1 Denmark Township Board of Trustee s Regular Township Meeting Minutes October 30, 2017 Call to Order The meeting was called to order by Supervisor Heinlein at 6:00 pm with the Pledge of Allegiance to the Flag. Supervisor Heinlein welcomed the residents and guests in attendance at the meeting. Five people registered upon arriving for the Denmark Township Meeting held on October 30, 2017 at the Denmark Township Hall. All comments will be addressed to the Township Board and will not exceed three minutes in length. Roll Call Clerk N Heinlein took roll call of Township Board members: Present: Supervisor Charles Heinlein, Clerk Nancy Heinlein, Treasurer Dennis Weber, Trustee Steve Schwab, and Trustee Arnold Krumnauer Absent: None Regular Meeting Agenda October 30, 2017 Motion by Weber and supported by Schwab to approve the amended meeting agenda for the October 30, 2017 Regular Township Meeting. MC. Guests-None Meeting Minutes September 25, 2017 Motion by Weber and supported by N Heinlein to approve the September 25, 2017 Regular Township Meeting Minutes. MC Fund Transfer from General Fund Contingency this month: None Fire Department Fund over budget this month: None Financial Reports Check Register Report was presented by Clerk N Heinlein. Dated, September 26, 2017 through October 30, 2017 o Motion by Krumnauer and supported by Schwab to approve the Check Register Report dated September 26, 2017 through October 30, MC Journal Entries Report was presented by Clerk N Heinlein. Dated September 26, 2017 through October 30, 2017 Expenditures/Direct Billings: None 2017/2018 Fund Balance Report was presented by Clerk N Heinlein. Dated October 30, o Motion by Krumnauer and supported by N Heinlein to approve the October 30, 2017 Fund Balance Report. 2 Denmark Township Cemetery Supervisor reported we have had good compliments on the cemetery. We will work on the Webber plot next Spring. Dennis Weber reported new door for shed has been ordered. Richville Sanitary Sewer Sewer refinance issue tabled until December 4, 2017 Township Meeting. We have Grinder Pumps which already have blades in the pump. We could use a basket on the inlet to collect the T-shirts or other items, but when the basket is full, it may backup the sewer system into houses. Denmark Township Planning Commission Chairman Dan Bauer Next Planning Commission meeting is January 22, Denmark Township Zoning Administrator Dennis Weber Zoning Permits & Demolition Permits None Denmark Township Board of Review Chairman Bob Kern The next BOR is December 12, 2017 at 4 pm. Richville Fire Department Report Secretary Justin Schuler The Fire Meeting Minutes for October 3, 2017 was accepted as presented. Eric Brown reported Scott Air Pack Grant was turned down due to lack of funds. Fire Department can reapply next year. Eric Brown turned in his keys and pager. Denmark/Tuscola Townships Fire Board Report - Secretary Kirk Atkins Steve Schwab Chairman Next regular Fire Board meeting is November 8, 2017 at 7 pm. Raffle License has been denied. PNC Equipment Finance: The 2005 Peterbilt fire truck has been paid in full. Reese Unity District Library Report - Secretary Renée Schiefer The Board of Trustees Meeting Minutes for October 9, 2017 was accepted as presented. Renee gave an update on the October 9 th meeting. Vassar Area Ambulance Report - Secretary Renée Schiefer The Board of Directors Meeting Minutes for October 19, 2017 was accepted as presented. Renee reported the grant application for AED unit has been submitted. Blumfield/Reese Water Authority Report - Secretary Sharon Bierlein Board Meeting minutes of September 18, 2017 was accepted as presented. Reese Village Council Report Clerk Chris Ranney The Village Council Meeting Minutes of September 11, 2017 was accepted as presented. Reese Community Park Board Victoria Asperger Two positions from Denmark Township need to be filled on the Park Board. Page 2 of 5

3 Township Snow Removal Bids Motion by Schwab and supported by Krumnauer to accept the bids from BT Snow Plowing for snow removal at the Denmark Township Hall at a cost of $35.00 per cleaning (salt extra), for snow removal at the Richville Sewer Lagoon at a cost of $30.00 per cleaning, for snow removal at the Denmark Township Cemetery at a cost of $30.00 per cleaning and at the Richville Fire Department at a cost of $35.00 per cleaning. MC Township Appointed Positions 2018 Supervisor Heinlein went over the expiring terms for various appointed positions. All residents that are filling expiring terms will be sworn in at our next meeting December 4, Land Division Officer Motion by Weber and supported by Krumnauer to appoint the Township Assessor, Tod Fackler, to the position of Denmark Township Land Division Officer to replace Dennis Weber who was appointed as Interim Land Division Officer on May 22, MC Land Division Ordinance No Ordinance No was introduced and a background on the Ordinance was given by Dennis Weber. We will vote on the Land Division Ordinance No at the December 4, 2017 Township Meeting. Parcel Division Application Motion by Krumnauer and supported by Weber to approve the updated Parcel Division Application. MC Parcel Division Application Fee Schedule Resolution o Motion by Schwab and supported by Weber to adopt Resolution No Parcel Division Application Fee Schedule. Upon Roll Call Vote: Supervisor: C. Krumnauer - Yes The Supervisor declared the motion carried and Resolution duly adopted at 7:04 pm. Parcel Combination Application Motion by N Heinlein and supported by Weber to approve the updated Parcel Combination Application. MC Parcel Combination Application Fee Schedule Resolution o Motion by Weber and supported by Krumnauer to adopt Resolution No Parcel Combination Application Fee Schedule. Parcel Division Application Motion by Weber and supported by Krumnauer to approve the Land Division Application for 9538 & V/L on Saginaw Road Property Tax ID#: (Estate of Norman Rupprecht) and (Rupprecht Enterprises, Inc.). MC Property Transfer Affidavit The State of Michigan is looking at late filing fee time frame for Property Transfer Affidavit. Fire Insurance Withholding Program Fire Insurance Withholding Program was discussed. Checking Account research needs to be done. Solar Ordinance Solar Ordinance is pending on information from Attorney. Drone Ordinance Additional information is pending on the FAA. Bauckham Sparks Conference October 12, 2017 in Kalamazoo Attended by: Supervisor Heinlein, Clerk N Heinlein, and Trustee Krumnauer. o Motion by Weber and supported by Schwab to reimburse Krumnauer for mileage to attend the Bauckham Sparks Conference on October 12, 2017 for 306 ($163.71) to be charged equally to Supervisor, Clerk and Trustee Education account. MC CORRESPONDENCE: Tuscola County Road Commission Project bids requested for 2018 Road Resurfacing: o Wilder Road, Van Burren to Quanicassee o Quanicassee Road, M-46 to Wilder o Bradford Road, Wilder to Reinbold o Bradford Road, Reinbold to M-81 Tuscola County Drain Commission Notice to landowners for Yax North Drain was received. Pre-Construction meeting was held on October 25, 2017 for Yax North Drain. Notice to property owners for the Hobart Branch/Branch #3 of Northwest Drain Maintenance was sent to property owners. Consumers Energy Notice received on Gas Meter upgrades for Denmark Township. DTE Fall 2017 Energy Smarts magazine received. Page 4 of 5

5 MTA Seminar Policy Matters, December 14, Frankenmuth o Motion by Weber and supported by N Heinlein to send one person and with the option to send two people to the Seminar Policy Matters in Frankenmuth on December 14, MC Seminar Accounting & Payroll, November 29, 2017 Frankenmuth not attending. Other Business Open House showcasing new election equipment 11/2/2017 from 5 to 7 pm in Caro was received from County Clerk. Supervisor s Corner Village of Reese Intergovernmental Agreement-Nick Costello was discussed. State Inspector for chair lift was here on October 6, Meet & Greet with Gary Glenn at Fritz s Restaurant on November 3, 2017 at 7 pm MTA Conference will be held in Traverse City on April 23-26, Public Comments/Concerns Did everyone sign in? Resident Concerns/Public Comment - None The next regularly scheduled Township Meeting will take place Monday, December 4, 2017 beginning at 6:00 pm at the Denmark Township Hall.
