1 REGULAR MEETING July 5, 2016 PRESENT: Mayor Robinson, Trustees Appleton, Gardner, Marsh and Wagner, Superintendent Evans, Officer Jason Linderman and Clerk Hoffmeister Others Present: Natalie Muster from the Country Courier Mayor Robinson presided. Meeting was open with a salute to the flag. Minutes of the previous meeting of June 20, 2016 were approved as submitted by . Thomas Douglas will submit a written report beginning with the next regular meeting. He has informed the Mayor that everything is going well. PUBLIC WORKS PROGRESS REPORT: STREETS Daily refuse and recycle routes, daily mowing, trimming, maintenance of the Village Park and Village properties, clean and prepared Legion Hall for rental as needed, swept streets, placed signs and barricades to close streets for the parade, prepared Village Park for the carnival: removed backstops, roped off ball fields, swept entire road, rerouted sanitary lateral at 243 Liberty St, this lateral was encountered by the

2 Wyo Co Highway Dept while installing new drainage on Liberty St, their repair caused the lateral to freeze over the winter, chipped brush, cleaned up debris from high wind event, jetted and vacuumed the sanitary sewer main between Highland Ave and the hospital, called in WYCO to open up the clogged main, after further investigation and discussion, determined a need to perform an emergency repair to the system, this work is scheduled for July 7, 2016 and will require support from WYCO to complete. WATER DISTRIBUTION Daily checks, stake outs as needed, final as needed, samples as needed, compiling a materials list for Water Main replacement on Allen St and performed testing for the pool. WATER TREATMENT PLANT Average daily water demand is 533,000 GPD, daily tests performed and results recorded, generator tested successfully under load, water is currently being drawn from the Headwaters, water had been drawn from the reservoir on June 21 st and 22 nd, cleaning the intake screen twice a week, Steve Reisdorf continues alternating week-end distribution checks with Tom Uptegrove, Steve also continues cross training at the WWTF, drained samples backwash lagoons on June 20, 24 th and 28 th, assisted with preparation work at the pool, grounds maintenance, encountered power glitches on Tuesday, June 28 th, low chlorine residual alarm occurred at 5:00 am, chlorinator valve had failed and pressure pump required re-priming, low voltage condition identified as a cause, 1:00 pm the backup generator started and ran for 3-4 minutes, 2:30 pm the flox mixer stopped, its D.C. drive indicated a fault with D.C. volts and contacted Carrier Controls for some direction on how to diagnose problems. WASTEWATER TREATMENT PLANT rinsed, hosed and drained tanks, checked sludge blanket, read lift stations, tested generator, CO2,PH,DO, Alkanity and acidity, read digester temperature, drain drip traps, grease test and sample as required, cleaned arms on BioTowers, cleaned electrode on Pista-grit, changed oil on WW pumps #1 and #4, replaced diaphragm on Supernatant pump, changed oil, filter, air filter, spark plugs on the Industrial Park generator, retaped insulation on methane lines, cleaned Bed #5, sent Dickson Environmental 1 st pat 360 for 2016, Sewer Jet primary clarifier is not working properly and alarm signaled at 10:29 pm on June 20 that indicated a power interruption and reset bar screen and plant. Issues with sanitary sewer at Hospital will undergo emergency repair scheduled for Thursday, July 7, POLICE DEPARTMENT Officer Linderman stated that everything went well during the 4th of July celebration. 3 PAVILION w/alcohol: Five Star Bank 7/12/16 company picnic Nicholas Grover 8/13/16 Family reunion BUILDING AND FIRE CODE ENFORCEMENT: 13 Fire Inspections submitted by Cuyler Slocum MEETINGS: Police Committee Mon 7/18 6:45 pm Fire Hall Fire Committee Mon 7/25 6:00 pm Fire Hall BUDGET APPROPRIATIONS; RESOLUTION #105 of 2016 RESOLVED That the following requested budget appropriations be hereby approved: WasteWater rebuilding pumps (G ) $ WasteWater-polymer (G ) Swimming Pool hydrochloric Acid (A ) SANITARY SEWER: Emergency repairs RESOLUTION #106 of 2016 Motion made by Mayor Robinson Seconded by Trustee Appleton RESOLVED That declare emergency repairs to sanitary sewer main on North Main Street from Wyoming County Community Hospital to Highland Avenue and authorize Superintendent Evans to do what he deems necessary for the repair. GRANT Tom Carpenter of Clark Patterson Lee met with the board to discuss compiling a grant application for planning stages of repair/replacement of water and sewer infrastructure. There are grants available as well as low interest loans.

4 RESOLUTION #107 of 2016 GRANT: Planning Motion made by Trustee Marsh RESOLVED Authorize Village of Warsaw to apply for planning grant written by Clark Patterson Lee with matching funds up to $6, SUMMER RECREATION: RESOLUTION #108 of 2016 Seconded by Trustee Wagner RESOLVED That authorize hiring Kathryn Miller as Recreation Assistant for summer recreation program effective immediately. LIQUOR LICENSE: RESOLUTION #109 of 2016 Motion made by Trustee Marsh RESOLVED That approve waiver for 30 Day Notice for the Rock N Roll Bar-B-Q Restaurant to expedite approval of liquor license contingent upon submission of proper paperwork. RESOLUTION #110 of 2016 STREETS : Plow Truck purchase RESOLVED - That authorize Superintendent Shane Evans to purchase 2017 Mack Plow Truck from Beam Mack Sales Service Inc with equipment from Henderson Products per Onondaga County Contract #7823.

5 Trustee Marsh noticed that there seemed to be more homeowners with fireworks this year. He would like to advertise next year that Wyoming County does not approve firework use. Would like to make everyone aware that Fireworks are illegal in the Village of Warsaw.
