1 MINUTES SUTTONS BAY TOWNSHIP REGULAR MEETING JULY 11, 2018 CALL TO ORDER Rich Bahle, Supervisor, called the regular meeting of the Suttons Bay Township Board of Trustees to order at 5:15 p.m., July 11, 2018, at the Suttons Bay Township Offices, #95 W. Fourth St., Suttons Bay, Michigan. ROLL CALL - Quorum Present Present: Rich Bahle, Sandy VanHuystee, Tom Nixon, Cathy Hartesvelt, Debbie Slocombe Absent and excused: None Staff Present: None APPROVAL OF THE AGENDA Rich Bahle/moved, Sandy VanHuystee/supported to approve the amended agenda, adding Randy Herman, Volunteer Acknowledgement; SEEDS Herman Park, and Cherry Roubaix Bicycle Race, PASSED. PUBLIC COMMENT None OLD BUSINESS 4. Request for letter of support regarding Treaty issues: GTB/John Petoskey John Petoskey was present at the meeting to answer any questions about the letter of support regarding Treaty issues. The Township Board reviewed the letter of support that John Petoskey submitted and stated what corrections they would like to have on the letter. Tom Nixon/moved, Rich Bahle/supported, that the Township Board approve the letter of support regarding Treaty issues, with corrections made to the letter, and authorize Rich Bahle to sign the letter support the GTB in their claim to the U.S. Court of Federal Claims, PASSED. 2 NEW BUSINESS 1. April Missias, Director of Leelanau County Senior Services April Missias, Director of Leelanau County Senior Services, informed the Board about the 2018 Senior Millage. On the ballot Tuesday, August 7, 2018 will be a request from Leelanau County Senior Services of.320 for 2 years. The current millage rate is.275. The total budget current budget of $773,000 would be increased to $881,000 if the millage passes. REPORTS: Treasurer As presented. Planning & Zoning Susan Odom reported at the Planning Commission Meeting preliminary approval was given to the Padella development located on Richter Road. Fire Authority - Rich Bahle said the Fire Authority met last night. The Board investigated taking legal action against the attorney who prepared the language for the millage election; amended some policies and procedures, voted to not bill for DOA s, changed medical reporting, and passed a resolution that the Fire Authority request.8 mills for two years at the November election. Parks & Recreation - Debbie Slocombe said the Parks & Rec Meeting will be held later this month. Picnic tables for Herman Park should arrive next week and will need to be assembled. Facilities - Tom Nixon - Ayers will be working on the crawl space next Monday and Tuesday. The township has a new house cleaner. Cones at the end of Fourth Street are marking a sinkhole. OLD BUSINESS: 1. Approval of the Minutes: June 13, 2018 Tom Nixon/moved, Debbie Slocombe/supported, to approve the June 13, 2018 Minutes as presented, PASSED. 2. Payment of the Bills Sandy VanHuystee submitted bills for payment in the amount of $14, Tom Nixon/moved, Debbie Slocombe/supported to approve payment of the bills in the amount of $14,312.82, PASSED. 3. Flood Plain Maps: Status Report Steve Patmore Steve Patmore submitted the following documents for the Board s review: Ordinance Page 2 of 5

3 Addressing Floodplain Management Provisions of the State Construction Code, and Michigan Community Resolution And Intergovernmental Agreement To Manage Floodplain Development For The National Flood Insurance Program. Rich Bahle said Flood Plain Maps will be on the August agenda. 5. Networks Northwest Contract The Networks Northwest Contract was submitted for approval. Under this Contract Networks Northwest staff will provide professional planner services to the Suttons Bay Township Planning Commission and Township Board at a cost of $6, ($700 per month). Tom Nixon recommended that the Contract be from July 1, 2018 thru March 30, Tom Nixon/moved, Rich Bahle, to approve the Contract between Networks Northwest and Suttons Bay Township for professional planner services from July 1, 2018 thru March 30, 2019 at a cost of $6,300.00, and authorize Tom Nixon to sign the Contract, PASSED. Networks Northwest Contract -Zoning Ordinance Update Project Tom Nixon said the Planning Commission is still working on the zoning ordinance update project which is estimated to cost $7, The township will be billed when the work has been completed. Comment - Susan Odom said Kathy Egan is invaluable, her expertise has helped the Planning Commission on many occasions. Contract for Zoning Administrator Services Rich Bahle said Suttons Bay Township will be contracting with Bingham Township for zoning administrator services. Suttons Bay Township is not contracting with Bingham Township for planning services. NEW BUSINESS 2. Randy Herman - Acknowledging Volunteer Work Herman Park Bill Drozdalski said Randy Herman has been doing a significant amount of work at Herman Park on a volunteer basis, using his own equipment to disc and till two plots, and paying his costs. Consensus of the Board to recognize Randy Herman for his volunteer work at Herman Park. Page 3 of 5

4 3. SEEDS Herman Park Bill Drozdalski said he contacted SEEDS, a youth conservation group, to see how much it would cost to remove rocks, hanging vines, and debris from Herman Park. SEEDS said it would cost a total amount of $3, for three (3) day s work at Herman Park to remove rocks, hanging vines and debris, using a crew of 4 people. Sandy VanHuystee/moved, Tom Nixon/supported, that the township hire SEEDS to remove rocks, hanging vines and debris from Herman Park for three days at a cost not to exceed $3,600.00, PASSED. 4. Herman Park Pickle ball Bill Drozdalski said there is a private group that wants to raise money for two (2) more pickle ball courts at Herman Park. The two picket ball courts would cost $60,000. If the private group raised $30,000.00, there may be an opportunity for Parks and Rec to apply for a Passport Recreation Grant in Discussion Bill Drozdalski - People waiting for pickle ball, there is room for 4 pickle ball courts. Rich Bahle Would endorse the effort to raise money for pickle ball courts. Like anything that increases the use of Herman Park. Tom Nixon - Could give the township board the opportunity to budget for funds for Pickle ball in next year s budget. Consensus of the Township Board to be in favor of a private group raising money for pickle ball courts at Herman Park. 5. Cherry Roubaix Bicycle Race Rich Bahle said the Cherry Roubaix Bicycle Race will be held on August 4, The Township has to apply for the permit to the Road Commission for road closures. Rich Bahle/moved, Sandy VanHuystee/supported, to authorize Steve Patmore to apply to the Road Commission for a permit to facilitate the Cherry Roubaix Bike Event on August 4, 2018, PASSED. Rich Bahle/moved, Debbie Slocombe/supported, to authorize Steve Patmore to make applications for permits to the Road Commission for road closures, and that the township be reimbursed for the cost of the permits, PASSED. 5 BOARD MEMBER COMMENTS: Debbie Slocombe said she will help move the voting equipment. Tom Nixon said drivers must allow 3 feet between bicycles and cars on the roads. Sandy VanHuystee said the Clerk s Office is working on the upcoming election. PUBLIC COMMENT: Bill Drozdalski said the gardens in the skate park make the park look better.
