The Pledge was led by Supervisor Foether. The Supervisor stated the meeting will go to public comment at 9:30pm and a special meeting will be held if necessary. Minutes: Motion by Stack, seconded by Borcherding to approve all three sets of minutes as is. Supervisor thanked the Clerk for allowing board to review the minutes before creating the draft. Reports: Financial Report: Motion by Foether seconded by Gray to approve the October 2018 payables in the amount of $30, Other Reports: The financial, trustee, zoning administrator and sheriff department reports were in the meeting packet. Correspondence: MTA: The Township received information from the Michigan Township Association discussing assessing and cell towers. Millington Township: Millington Township sent the Township a notice that it is starting work on its master plan. Vassar Township October 9, 2018 Regular Meeting Page 1

2 New Business: Signs for Bikes & Carriages: Bill Bushaw from the Tuscola County EDC mention that there were Progressive Amish families living in the area. They use horse and buggies and bikes to get around, want to get bike and carriages signs on the roads. There was discussion about the number and cost of the signs. It was suggested to investigate this with Millington Township and Tuscola County and bring it back to the Board next month. He mentioned that rails and trails was offered a $25,000 grant to connect a trail to Vassar. Also, Millington is shipping brine for airports. Auditor: The auditors are coming to the Township on November 14 th to go over the Township s records. The audit will probably be reviewed before the Township in January. It was suggested to have the auditors look over the names of the accounts in the budget to see if they need changes. MTA Training and other Training: There was mention that the Township had ordered one webcast. The Supervisor told the Administrative Assistant to contact the Planning Commission and Zoning Board of Appeals to know when to set up the webcast training. Other upcoming MTA training classes were also mentioned. There was discussion about an upcoming Michigan State Zoning Administrator Certificate Program. Township Boards: Motion by Foether seconded by Stack to appoint Deborah Pounds to the Parks and Recreation Committee for a three-year term starting November 1, 2018 and ending October 31, 2021 Motion by Foether seconded by Borcherding to appoint Bob Forbes to the Zoning Board of Appeals for a three-year term starting November 1, 2018 and ending October 31, Motion by Foether seconded by Gray to appoint Devin Foether and Troy Eurich to the Planning Commission for three-year terms starting November 1, 2018 and ending October 31, The Supervisor thanked Wendy Sayles for filling in as secretary for the Planning Commission Vassar Township October 9, 2018 Regular Meeting Page 2

3 Park Bids: The Township received two bids regarding its pavilion project for $242,277.60, and $189, The DNR paying up to $75,000. The Parks and Recreation Committee and engineer talked with lowest bidder and brought number down to $132,103.50, and after more communication $124, There was discussion about the cost of the bids and what the Township was getting for the costs. Motion by Foether seconded by Borcherding to approve the park pavilion contract with the DNR with Boom Constructing for $124, Clinesmith requested a roll call. Stack No, Borcherding Yes, Clinesmith Yes, Gray Yes, Foether Yes Vote 4-1, MOTION CARRIED. Motion by Foether seconded by Borcherding that $24, come from the aggregate fund for the park pavilion costs. Tuscola County Road Commission: The Supervisor stated not this year. Power Washing the Hall: The Clerk contacted the cleaner asking for the cost to power wash the entire hall. A bid was in the meeting packet. Motion by Clinesmith seconded by Gray to accept the bid from Pioneer Janitorial Services to power wash the whole Township Hall building for $350. Township Governance Academy: The Clerk mentioned some of the information that he received at the training class he attended. Class notes were in the meeting packet. The Supervisor mentioned the benefits of attending those kinds of classes. Old Business: Fire Truck: The Supervisor stated he had not yet heard from the City of Vassar regarding the costs. The Clerk mentioned concerns about fire runs being excused (or not). There was a suggesting to have a Township meeting getting the city manager, fire chief, and MMR chief together do discuss life assists. The Ambulance representative requested information regarding lift assists into the Township. Fire Runs: There were questions about why the attorney was removing language regarding placing assessments on property taxes for overdue fire run payments.in the ordinance and policy. 4 Assistant has no fire run info to work on. She needs a locked cabinet to put the records in. Motion by Foether seconded by Borcherding to have Administrative Assistant get a locked filing cabinet two drawer for no more than $250. It was mentioned she should sign out key and give the other key to the Clerk. There was discussion about how to process the fire runs. Web Page for Vassar Township/Facebook Meeting Date: The Supervisor stated there would be a meeting on October 15 at 4:30pm to discuss the web site policy. Date of Policy & Procedure Workshop: The Supervisor requested holding policy and procedure workshop meetings on October 17 at 5pm and October 18 at 5pm. Tom Borcherding mentioned putting up a bulletin board for postings outside. The Supervisor stated starting January 1, he will be at the hall from 5:30pm to 6:30pm with an exception for when there is a meeting, and open for Saturday meetings by appointments. The Clerk mentioned to check on the Sheriff s contract, which had been approved in October in past. The Clerk was asked to check with the insurance company if they are going to come to the Township s meeting in December. Public Comment: Don Clinesmith thanked the board for agreeing with the park project. He would like the Treasurer to check the donation can and put it into the park fund. Ben Partridge asked the Township to please ask the attorney not just how to do it [fire run billing], but how to enforce it and follow through. Bruce Foether said what we are going to do is not take it to the court, but put it on the taxes. Bob Forbes said he would like to have a copy of when bills were from the city, and what they were taken care for. Grace Proffer stated it was a lot of money for pavilion. She would like to get an outdoor light at the Hall, she can t see out at night. She asked, why do the fire runs have to be locked up? Vassar Township October 9, 2018 Regular Meeting Page 4

5 Amy Mocny said personal information. Grace Proffer asked if you did get more bids for power wash. The side of the road looks good. She asked about the reports, she used to hear about them. The Township spend money for the boards, they used to hear what they do. There was discussion about making the reports available. Onna Clinesmith asked if there was anything on windmill ordinance. Bruce Foether stated not yet. He asked a person from Ellington to be at meeting on Thursday. He added that the way the legislature is taking money away, MTA is not free and has set up a PAC to help fight for ordinances. Cards were up for donations. John Stack stated one of the things MTA is trying to do is going after assessors to keep it available for supervisors. The State trying to take it to the county level.
