approves the minutes of the Reorganization Meeting of Monday, December 4, 2017 as submitted. DEPARTMENT REPORTS: POLICE DEPARTMENT REPORT: Police Chief, Emil Califano, reported the following activities for November 2017: - Court fine and fees - $23,499 - Property Lost or Stolen - $31,192 - Property Recovered - $15, Parking summonses issued - 67 UTT summonses issued - 2 Appearance ticket issued - 17 Arrests Blotters Other activities attended by Officers TRAINING - 3 Swat Officers total of 48 hrs. training - 5 Officers attended 1 day of unified in services training provided by the County consisting of Taser recertification and Tactical emergency Casualty Care FIRE DEPARTMENT REPORT: Assistant Fire Chief, Patrick Lindsay read the Fire Department Report on behalf of Fire Chief, Theodore J. Knoesel for November 2017: - 21 Calls for the Month of November Other activities attended by Fire Department - 11/12/17 Members responded to 26 Capt. Honeywell s Rd for a reported structure fire, upon arrival crews found lint in dryer caused small fire - 11/13/17 Chiefs and members participated in Demo for Ardsley Children s Center

3 - 11/29/17 Chiefs attended monthly Battalion meeting hosted by Dobbs Ferry FD Members will be participating in our Annual Santa Ride / Candy Cane Run starting at 5:00 p.m. on Christmas Eve BUILDING DEPARTMENT REPORT: Trustee DiJusto read the Building Department Report on behalf of Larry Tomasso for the following activities for November 2017: - 10 Building permits - 11 Application fees - 7 Certificates of Occupancy - 11 Plumbing permits - 3 Electrical permits - 4 Letters of Compliance - 2 Miscellaneous Total received - $11, Other activities - 54 Building inspections - 10 Zoning inspections - 3 Fire inspection - 2 Violation notices - 3 Warning notices - 0 Appearance tickets LEGAL REPORT: Village Attorney Ponzini stated there is nothing to report other than the items that have been submitted in memorandum form and stated that he is available for an Executive Session. MANAGER S REPORT 12/18/17 1. ASHFORD AVE BRIDGE: Rather than continue to insert all of the alerts in this report at each meeting, I will just encourage everyone to sign up for our electronic alerts via our website and monitor all bridge news directly from the County at: HOLIDAY SCHEDULES: All Village offices, including the Justice Court, the Library, the Community Center, and the Department of Public Works will be closed for a ½ day on Friday, December 22, 2017 and a ½ day on Friday, December 29, Offices will also be closed Christmas Day, December 25, 2017 and New Year s Day, January 1, There will be refuse collection for the entire village on Friday, December 22, 2017 and on Friday, December 29, Please refer to the Sanitation schedule posted on the Village s website.

VILLAGE TAXES: The second installment of the Village tax bill became due and payable on December 1 and can be paid without penalty until the end of the business day on Tuesday, January 2, Payments made in person after January 2, 2018, or that arrive via mail postmarked by the USPS after January 2, 2018, or arrive after January 2, 2018 without a USPS postmark, will be assessed a late penalty as required by New York State Real Property law. Meter-mailed postmarks are not valid proof of timely payment. Please bear in mind that no Village official is empowered to waive the late fee for any reason. TREASURER S REPORT: Village Manager, Robson read the Treasurer s Report on behalf of the Village Treasurer for December 18, 2017: Ms. Robson stated the bills for the past two weeks totaled as follows: From the General Fund: $222,261.62; from the Trust & Agency Fund: $6, and from the Capital Fund: $10, Trustee D Emilio: RESOLVED, that the Village Board of the hereby authorizes the Village Treasurer to make the following payments: From the General Fund: $222, from the Trust & Agency Fund: $6,185.00; and from the Capital Fund: $10, Seconded by Trustee Edelstein and passed unanimously. MAYOR S ANNOUNCEMENTS: - Attended senior s holiday party hosted by Fire Department; it was lots of fun and the food was delicious - Attended ASVAC dinner; I want to thank all the hard working and dedicated people of ASVAC - Attended Menorah Lighting - Attended WMOA meeting; speaker discussed issues of closing Indian Point - 1/3 Seniors Medicare talk - 1/10 Breast cancer awareness talk - 1/17 Senior breakfast at 12:00 noon - 1/24 Flower making - 1/31 Zumba - Received a letter from the Village of Irvington (Mayor read letter) thanking Ardsley firefighters for their sacrifice on Thanksgiving - Thank DPW for keeping our streets clean during the snowstorm - Happy and Healthy New Year; please drive safely; stop texting while driving - A letter was sent to our Senators strongly opposing the elimination of the SALT deductions

5 COMMITTEE & BOARD REPORTS: TRUSTEE DIJUSTO: - Attended senior Christmas dinner - Trustee Edelstein and I did the raffle at the dinner - Attended ASVAC Christmas dinner - Attended Menorah Lighting - Attended WMOA meeting; there was a discussion on Indian Point - ASVAC Report dispatched 80 calls in the month of November 2017; 61 were in Ardsley alone - Please volunteer; go to ASVAC.org TRUSTEE YAGER: - Attended WMOA meeting - No updates on cable TV; we are looking to possibly start an environmental committee; anyone looking to participate, please reach out to me - Wish everyone the best during the holidays season TRUSTEE D EMILIO: - Attended ASVAC meeting - Attended Menorah Lighting - The Ardsley Historical Society calendar is going out this month; The Historical Society has a Board meeting on 7:30 p.m. and the Library Board has a meeting on p.m. at the Library - SAYF Coalition had an ad in The Enterprise last week; they had 100 % compliance by the merchants selling alcohol in the Village none sold to underage buyers TRUSTEE EDELSTEIN: - I had a really good time at the senior s holiday party; I want to thank the fire department for the job they did - At the last meeting, we were forming a new multicultural committee; that group is coming together and coming up with ideas for what they will tackle - No report on Garden Club and Recreation at this time - Happy Holidays V. VISITORS Armen Boyajian of 23 Grandview Avenue and 486 Ashford Avenue, Ardsley, New York appeared and stated that he was interested in Assemblyman Abinanti s talk about several things. No one under the age of 18 should apply to be elected; it costs the Village money because votes have to be counted. Mr. Boyajian suggested placing a toll on the Ashford Avenue Bridge. Lastly, Mr. Boyajian discussed activities at 657 Saw Mill River Road.

Consider a resolution for appointment to Traffic, Parking, Pedestrian Cycling and Safety Advisory Committee Samuel Lessem RESOLUTION FOR APPOINTMENT TO TRAFFIC, PARKING, PEDESTRIAN, CYCLING AND SAFETY ADVISORY COMMITTEE SAMUEL LESSEM Trustee: DiJusto: RESOLVED, that the Mayor of the hereby makes the appointment of Samuel Lessem, residing at 28 Grandview Avenue, Ardsley, New York as a member to the Traffic, Parking, Pedestrian, Cycling and Safety Advisory Committee immediately through December 3, Seconded by Trustee Yager and passed unanimously. Trustee D Emilio abstained. 2. Consider a resolution for appointment to Board of Architectural Review Andy Laub RESOLUTION FOR APPOINTMENT TO BOARD OF ARCHITECTURAL REVIEW ANDY LAUB Trustee Yager: RESOLVED, that the Mayor of the hereby makes the appointment of Andy Laub, 3 Croton Court, Ardsley, New York as an alternate to the Board of Architectural Review, effective immediately through December 7, Seconded by Trustee DiJusto and passed unanimously. 3. Consider a resolution to authorize each Board of Trustees member as signers for Service Award Trust RESOLUTION TO AUTHORIZE EACH BOARD OF TRUSTEES MEMBER AS SIGNERS FOR SERVICE AWARD TRUST Trustee D Emilio: RESOLVED, that the Board of Trustees hereby authorizes each member of the Board to serve as trustees of the Service Award Trust and are named as authorized signers for such trust. Seconded by Trustee Edelstein and passed unanimously.

Consider a resolution for appointment to Multicultural Committee Jodie Reaver RESOLUTION FOR APPOINTMENT TO MULTICULTURAL COMMITTEE JODIE REAVER Trustee Edelstein: RESOLVED, that the Mayor of the hereby makes the appointment of Jodie Reaver, residing at 629 Ashford Avenue, Ardsley, New York as a member of the Multicultural Committee, effective immediately through December 3, Seconded by Trustee D Emilio and passed unanimously. 5. Consider a resolution confirming assignment of Daniel Tarantino to Detective RESOLUTION CONFIRMING ASSIGNMENT OF DANIEL TARANTINO TO DETECTIVE Trustee Di Justo: RESOLVED, that the Village Board of the hereby confirms the Police Chief s assignment of Daniel Tarantino to Detective at the annual salary of $120,883, effective December 18, Seconded by Trustee Yager and passed unanimously. 6. Consider a resolution for appointment to Zoning Board of Appeals Serge Del Grosso RESOLUTION FOR APPOINTMENT TO ZONING BOARD OF APPEALS SERGE DEL GROSSO Trustee Yager: RESOLVED, that the Mayor of the hereby makes the appointment of Serge Del Grosso, residing at 41 Victoria Road, Ardsley, New York as a member to the Zoning Board of Appeals completing the unexpired term of Patricia Hoffman, effective immediately through December 6, Seconded by Trustee DiJusto and passed unanimously.

Consider a resolution for appointment to Multicultural Committee Andy Laub RESOLUTION FOR APPOINTMENT TO MULTICULTURAL COMMITTEE ANDY LAUB Trustee D Emilio: RESOLVED, that the Mayor of the hereby makes the appointment of Andy Laub, residing at 3 Croton Court, Ardsley, New York as a member to the Multicultural Committee, effective immediately through December 3, Seconded by Trustee Edelstein and passed unanimously. VIII. CALL FOR EXECUTIVE SESSION. Executive Session to discuss a personnel matter. IX.
