1 BOROUGH OF BOYERTOWN COUNCIL MEETING December 3, 2018 The regular meeting of the Boyertown Borough Council was called to order at 7:00 p.m. by Council President Frank Deery. Council members present in addition to Mr. Deery were Charles Heller, Barry Christman, Lorraine Carnes, Keith Endy, Terry Mest, and Gene Gabel. Also in attendance were Christopher Hartman, solicitor; Patricia Loder, Borough Manager; Adrianne Blank, Main Street Manager; Allen Steffy, President, Building a Better Boyertown, an interested citizen, and a press representative. All rose for the Pledge of Allegiance. Mr. Deery called for public comments on the agenda; no comments were forthcoming. Mr. Deery called for a motion to approve the minutes of the November 5 th and 28 th, 2018 meetings of Borough Council. The motion was made by Mr. Heller, second by Mr. Gabel, and approved. Finance, Charles Heller Mr. Heller made a motion, second by Mr. Mest, to approve the lists of Revenues, Expenditures and Bills for November The roll call vote reflected the following members voting yes : Mr. Heller, Mr. Christman, Mrs. Carnes, Mr. Endy, Mr. Mest, Mr. Gabel, and Mr. Deery. The motion was approved. The roll call vote reflected the following members voting yes : Mr. Heller, Mr. Christman, Mrs. Carnes, Mr. Endy, Mr. Mest, Mr. Gabel, and Mr. Deery. The motion was approved. Mr. Heller then made a motion, second by Mr. Endy, to authorize the Borough Manager to execute the BB&T Subject to Count Coin Transaction Agreement. The roll call vote reflected the following members voting yes : Mr. Heller, Mr. Christman, Mrs. Carnes, Mr. Endy, Mr. Mest, Mr. Gabel, and Mr. Deery. The motion was approved. Public Utilities - Water, Keith Endy The following Water Supply and Use Report was submitted for the month of November During the month of November a total of 19,751,000 gallons of water was processed through the water filter plant for an average of 681,000 gallons per day. The totals came from these sources: Trout Run 15,602,000 Ironstone 1,491,000 Boyertown Reservoir 2,658,000 Pumping from Trout Run 28 days Pumping from Ironstone 5 days Trout Run is at a level of feet with approximately 291,000,000 gallons of water. Popodickon Reservoir is at a level of 38 feet with approximately 34,600,000 gallons of water. Precipitation in November was 9 inches.

4 Page/4 Public Utilities Sewer, Keith Endy The following Wastewater Treatment Report was submitted for the month of November 2018: Average Effluent NPDES Maximum Allowed B.O.D mg/ mg/1 Ammonia Nitrogen.3 mg/1 4.8 mg/1 Phosphorus.62 mg/1 1.5 mg/1 Suspended Solids 3.0 mg/ mg/1 Fecal Coliform 3/100 mg/1 200/100 mg/l The average daily flow at the Wastewater Treatment Plant during the month of November was 870,000 gallons. Public Works, Barry Christman The following report on the activities of the Street Department personnel during the month of November 2018 was submitted: During the month of November street department personnel continued leaf collection, cleaned catch basins, patched potholes, plowed and salted streets and alleys in response to a snow event, winterized the Community Park and 23 South Reading Avenue, and performed routine maintenance on borough buildings, equipment and vehicles. House, Gene Gabel Mr. Gabel made a motion, second by Mr. Heller, to authorize the Borough Manager to advertise the 2019 Schedule of Meetings. The roll call vote reflected the following members voting yes : Mr. Heller, Mr. Christman, Mrs. Carnes, Mr. Endy, Mr. Mest, Mr. Gabel, and Mr. Deery. The motion was approved. Public Communication, Lori Carnes No report Park and Recreation Board, Lori Carnes Mrs. Carnes reported that the Park and Recreation Board held the annual Costume Parade at the Community Park on October 21st; this was the last event for 2018.

5 Page/5 Planning, Frank Deery Mr. Deery submitted the Code Enforcement Report for the month of November. The report reflected the issuance of two UCC Permits, and two zoning permits. In addition, follow up inspections were performed on numerous Notices of Violation issued for general property maintenance code violations, two new Notices of Violation were issued, and fifty six rental unit inspections were performed. The Miscellaneous Permits Report reflected the issuance of two street opening permits. Mrs. Loder then reviewed with the members a memo from the Planning Commission recommending Borough Council grant the waiver request submitted by the Church of the Good Shepherd for the proposed addition of a 975 square foot grade level one story addition at the rear of the Church. The Church is requesting a waiver from submission of a land development plan for the proposed addition. The proposed addition would be constructed at the rear of the church where a large portion of the area is currently covered by sidewalk and some landscaping. Following review, a motion was made by Mrs. Carnes, second by Mr. Christman, to grant the request for a waiver from submission of a land development plan submitted by the Church of the Good Shepherd for a proposed 975 square foot one story addition at the rear of the Church. The roll call vote reflected the following members voting yes : Mr. Heller, Mr. Christman, Mrs. Carnes, Mr. Endy, Mr. Mest, Mr. Gabel and Mr. Deery. The motion was approved. Police and Public Safety, Terry Mest No report Police Activities, Mayor Marianne Deery The following Police Activities Report for the month of November was submitted: Calls for Service 290 Traffic Complaints 127 Non-Traffic Complaints 117 Traffic Arrests 81 Non Traffic Arrests 15 The Mayor s activity report for the month of November reflected the Mayor s attendance at the Veterans Salute held at St. John s Lutheran Church, attendance at a public officials meeting held by the DEP concerning an expansion application filed by the Delaware County Solid Waste Authority for expansion at The Rolling Hills Landfill in Earl Township, and attendance at a meeting of the Berks Municipal Partnership. Mayor Deery also performed two wedding ceremonies in November.

6 Page/6 Building a Better Boyertown, Adrianne Blank Main Street Manager Ms. Blank informed the members on numerous matters including the submission to the state of the loan document for the anchor building grant for the renovation of South Reading Avenue, the 15 th annual Chillin on Main Event will be held on Saturday, December 8 th, and the Holiday Open House Tour will be held on Friday, December 7 th. Ms. Blank also noted a job posting for a part time tourism ambassador to begin work in the spring of 2019, and updating of the information in the Town Center Kiosk. Public Comments Mr. Deery called for public comment; no comments were forthcoming. Mr. Deery then announced that Council would recess to executive session to discuss a potential litigation matter. Upon reconvening, Mr. Deery announced that during the executive session Borough Council discussed one matter relating to potential litigation; no Council action will be taken at this time. There being no public comment and no further business to conduct a motion to adjourn the meeting at 7:43 p.m. was made by Mrs. Carnes and second by Mr. Mest.
