Monthly Bills Presented Motion by Trustee Dortman support from Supervisor Manoleas to approve the list of bills-pay in reference to list of bills dated July 21, 2015 General/$46, Water Department $14, total of $61, and monthly payroll $23, Yeas: 6 Nays: 0 Motion carried. 2 Motion by Clerk Turner support from Trustee Dortman to add five work orders from the Road Commission to the agenda under New Business. Yeas: 6 Nays: 0 Motion carried. Public Comments Public Comment started at 7:11 p.m. Jessica Koehn at 6988 Lapeer Road presented pictures to the Township Board. She lives next door to Gaffney s property at the corner of Lapeer and Rabidue Roads. She reported to the Board that he does not keep up the property. She has witnessed rodents and very high weeds. She mentioned that herself and others keep their property maintained, therefore he should do the same to his property. Supervisor Manoleas stated that Mr. Gaffney called and talked to him today. Discussion about abiding to the Township Blight Ordinance. Supervisor Manoleas stated that he will need to talk with Rod, so give him a couple of days. Kathy Marsh had a question about the Rural Water Association on the list of bills. It was explained that this is an Association that is strictly for water. It gives Bill Dedoe information and they also schedule classes, it is very helpful and informative. Just like MTA is for Townships. Jim Bearss wanted to bring to everyone s attention on how good the baseball diamond looks at Bill Bearss Park. The league that put the work into the baseball diamond really did a great job. Mike McGriff of Rabidue Road stated that Todd from the Road Commission needs to revisit the area. There are ruts and chloride needs to be applied. Clerk Turner reported that this week the Township s roads will get attention. Todd told her that Kenockee Township would be finished the end of last week so around Tuesday, Wednesday of this week he could get to Clyde Township s roads. Public Comment closed at 7:23 p.m. Reports Report from Building Department-Rod Cowan/One new residence and one home addition. Report from the Ordinance Officer-Rod Cowan/See attached report. Report from the Fire Department- Gary May/One personal injury accident, seven medical emergencies, two mutual aids to Kimball, structure fires, one weather warning, five wire related emergencies, wires arcing, fire in trees, and transformer fire, and one mutual aid to Kenockee, barn fire. Tornado siren installation is finished. The siren activated properly on the July monthly test. Annual maintenance on the building generator was done. Brake problem with Grass unit 52 has been fixed. Annual truck maintenance has been 2

3 started. Other than general maintenance some pressure gauges need to be replaced, and batteries that are over 7 years old. Burn trailer training went well. Members who participated were able to feel the heat of actual fire and search and rescue in smoke filled environment. Report from the Planning Commission-Mike McGriff/Submitted the ordinance to conform to 2008 requirements. Spent most of the meeting on C-1. Trying to nail down the distance of the width of C-1 on Lapeer to submit to the county for their map. Will be working on by-laws to insure they conform to the new ordinance. Will continue to work on home based business and C-1 as time allows. Report from the Parks and Recreation Committee-Mike McGriff/This month s meeting was held at Bill Bearss Park. The Committee looked at the maintenance needs of the park. The park needs stones around playground equipment. Also drawing a map of the park to see the best place to put the new items as we move forward. Repairing the teeter totter. The Committee will be turning in a list of things for consideration on what DPW will do or see if it quotes need to be obtained. Hopefully Pickle ball will be up and running by next month. The Committee would like to have an open house to introduce the residents to the news addition. Report from the Cemetery Advisory Committee-Kathleen Turner/Met with Mr. Lipke on July 8, 2015 at Ruby Cemetery. Explained and showed him his options. Upon receiving his decision the Cemetery Advisory Committee recommends to the Township Board for their approval. A headstone was delivered, Jowett Funeral Home involved working on getting this cleared up. It was reported to the Committee that a person in Kinney Cemetery is planting too many flowers. This person has been notified of the violation to the Ordinance and also received a copy of the Ordinance. Discusssion on the 2015/2016 budget. The Committee has decided that five trees in Ruby Cemetery need to come down for safety reasons and two dead bushes. Kinney Cemetery just some trimming. Connie Bates discussed the Ruby Facebook page and that an angel was stolen from a gravesite in the Ruby Cemetery. She mentioned that some other items have been stolen, too. The Chairperson of the Committee stated that if this continues to be a problem the Sheriff Department can do extra patrols. Historical Society-Janet Krueger present and announced the Ox Roast is on for this year. August 22, 2015 at 1-4 p.m. at the Bill Bearss Park. Something different this year they are adding cole slaw to the meal. Also the Society had to raise their prices because of the cost of the meat. Adults will be $ Tickets are already for sale for the dinner and raffle prizes. The Society meets every Wednesday, 9:30 a.m. at the Old Township Hall, working on a book pertaining to the history of Clyde Township. They have been meeting for 17 weeks, so far. Jim Bearss stated that the Ox Roast is the major fund raiser for the Society. Discussion about putting this announcement in the Times Herald in the brief 3

4 news to let people know about this major fund raiser to secure funds to keep the Old Township building going. Policy Committee-Debbie Manoleas/ No meeting Correspondence Clerk Turner presented correspondence that she received. OLD BUSINESS: TREE BIDS Motion by Supervisor Manoleas support from Clerk Turner to approve Don s Tree Service for removal of the trees along the fence line south of the township Hall in the amount $5, Yeas: 6 Nays: 0 Motion carried. Split the expense in half parks and recreation, and general account. WATER DEPARTMENT/3121 NOKOMIS TRAIL (UPDATED REPORT) Supervisor Manoleas reported to the Board that payment has been made on the readiness to serve charge a total of $ The resident has hooked backed up to the city water. The civil infraction fine of $ is still outstanding. ZBA PROCEDURES (UPDATE) Clerk Turner reported to the Board that herself, Supervisor, Rod Cowan, Mike McGriff and Sue Sniegocki met and discussed the procedures. Sample draft handed out to everyone. Discussion that the ZBA will be meeting in August. The Board will see how well it goes and how this will reflect on the procedures. FIRE FEASIBILITY STUDY (UPDATE) Supervisor Manoleas reported that Huron Consultants met with Gary May, Trustee Dortman, himself and Dr. Lynn Harvey. Supervisor Manoleas reported that he was impressed by Dr. Harvey also more information will be complied to help Dr. Harvey with his research for this fire feasibility study. ROAD COMMISSION ($10,000.00) Clerk Turner reported that the County Road Commission has given all the Townships in the County $10, each for drainage. It is a one- time payment because the Township needs to use it or lose it. Discussion. 4

5 ROAD COMMISSION (PONDEROSA STUDY-UPDATE) Supervisor Manoleas stated that the Road Commission had some Federal work they had to do. But he has been assured that the Ponderosa Study is on the list to be started. NEW BUSINESS: ACH (AUTOMATED CLEARING HOUSE) (DISCUSSION TREASURER GERSPACH) Discussion. Treasurer Gerspach brought this topic to the Board. Four employees are in favor of the direct deposit. Also becoming involved with this clearing house our water customers could have their water payment automatically paid from their account. The Board to explore this topic. This topic will be on next month s agenda. CONDEMNING HOUSES RUBY & FEICK (DISCUSSION) Supervisor Manoleas reported to the Board there is a house in Ruby that needs to be boarded up. It is on the corner of Imlay City Road and Cribbins Road. The house on Feick Road burned and ownership is in question. Supervisor Manoelas stated that a specific process according to the Ordinance needs to be followed to maintain blight on property. It was brought to the Board s attention during this discussion the burnt house on Lightle Road. Supervisor Manoleas mentioned that he would talk with Rod on this topic. CREATE LINE ITEM 249/ / FOR REFUND OF DOUBLE PAYMENT OF PERMIT FEE Clerk Turner mentioned this topic to the Board. It was determined that a motion was not needed. Supervisor Manoleas told Clerk Turner to go ahead and create line item in the budget. The dollar amount can be amended during a Budget Adjustment next month. Put on next month s agenda. LIVE BURN TRAINING TRAILER (NEEDS A MOTION FOR APPROVAL) Motion by Supervisor Manoleas support from Treasurer Gerspach to approve the expenditure to Huron County Firefighters Training Trailer for the live burn trailer in the amount of $ Yeas: 6 Nays: 0 Motion carried.. PLANNING COMMISSION ORDINANCE Motion by Treasurer Gerspach support from Trustee Voight to accept the 5

6 Planning Commission Ordinance as presented with minor change at the end.. Yeas: 6 Nays: 0 Motion carried. Discussion about publishing this in the paper. It was stated that this Ordinance does not need to be published because it is not a Zoning Ordinance. WATER CONTRACTOR FOR THE TOWNSHIP Discussion on this topic. It was decided that Supervisor Manoleas will get bids. This topic will be on next month s agenda. ELECTRIC BILL AT PARKING LOT (DISCUSSION) Clerk Turner explained to the Board that the Township is paying a service fee every month just for the meter. No electricity is being used at this location. She reported that she called DTE and was informed that the Township could end the agreement, and this would end the service fee charge. Discussion. It was agreed to end this agreement. Clerk Turner will call DTE. COUNTY MAPS AERIAL PHOTOS Supervisor Manoleas explained this topic to the Board. This would help the Township Assessor in allowing her to have better resolution to the pictures that the County supplies on their maps. Motion by Trustee Voight support from Trustee Dortman to approve the expenditure for up to $1, for the 6 resolution with the County. Yeas: 6 Nays: 0 Motion carried. FIRE DEPARTMENT PAINTING QUOTES Discussion. Motion by Clerk Turner support from Trustee DeShon to approve the proposed quote from Dan Halliday in the amount of $2, for the painting of the overhead doors and siding of the Fire Hall. Yeas: 6 Nays: 0 Motion carried. BUDGET ADJUSTMENTS Clerk Turner explained to the Board that being the way the electors voted at the Annual Meeting, June 27, 2015 budget adjustments need to be made to the 2015/2016 budget. Motion by Treasurer Gerspach support from Clerk Turner to approve the budget adjustments as presented for the 2015/2016 fiscal year. Yeas: 5 6

Work Orders from the Road Commission (added agenda item) Clerk Turner reported to the Board that the five work orders were pertaining to drainage situations from around the Township. These areas were pointed out to them during the Road trip in April with the Road Commission. Discussion. Motion by Clerk Turner support from Trustee Dortman to approve the five work orders as presented to the Board. Yeas: 6 Nays: 0 Motion carried.
