1 BINGHAM TOWNSHIP REGULAR BOARD MEETING MINUTES SEPTEMBER 17, CALL MEETING TO ORDER Supervisor Werner called the Bingham Township Regular Board Meeting to order on Monday, September 17, 2018 at 7:00 p.m. at the Bingham Township Hall, 7171 Center Hwy., Traverse City, MI 2. ROLL CALL- QUORUM PRESENT Present: Midge Werner, Kathy Morio, Gary McGhee, Sandra Grant, Brad Saxton Absent and excused: None Staff Present: Recording Secretary, Marge Johnson Guests Present: 4 3. PLEDGE OF ALLEGIANCE 4. AGENDA APPROVAL Midge Werner/moved, Brad Saxton/supported, to approve the agenda as amended, adding under New Business Bingham Park and Maple Grove Cemetery Bids for tree service, PASSED. 5. CONFLICT OF INTEREST None shown. 6. APPROVAL OF MEETING MINUTES August 20, 2018 Gary McGhee/moved, Sandra Grant/supported, to approve the August 20, 2018 Minutes as drafted, PASSED. 7. PUBLIC COMMENT Garthe Greenan said he is a candidate for Leelanau County Road Commission. Dan and Teresa Rose, E. Bingham Rd., said they expressed concerns to the Park & Rec Committee about the use of Boughey Park. The use of Boughey Park has increased considerably - weddings, family reunions, school summer party, campers attempting to spend the night at the park, etc. Park signage is being ignored. Feel usage of the park is becoming unacceptable especially during the holidays. The issue is enforcement of the park rules. Trying to work with the Sheriffs on the issues of concern. Teresa and Dan Rose will serve on the Parks and Rec Committee. Midge Werner thanked the Roses for coming with their concerns about Boughey Park and for serving on the Parks and Rec Committee. 8. OLD BUSINESS a. No old business. 1

2 9. NEW BUSINESS a. Tree Service Bids - Maple Grove Cemetery and Bingham Park Midge Werner submitted the following bids for tree service. 1. Bingham Township Park Brothers Tree Service - $1, Leonardo s Tree Service, Inc. - $1, Parshall Tree Service - $1, Gary McGhee/moved, Sandra Grant/supported, to accept the bid of Parshall Tree Service for $1,350.00, PASSED. (added at 10/15/18 board meeting) based on the fact it was the low bid) Midge Werner said the Township can file a claim with the insurance company for the loss of trees in Bingham Park. 2. Maple Grove Cemetery Leonardo s Tree Service $1, Brothers Tree Service - $1, Parshall Tree Service - $1,500 Gary McGhee/moved, Sandra Grant/supported, to accept the bid of Leonardo s to to do the tree work at Maple Grove Cemetery for $1,045.00, based on the fact it was the low bid, PASSED. 10. COMMITTEE, STAFF, AND OFFER REPORTS a. Parks and Recreation Committee Parks & Rec Committee Minutes and letter from the Roses submitted b. Building & Grounds Committee Midge Werner is concerned about the eroding by landscape timbers/driveway edge. Also, the contents of 15 boxes in the basement need to be shredded. c. Cemetery Committee Midge Werner said she completed the final report for the Cemetery Workshop Grant Program. d. Zoning Administrator Steve Patmore submitted his August 2018 Report. e. Planning Commission Gary McGhee said the Planning Commission did not meet in September. Next meeting is October 4,

3 f. Fire Authority Sandra Grant reported on the Fire Authority Meeting that was held on September 11 th. The ballot language for the November 2016 millage election was incorrect which resulted in a shortfall in the budget. The Fire Board has agreed to file a lawsuit against the attorney who prepared the incorrect ballot language if the millage does not pass in November g. Assessor s Quarterly Report - No report. h. Treasurer s Report Sandra Grant submitted the Treasurer s Report. Friday was the last day to pay property taxes without payment of interest. i. Trustees - No report. j. Clerk - Vendor & Payroll Reports Kathy Morio said the laptop to be used for elections has arrived. The old printer in the office will be removed from the inventory list. Absentee voter ballots will be mailed out the first part of October 2018 Kathy Morio submitted vendor balance and payroll report for approval. Vendor Balance - $9, Payroll Report - $8, Sandra Grant/moved, Midge Werner/supported, to approve the vendor balance of $9, and Payroll of $8,817.72, PASSED. k. Supervisor - Midge Werner said she will be attending the MTA District Meeting in October Cherryland Electric has an agreement with Consumers Energy to connect a line in two places on Bingham Road. Cherryland Electric is seeking township approval to install a pole on township property in PUBLIC COMMENTS AND ANNOUNCEMENTS None. 12.
