Staff: Code Officer Jay Moose, Clerk Debbie Pinckney, Treasurer Lisa Schiminske, DPW Superintendent Dan Patterson, WWTPO Bob Kneaskern, and Fire Chief Stefan Szozda. Public: Laura Bentz 1. 7:00PM Regular Meeting - Mayor Sherman opened the meeting at 7:00pm with the pledge to the flag. 2. Changes/Additions to Agenda - none 3. Presentations (if any) - none 4. Announcements, Miscellaneous & Liaison Reports a. Code Enforcement Jay Moose 1. See report no questions, no comments b. Fire Department Chief Szozda 1. Firefighters Grant 1 st one for washer and dryer, drying rack was delivered and I hope to have the washer and dryer next week. Will need to install electric and water. Preparing for its arrival. Question by Mayor - Is the install costs in the grant? Chief - To be determined. 2. The balance of the equipment will be in by March. When it is delivered Engine 1 will be out of service for 3 days 3. Win-A-Ton Raffle is up and running 4. Request the DPW staff shovel and salt in front of the Fire House. 5. Current EMO Office has just one Deputy Coordinator which is Neil Riverburgh c. Waterfront Festival Don Wilson Jr. 1. Thanked everyone participants and taste testers coming to the Chili Cook Off. 2. Solicitation Letters for sponsorship will be out next week for the event in August d. Zoning Board of Appeals no report e. Planning Board Clerk Pinckney 1. Met with a young woman looking to purchase the DeAngelis home on 6080Lake Street and opening an event center. The Planning Board listened and explained

2 Page 2 of 5 under the current zoning law, a Bed and Breakfast is allowed. Should the revision be passed, the use may be accepted under a Special Use Permit, but at this time the current law does not allow a commercial business in a residential zone. f. Recreation no report 5. First Open to the Public (Speakers will have five (5) minutes) none 6. Approval of Minutes - January 16, 2018 Regular Meeting Motion by Wilson to approve the minutes as presented, Second by Fricano. 4/0 approved. Mayor abstained. 7. Village Treasurers Report(s) Lisa Schiminske Motion Wilson to accept the report as presented, Second Ellis 4/0 approved. 8. Superintendent of DPW Report Dan Patterson a. Plowing as needed b. Trimming trees that are hitting the truck c. Working on Park toilets and installing the handrails d. Got a load of salt will need 40 ton before the end of the year to cover our quota. Clerk noted there was no bill for this order. Will have to pay next month. e. Discussed the snow being blown on the fire house from the neighbor at 222 Genesee Street, survey shows their property line is very close to the Fire house. Concerns that the snow could damage the wall that was just repaired by DePalma. Ellis suggested maybe the DPW could swipe the snow to avoid this. Discussion that to go on private property is not allowed, possibly have the Chief reach out to the property owner and explain the situation. 9. Superintendent of WWTF Report Bob Kneaskern a. Plant and pump station are running well. b. Servicing the blowers. c. Dealing with the ice. d. Working on rebuilding grinder pumps. e. Should have the proposed 2019 G Fund Budget ready with Treasurer s assistance. 10. Correspondence a. 1/18/ Village acceptance letter to Insero & Co CPA s for their services as our in-house auditors. b. 1/25/ FOIL request from John Greer

3 Page 3 of 5 c. February 27 th Public Hearing Notice for the Zoning Revisions. Meeting to be February 27 th, 2019 at the Village Memorial hall at 6:30pm. Note Rec Program will be canceled that evening. d. 2/1/ Comp Alliance 25 th Anniversary Year will be giving each member a steel cabinet 25 th anniversary first aid kit. e. 2/5/ Eastern Shore letter to introduce the NYMIR 2019 Insurance Program solicitation letter. f. 2/5/ NYSEG Natural Gas Safety Notices g. 2/6/ US CENSUS Quarterly Survey of 4 th Qtr. Property Taxes Collected. h. 2/11/ Cayuga County Soil and Water Spring Fish Stocking Sale i. 2/11/ Cayuga County Soil and Water Spring Seedling and Ground Cover Sale j. 2/13/ FOIL request for John Greer. k. 2/13/2019 NYSEG Notice they will be conducting a safety inspection of your natural gas meter and service. Mandatory if they cannot access your meter by May 1, 2019, they may have to turn off your gas supply until the service line is deemed safe and a fee of $ may be imposed. l. Spring Union Springs Adult Continuing Education flyer m. CCAV Dinner Meeting February 26, Old Business - a. Water Street property sale, - Attorney Quill is working on the transfers. Note - Rox and Flanigan have never responded to any of the letters, the Mayor will stop by to reach out to them. b. USCSD Board of Education, proposed Cayuga Elementary School sale update no movement - tabled c. Fire House stair repair Chief Szozda is waiting on some quotes. But if indeed there is no easement with the neighbor to the north it may not be feasible. Trustee Wilson received a quote from Wayne Stuttle, discussion and consensus to consider getting specs and sending out requests for proposals. 12. New Business a. Budget Work Session schedule March 2 for A fund, March 9 for g fund at the Village Office starting at 8:00am until 11:30am. 13. Executive Session a. Railroad Street Leases Motion by Mayor Sherman to move to executive session at 7:35pm for the purpose of discussing the potential litigation. Second by Wilson. 5/0 approved. Board returned from executive session at 7:40pm. No action taken.

4 Page 4 of 5 Mayor Sherman recused himself and left the room. b Lake Street Motion by Trustee Wilson to move to Executive Session at 7:42pm for the purpose of discussing possible litigation matters with 6188 Lake Street. Second by Trustee Ellis. 4/0 approved. Returned from executive session at 7:48pm. Motion by Trustee Ellis to table the matter. Second by Trustee Wilson. 4/0 approved. Mayor Sherman returned to the meeting at 7:49pm. 14. Trustee Reports a. Trustee Ellis, Municipal Utilities & General Services no report b. Trustee Fricano, Parks & Recreation 1. Thanked Don Wilson for the Chili Cook Off donation to the Recreation Program it was used toward the Valentine s day party happening tonight. 2. Staff is working on a silhouette project on the gym walls. Will use the leftover paint from Lowes and hope to begin the first week in March. Trustee Wilson asked if there is a report of how many kids come from which municipality? Trustee Fricano said yes, and she will provide that data at the next meeting. The staff has a sign in sheet for all participants. c. Trustee Wilson, Planning & Development 1. In the Fall Trustee Wilson attended the New York Infrastructure Conference and gave a copy of the summary to every board member, courtesy of Assemblyman Manktelow. d. Trustee Wright, Public Safety - none 15. Open Discussion among Trustees - none 16. Village Clerk Report Debbie Pinckney a. Petitions received from Tara Fricano, Christopher Ryan and Donald Wilson Jr for Trustee, and from William Sherman for Mayor. Will contact the candidates to sign an acceptance form and get the ballots done and send out to our absentees as requested. b. Union Springs explained the Cayuga Elementary building was not available for meetings as the open spaces are being used for storage. Clerk went with Plan B which was the Memorial Hall, 6:30pm 8pm on Wednesday February 27, Approval of Audited Vouchers a. Motion Fricano to approve payment of Abstract #9-2019, Second Wilson. 4/0 approved.
